🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following his visit to the United States within the framework of Russia’s UN Security Council Presidency

📍 New York, July 17, 2024

💬 I came to New York for two key events – open debates – that were held yesterday and today within the framework of Russia’s UN Security Council Presidency. Not only members of the Security Council but all other delegations could attend them. You saw how many of them did so.

The first issue we proposed for discussion yesterday concerned the conceptual framework of international relations, multilateralism and multipolarity. We pointed out the gradual erosion of system that was created after the Second World War on the basis of the central role of the UN.

I hope that you listened to my statement and to the statements made by other participants. We did not expect to come to agreement on the majority of issues, considering the current tensions on the international stage and the state of relations between the collective West and the Global Majority.

☝️ Although we had no big illusions, I believe that it was a useful discussion. At the very least, the overwhelming majority of participants agreed that we have problems. Many of them expressed opinions that coincide with our vision of the objective development of a multipolar world order, which I presented in my statement.

Another conclusion is that this discussion will most certainly be continued. There is an apparent interest for this, and it is growing. We will actively keep it up, and we will organise additional discussions on this issue not only at the UN but also at other multilateral platforms, including at the Group of Twenty, at associations such as #BRICS and the #SCO, as well as in the framework of our contacts with the regional organisations of Asia, Africa and Latin America.

The restoration of trust is the top priority now, as the representative of Guyana pointed out yesterday. So far, there was no hint of dialogue. Another important statement he made was that trust could only be rebuilt if all parties without exception comply with the agreements reached. This is not the case so far. Examples of that were provided yesterday in my statement and in the statements of other participants.

Overwhelming evidence of that was also provided during today’s open debate on the situation in the Middle East, including the Palestinian question. The overwhelming majority of the UN resolutions on Palestine have not been implemented. The second debate I have mentioned is not over yet. Many speakers have called for taking resolute steps. We hold a similar view. The first steps must include the termination of hostilities, a permanent ceasefire, the settlement of critical humanitarian problems and, of course, the termination of Israel’s actions to create illegal settlements. We hope that if or when this is done, this will create conditions for resuming negotiations on the implementation of UN decisions on the establishment of the Palestinian state that would live in peace and security with Israel.

BRICS Solutions Awards applications campaign is underway

The Agency for Strategic Initiatives together with The Platform for National Technological Initiative BRICS Business Council and The Chamber of Commerce and Industry of the Russian Federation holds a competition for the best technological solutions and practices of the BRICS countries – BRICS Solutions Awards.

The aim of the competition is to identify promising technological projects of the BRICS countries.

The selection will be held in 8️⃣ categories:

🔹 Biotechnology And National Health;
🔹 Sky, Space And Communication Technologies;
🔹 Artificial Intelligence And Digital Services;

🎙 Russia’s Foreign Minister Sergey Lavrov’s remarks at a meeting with directors of Russian non-profit organisations (July 23, 2024)

Key talking points:

🔹The role of public diplomacy has grown compared to the earlier period, primarily when it comes to maintaining a healthy atmosphere of confidence in relations with our foreign partners and explaining problems created by the West.

🔹 This applies to the the countries which we regard as unfriendly. I believe that we should use this term for governments, whereas the mood in the countries is largely determined by people’s lives and aspirations. I do not see any nation on the planet that would be unfriendly to our people in the first place.

🔹 I am aware that pubic organisations in Western countries somehow manage to maintain ties with some of their partners in Russia. This interaction is extremely important for keeping up relations at the level of civil societies and trying to understand each other.

🔹 We are beginning to see the outlines of a new multipolar world order. Nations around the world want to see their right to rule their destinies respected, and are searching for new ways of addressing various issues as alternatives to Western solutions.

🔹 The West is not ready to engage in mutually beneficial and equal cooperation. It has been seeking to hold on to its erstwhile standing which follows the path of irreversible, albeit slow, degradation. The NATO Summit in Washington provided yet another example of this process by adopting a declaration which once again emphasised the West’s unilateral approaches.

🔹 Today, Europe has been reduced to acting as Washington’s subject. Germany, for example, is the cornerstone of European politics and economy, but it still had to stomach the terrorist attacks against the Nord Stream pipelines which undermined its economic and social wellbeing. It had to pretend that this is the way it had to be.

🔹 The process of eradicating the centralised dictatorial model that America’s globalisation has morphed into will go hand in hand with regionalisation of economic processes. Preferably, in view of their interdependence with the global economy, the developments in Eurasia, Africa and Latin America ought to be coordinated and harmonised to a certain extent. #BRICS is quite capable of doing that.

🔹 We certainly believe that the United Nations remains a unique platform for universal cooperation that has no alternative. The UN Charter principles are relevant as never before.

🔹 I said earlier that Eurasia is emerging as an independent part of the multipolar and polycentric world. We are moving forward towards creating a Greater Eurasian Partnership, something that President Vladimir Putin mentioned 10 years back.  Since then, this process has led to stronger ties between #EAEU, #SCO, and #ASEAN.

🔹 We trust that non-governmental and non-profit organisations will actively participate in these processes and continue to contribute to the overall efforts seeking to strengthen Russia’s position on the continent and around the world, including the promotion of the Russian language and our multiethnic culture.

❗️ The deadline for submitting applications for the BRICS Solutions Awards competition has been extended until August 30, 2024.

Within the framework of the BRICS Solutions Awards contest, the participants are encouraged to share their projects and ideas under the following eight categories:

• New Industry and Energy;
• Biotechnology and National Health;
• Sky, Space and Communication Technologies;
• Artificial Intelligence and Digital Services;
• Climate and Environmental Technologies;
• Platforms and End-to-End Solutions for Government and Public Administration;
• Competences and Staff Development;
• Cognitive Technologies and Creative Economy.

Applications have already been received from India 🇮🇳, Brazil 🇧🇷, South Africa 🇿🇦, China 🇨🇳, Egypt 🇪🇬 and Ethiopia 🇪🇹. Most of the projects were received in the nomination "New Industry and Energy", in the second place – "Platforms and integrated solutions for government and public administration".

Applications will be accepted at the official website

The BRICS Solutions Awards will conclude with a solemn award ceremony at the BRICS Business Forum in Moscow in October 2024.

The BRICS Solutions Awards was first held in 2020 during Russia's BRICS Chairmanship at the initiative of the Autonomous Nonprofit Organization "Agency for Strategic Initiatives to Promote New Projects" and with the support of the Russian Chamber of Commerce and Industry. Since then, it has been held every year in a BRICS chairing country. In 2021 and 2022 India and China hosted the event.

Russia's trade with BRICS soars

At the 8th BRICS Industry Ministers' Meeting, Anton Alikhanov, Head of the Russian Ministry of Industry and Trade, highlighted a 6.3% boost in Russia's trade turnover with BRICS countries in the first 5 months of 2024.

🌍 With BRICS covering nearly 34% of the Earth's land and representing over 45% of the global population, their economic influence is undeniable.

📈 In 2023, BRICS contributed about 36% to global GDP in purchasing power parity, surpassing the G7's 29%.

The total trade turnover between Russia and BRICS reached nearly $300 billion last year, marking a significant 28% increase before the grouping's expansion.

🤝 The meeting also spotlighted promising areas for future collaboration, including the chemical industry, pharmaceuticals, and intellectual production.

Russian industrial exports, particularly in metallurgy, machine building, timber, light, and chemical industries (including fertilizers), form the backbone of the growing trade relationship.

🎻 The II Festival of Youth Orchestras of the World was held in Moscow on August 16-18

For the first time, combined youth symphony orchestras from the #BRICS and #CIS countries were formed especially for the festival, and they presented their unique programs.

🎶 Artistic director and principal conductor of the New Russia State Symphony Orchestra Yuri Bashmet personally served as the conductor.

🌐 More than 100 musicians from Brazil, Russia, India, China, South Africa, Egypt, Ethiopia and the United Arab Emirates took part in the joint project from the BRICS countries, having gathered in advance for rehearsals in Moscow.

A grand concert was held on the Red Square on August 18.

🤝 A major milestone was the introduction of new formats, including the inaugural BRICS Transport Ministers' meeting, the first BRICS Heads of Geological Services gathering, and the debut BRICS Nuclear Medicine Forum.

These achievements were reviewed at the latest Organizing Committee meeting, where preparations for the main event – the BRICS Summit in Kazan, 22-24 October 2024 – were also discussed.

💬 I am pleased to welcome the organisers and participants of the 6th International Municipal BRICS Forum, which is being hosted by Moscow, a city famous not only for its unique history, architecture, and vibrant cultural and sports scene, but also for its advancements in modern urban development, transportation, infrastructure, and organisation of urban life. I am confident that the Russian capital, along with other Russian cities, has much to share with our partners from #BRICS countries. In turn, we are interested in learning from the best practices of our friends.

The relevance of these mutually enriching exchanges is clear: according to expert estimates, the share of urban residents is rising steadily and is now in excess of 56 percent of the world population. This dictates the need to devise a long-term and well-considered policy aimed at promoting the steady development of municipalities and creating a comfortable urban environment for all residents.

Municipal and regional cooperation within BRICS is making strides and holds a significant place on the agenda. In June of this year, the BRICS Association of Cities and Municipalities was launched, and Nizhny Novgorod hosted a highly successful Forum of Twinned Cities and Municipal Formations.

I am confident that the 6th International Municipal BRICS Forum will make a unique contribution to strengthening ties between our countries and peoples. The number of forum participants, over 5,000 delegates from about 500 cities worldwide, as well as the packed agenda for upcoming discussions, serve as clear evidence of the relevance of this event. You will discuss current issues related to urban economics and advanced urban science, introduction of digital and environmentally friendly technologies, access to quality education and healthcare, and the establishment of connections between business communities.

On a separate note, I would like to commend the work done by the Moscow authorities, who have created all the necessary conditions for productive work during the forum. I am certain that all guests of the Russian capital will fully appreciate its hospitality.

Over the years, the Forum has contributed significantly to the development of constructive economic ties between our country and other states in the Asia-Pacific region. A direct, informal communication that occurs here between Russian entrepreneurs and their foreign counterparts, government agencies, social organisations, and the expert community makes it possible for us to discuss many topical issues on the regional agenda and develop beneficial projects together, a fact reflected in the forum’s slogan this year, ‘Far East 2030. Combining Strengths to Create New Potential’.

📹 Russia's Foreign Minister Sergey Lavrov’s video message to the participants in the 6th BRICS+ Young Diplomats’ Forum (August 28, 2024)

💬 I would like to begin by offering my heartfelt greetings to the participants in the 6th Young Diplomats’ Forum which is taking place in the #BRICSplus format.

It was the Foreign Ministry’s Council of Young Diplomats that initiated the first event of this kind in Ufa as part of Russia’s 2015 chairmanship. Since then, this platform has emerged as an effective tool for promoting horizontal ties between the BRICS foreign ministries.

It is worth noting that Ufa, the capital of Bashkortostan, has been selected to host the 2024 meeting. It stands at the crossroads of civilisations, and people representing various religions, creeds and ethnic groups have been living here in peace and harmony for many centuries. This offers a vivid example of the way ethnic, religious and cultural diversity can serve as a foundation for promoting long-term development and sustaining mutual understanding. #BRICS countries have been relying on these very principles in their relations.

👉 The Forum’s main topic is The Role of Young Diplomats in Strengthening Multilateralism for Fairness in Global Development and Security. It covers a wide range of major issues for BRICS states, as well as for other like-minded countries. I welcome the fact that all partners share the association’s approaches to working together when responding to present-day global challenges.

BRICS attracts more and more attention, which is a clear sign that our aspirations to build a fairer global architecture in international relations are aligned with deep-running and objective geopolitical shifts. The Global Majority has been very receptive to this vision, which demonstrates that what we do together is highly relevant and important.

Guests of the function were briefed on the priorities and the outcomes of Russia’s #BRICS Chairmanship in the first half of 2024.

🎬 The event featured an exclusive screening of the documentary “2052. See the Future” by RT channel, as well as photo exhibition “Southern Africa in the TASS lens” dedicated to the 120th anniversary of the news agency.

🇿🇦 #BRICS working group on competition research in food markets to be held in Johannesburg

On September 3, 2024, Johannesburg will host the #BRICS Working Group on Competition Research in Food Markets, a key event under Russia's BRICS Chairmanship.

👉 This meeting is part of the 18th Annual Competition Law, Economics, and Policy Conference, taking place from September 3-5, organized by the Competition Commission of South Africa.

🤝 Co-chaired by FAS Russia and the Competition Commission of South Africa, the working group will tackle crucial issues such as food security, competition policy, and market challenges within the BRICS nations and their partners.

It’s a vital opportunity to explore the impact of negative factors on agricultural competition and the role of international cooperation.

A series of events took place in Russia within the BRICS Geographer's Day

📍On 20-25 August 2024 experts in the field of ecology, nature reserve management, tourism and biology as part of the first BRICS Geographers' Day celebrations took part in the scientific expedition “Conservation in Siberia’s Protected Areas” held in the Republic of Khakassia and Krasnoyarsk Krai.

🏕️The representatives from BRICS countries visited the Shushenskoye Museum-Reserve in Krasnoyarsk Krai, including the House of the Snow Leopard Museum and the Berendei Arboretum, and performed a research of the Oglakhty area of the Khakass Nature Reserve.

🏞️During the week the participants learnt the best management practices in biosphere reserves and specially protected areas. The results of the joint work will form the basis for planning further ecological and recreational development both in Siberia and in the unification area.

On 18 August BRICS Geographer's Day was established within the framework of the Russian Chairship this year. The results of the BRICS Geographer's Day and the expedition will be presented at the meeting of the BRICS Ministers of Science, Innovation and Technology on 27 September in Moscow.

🎙 Foreign Minister Sergey Lavrov’s remarks and answers to questions at a meeting with students and faculty of MGIMO University (Moscow, September 2, 2024)

💬 I would like to congratulate all of you on #KnowledgeDay.

I would like to highlight that, according to the statistics, MGIMO graduates hold important positions at the Central Office of the Government of Russia, particularly the Presidential Executive Office. Additionally, two-thirds of them join the Foreign Ministry staff every year. This speaks volumes about the “seal of excellence” associated with the diplomas from this great – without any exaggeration, for me at least – institution of higher learning.

We welcome the fact that MGIMO supplies the Foreign Ministry with most of its staff. We are always eager to welcome those whose qualifications meet the high standards of Russian diplomacy. I would like to address the final-year students: together, we will implement the Foreign Policy Concept approved by President Vladimir Putin in March 2023.

I am certain that you keep up with international news and developments on the global stage. The primary trend is the strengthening of new growth and development centres located outside the historical West.

Regional integration associations, such as the #SCO, the #EAEU, #ASEAN, the #CIS, the #LAS, the African Union, and #CELAC, play a significant role at the current stage of development of the multipolar world order. #BRICS, as it strengthens its influence and authority, increasingly acts as an informal global coordinator for these regional integration processes.

The globalisation, which the West pro-actively promoted for years, has been accepted as a method of interstate relations in the economy, technology and the financial sector. However, this globalisation model is now falling apart.

We will advance integration processes within the EAEU, CIS, SCO, ASEAN, and, of course, strengthen strategic partnership with China, India, Brazil, and all our other like-minded countries, working in the context of forming the Eurasian architecture. There are many, it is impossible to list them all. That is why we have a clear and comprehensible image of the future – multipolarity, based on another key principle of the UN Charter – sovereign equality of the state.

❗️The essence of Western policy towards Russia has always been based on the assumption that our country is too strong and independent and that something must be done to change this, preferably by pulling it down. History repeats itself. Today, these 50 countries have again been rallied under Nazi banners against Russia, considering the essence of Zelensky’s regime or even the chevrons and flags of the so-called Ukrainian army. <...> Today, all those who show independence and a will to defend their national interests within international law while refusing to play by Western rules, are under threat. It is clear, however, that these attempts are largely an agony of the West.

We do not seek to embed ourselves into various “schemes” that are being established by Western “rules” without our participation and without consideration of our interests. We will continue to champion widely held principles of international law and the UN Charter in their entirety instead of cherry-picking them as the West does.

President Putin has repeatedly stressed that “we are open to contacts with the countries of the ‘collective West’ on the understanding that they pivot away from their openly hostile course towards our country”. Any unfriendly moves will still be met with a tough response. The ball is not in our court, it is up to those who set out to deliberately destroy their relations with Russia and demonise our land and our nation.

On September 3, the #BRICS Customs Heads meeting, held this year under the chairmanship of the Federal Customs Service #FСS of Russia, took place.

⚡️ The parties summarised the results of customs cooperation on the platform and exchanged views on priority aspects of cooperation.

⚡️ One of the key outcomes of the meeting was the signing of the Joint Plan of Action on mutual recognition of AEO Customs programmes.

The meeting participants also agreed to:
🟣to strengthen customs co-operation;
🟣make comprehensive efforts to sign the Agreement on Co-operation and Mutual Administrative Assistance of the BRICS AEO Programmes as soon as possible
on co-operation and mutual administrative assistance in customs matters;
🟣modernise customs co-operation into more
practice-oriented format;
🟣develop co-operation in the law enforcement sphere.

🇷🇺⚡️ During the meeting, Valery Pikalyov, Head of the FCS, emphasised the need to unite their efforts to provide comprehensive assistance to the new members of the association for their inclusion in the processes of customs co-operation on the BRICS platform.

🇮🇳 Sanjay Kumar Agarwal, Chairman of the Central Board of Indirect Taxes and Customs of India, took part in the event.
