#US bans ‘advanced tech’ firms from building facilities in #China for a decade

//US technology firms that receive government funding will be banned from building “advanced technology facilities” in China for a decade, the Biden administration has announced, as it outlined plans to increase domestic production of semiconductors.

The requirements come under the US government’s near-$53bn (£46bn) plan to scale up manufacturing of semiconductor chips – the “brain” in every electronic device from cars to household appliances – which are predominantly produced in Asia.

The US Chips and Science Act (#Chips), approved by Congress in August, is part of the American response to a long-running technological dispute between Washington and Beijing, as US firms demand more government support to reduce reliance on components produced in Chinese factories...

The Chips Act commits a total of $280bn to hi-tech manufacturing and research, and is designed to increase the US’s competitiveness with China.

The US crackdown on the sale of technology to China has already begun to have an impact, with the US chip designer Nvidia disclosing last week that it had been told by US officials to stop exporting two top computing chips for artificial intelligence work to China.//

China opens unofficial police stations in Britain to hunt down people for their return

China has opened unofficial police stations in London as part of a growing network of Communist Party-linked offices accused of hunting down and blackmailing Chinese citizens to force them to return home.

Chinese authorities have established 54 “overseas police service centres” around the world in the last few years, according to a new report, as Beijing seeks to expand Chinese powers abroad.

Twitter whistleblower reveals employees concerned China agent could collect user data

The FBI informed Twitter Inc (TWTR.N) of at least one Chinese agent working at the company, U.S. Senator Chuck Grassley said during a Senate hearing on Tuesday where a whistleblower testified, raising new concerns about foreign meddling at the influential social media platform.

Peiter "Mudge" Zatko, a famed hacker who served as Twitter's head of security until his firing in January, said some Twitter employees were concerned the Chinese government would be able to collect data on the company's users.

The Chinese Communist Party is preparing for its 20th National Congress, an event likely to result in an unprecedented third term for President Xi Jinping. Since Xi took office in 2013, opinion of China in the U.S. and other advanced economies has turned precipitously more negative. How did it get to be this way?

In the U.S., views of China experienced minor fluctuations in the years preceding Xi’s presidency. Throughout this period, around four-in-ten or more had positive views of China and only a minority had negative views of the country. Still, views ebbed and flowed somewhat alongside domestic and international events.

China Must Stick With Covid Zero Policy, People’s Daily Says

The Chinese Communist Party’s flagship newspaper endorsed the country’s Covid Zero policy for the second day in a row, dousing hopes that President Xi Jinping will relax controls soon after a key political meeting starting later this week.

Covid Zero is “sustainable” and the country must stick to the strategy because it’s key to stabilizing the economy and protecting lives, the People’s Daily said in a commentary Tuesday. It follows a similar article Monday labeling the stringent pandemic approach as “scientific and effective.” State news agency Xinhua also published a column that said the country can’t be complacent on the virus.

Wray: China continues to 'lie, cheat, and steal' in bid for tech dominance

FBI director Christopher Wray said Monday that newly disclosed charges against Chinese intelligence officers are the latest example of China's efforts to gain an unfair economic advantage over U.S. companies, particularly in the technology sphere.

Two Chinese intelligence officers are accused of attempting to "obstruct, influence, and impede a criminal prosecution" of a China-based global telecommunications company, U.S. attorney general Merrick Garland said during a news conference Monday. The company was not identified. The complaint against the two intelligence officers was unsealed Monday in the U.S. District Court, Eastern District of New York, Garland said.

U.S. FBI director says TikTok poses national security concerns

The U.S. operations of Chinese-owned TikTok raise national security concerns, FBI Director Chris Wray said on Tuesday, flagging the risk that the Chinese government could harness the video-sharing app to influence users or control their devices.

Risks include "the possibility that the Chinese government could use [TikTok] to control data collection on millions of users or control the recommendation algorithm, which could be used for influence operations," Wray told U.S. lawmakers.

China hits back at FBI claim of unauthorized ‘police stations’ in US

China has contested claims it was operating unauthorized “police stations” on US soil, calling the sites volunteer-run, after the FBI director said he was “very concerned” about unauthorized stations that have been linked to Beijing’s influence operations.

Safeguard Defenders, a Europe-based human rights organization, published a report in September revealing the presence of dozens of Chinese police “service stations” in large cities around the world, including New York.

Video: Chinese Students Gathered to Mourn Urumqi Fire Victims and Questions Lockdown Policy

On the night of 24 November, a fire broke out in a high-rise residential building in Urumqi, China. The fire killed at least 20 people, including several children, the youngest of whom was just three years old.

Online footage of the rescue effort shows workers in white protective clothing breaking down fences and barricades that had been erected around the building due to China's zero-Covid lockdown policy. Many Chinese on social media are questioning whether the lockdown blockade was hindering rescue.

The incident led to an outbreak of mourning and protest activities in many parts of China. At Nanguang College of the Communication University of China, students held up plain A4 paper sheets. They sparked a "white paper revolution" to mourn the fire victims in Urumqi. On 26 November, another online clip showed campus students gathering in mourning, lighting up the night with their mobile phones and chanting "Long live the people, may the dead rest in peace."

China allows home quarantine in big shift from zero-COVID

China on Wednesday announced a rollback of its zero-COVID policy in a marked shift away from virus curbs that triggered nationwide unrest, putting it on course to living with the respiratory illness.

People who are asymptomatic, or who have mild infections, will now be allowed to quarantine at home, rather than being forced into government facilities, while mass PCR testing, a key feature of government efforts to quash even small outbreaks, will be largely abandoned.

The Italian government reveals that there are 2 flights carrying Covid positive passengers from China to Milan on 26 Dec.

The first flight has 35 positive cases out of 92 with a diagnosis rate of 38% while the second flight has 62 out of 120 with a rate of 52%. 97 people were diagnosed out of 212 people overall (46%).

English-language media, such as Bloomberg, said that the two flights came from #Shanghai and #Beijing while some Italian media said that both flights departed from Beijing. Therefore, the starting point of the two flights has not yet been determined.

US Terminates HKETO to Get Rid of China's Propaganda in the US

With the implementation of #NationalSecueityLaw (#NSL) in 2020, the US has announced that they no longer recognise Hong Kong's autonomy; One-Country-Two-Systems is also dead.

On 15 Dec, Republican Senator Marco Rubio and Representative Chris Smith requested the US to re-assess the privilege and status of the Hong Kong Economic and Trade Office (#HKETO) under the HKETO Certification Acts. They believe HKETO has become Hong Kong's propaganda and urge the US to completely remove them from the country.

Chris Smith described that China's dictator, #XiJinping, suppressed civil and political rights in Hong Kong with NSL, destroying the #BasicLaw and #SinoBritishJointDeclaration. He pointed out that the #USCongress had once published Hong Kong Human Rights and Democracy Act in 2020 to decline Hong Kong's autonomy. Therefore, US Law should reflect the fact. At the moment, HKETO is only China's propaganda with no reason for its existence inside the US border.

The HKETO Certificate Act requests the US President to prove whether their Offices can continue having the current privilege within 30 days after it has been passed. If the President opposes their existence, the government must revoke the offices' benefits, and they must cease operation in 6 months. Even if the President agrees on the privilege, Congress can still disapprove.

Executive Director of Hong Kong Democracy Council (#HKDC), Anna Kwok, mentioned the 3 locations of the HKETO offices in the US in Washington, New York and San Francisco on her Facebook Page. HKDC and other HongKonger organisations in the US found out the HKETO promoting "Hong Kong is back" earlier. They present a false picture of peace and prosperity, claiming Hong Kong as a free and democratic place.

Most Canadians want Ottawa to set up foreign-influence registry

A strong majority of Canadians favour a registry of foreign agents, similar to ones in Australia and the United States, to shed light on Canadian citizens paid to influence Canada’s political process on behalf of countries such as China or Russia.

A public-opinion survey by Nanos Research found that 88 per cent of Canadians support or somewhat support a foreign-influence registry. Only 7 per cent of those surveyed oppose or somewhat oppose having lawyers, lobbyists and retired politicians register when they take on paid roles for foreign governments and companies linked to these countries.

Italian Health Secretary: China Teaches the World What Not to Do in a Pandemic

Italian Health Minister Orazio Schillaci sharply criticised China's anti-pandemic measures in a presentation at the Italian Parliament on Thursday.

He said that China has taught a lesson to the world on what not to do when fighting against the virus. He calls on all countries to never use China-style measures to fight a virus.

Schillaci also indicates that no new variant was found from the import cases from China as of 30/12. However, Italy has to be aware of the risks posed by China's pandemic, but there is no need to panic.

The health minister also commented on the anti-pandemic policy of China, calling it an exercise in self-contradiction. He added that the recent situation in some Chinese mega-cities would be unacceptable in democratic countries.

Uganda suspended a "Belt and Road" essential constructions

#Reuter reported that #Uganda has suspended an essential construction under China's Belt-and-Road initiatives, spoken by a Uganda official.

Uganda originally planned to build a railway to #Kenya with China Harbour Enginering Company (#CHEC) in 2015. The project is expected to cost USD$2.2 million. Unlike other narrow track railway in Africa,  this railway project complies to the international construction standard. However, Uganda didn't receive any fund from China under the Belt and Road policy.

Uganda was forced to stopped the plan with CHEC and is considering to continue the project with Yapi Merkezi, a Turkish company.
