The newly established new regions and the disputed areas between Amhara and Tigray regions have raised strong opposition and criticism from the members of the federation council. According to the English newspaper, the reporter published in Addis Ababa, the issue that was raised during the opening meeting of the council held after two months break is causing a huge budget shortage and the cuts of government services in the mentioned areas.
Regional governments get federal subsidies every year, according to the formula approved by the federation council six years ago. This formula considers population, development needs and income generating capacity. In this year's budget year, the amount of subsidy allocated to regions is 415 billion birr, more than half of this has been allocated to Oromia, Amhara, Somalia and Tigray regions.
Let it be, newly formed regions like South Ethiopia, Central Ethiopia and South West Ethiopia are not included in this formula. According to lawmakers, states are struggling to pay teachers, health professionals and civil servants' salaries. In addition, in the South West Ethiopia region, all federal projects including the construction of roads and airports are completely stopped.
A member of the parliament has sued that "this situation is unconstitutional" while another member has sued that the Ministry of Planning and Development had promised to include new regions in the 2018 fiscal year, but he failed to fulfill his promise".
The speaker of the house of assembly Mr. Agenahu Tesheger and the members of the committee of budget issues responded to the strong criticism raised, but stated that the main reason is "lack of current data".
According to the members of the committee, the council had planned to prepare a new formula, but the ministry of planning and the central statistics service failed to provide up-to-date information about the new regions. At the moment, the budget being allocated for the new regions is based on the population data of the previous southern region, the leaders said that even though new data collection work is underway, it may take up to three years to complete.

The speaker who said "the macro economy team and the prime minister are closely monitoring the issue" explained that the parliament cannot allocate a budget with unofficial administrative information.
Finally, Mr. Agegu said that the parliament has urged the federal government to talk with new regions to bring an "immediate transitional solution". "Transitional solution is urgently needed for the new regions and disputed areas that are suffering from lack of budget" the speaker expressed his position.

Ethiopian Citizens for Social Justice (EZEMA), has called for an urgent discussion regarding the upcoming 7th national election and the expected result of the work of the National Consultative Commission.

On the other hand, ECSEMA has stated that the 7th national election that will be held in the coming months with the constitutional time, has brought important questions that need urgent answers.

1. In which system will the next election be held? Is it because of the old system that raises questions on its credibility or because of the new political and electoral reforms brought by the National Council?
2. Is there enough time for the improvements? If it is said that the election will be held in a new way, is it possible to complete the negotiation process, lay a legal basis on the agreed issues (for example by referendum), and conduct the election on the schedule?
3. If there is not enough time, what is the solution? Will the big hope in the discussion be postponed for the next five years or are there legal ways to adjust the election time?
ECZEMA, if these questions are not answered in time, it may cause both national processes to fail to achieve their goals. Therefore, the party has called on the government, the national advisory commission, the national election board, lawyers and other stakeholders to have a wide discussion on these questions.
ECZEMA has announced that it will hold its own discussions on the issue soon and will announce its official position.

This conference organized by the African Human Resource Building Foundation (ACBF) has shown that the debt rate of sub-Saharan African countries has increased to 60 percent from their total domestic production over the past ten years. It has been said that this situation is forcing countries to reduce their budgets for health, education and other basic services to pay up to 9 percent.
According to Mamadu Bitaye, Secretary General of the Foundation, African countries' tax revenue is only 12 to 15 percent of their total production, which is very low compared to the 20 percent collected in Asia and Latin America.
