❗️Ruslan Stefanchuk: I call on the Council of Europe to actively respond to russia's actions aimed at maintaining the war and destroying the world order

Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, met with the Secretary-General of the Council of Europe, Marija Pejčinović Burić, during the International Conference on the Reconstruction of Ukraine in Lugano, Switzerland.

He thanked Marija Pejčinović Burić for the Council of Europe's support of Ukraine, especially for the decision of the Parliamentary Assembly of the Council of Europe to suspend the membership of the russian federation in the organization.

"This is real support felt not only by Ukraine but by the entire civilized world. We hope that your specific example will be supported by many other organizations still hesitating for some reason and trying to find a dialogue with russia. In our opinion, this is an absolutely wrong way," Ruslan Stefanchuk noted.

He noted that Ukraine is working hard to comply with the principles of the Council of Europe. For example, the Parliament recently approved the Istanbul Convention, which is a great victory in terms of human rights.

According to him, in this area, the issue of women's and children's rights, which are most violated during the war, has become especially important for Ukraine.

"Today, tens, sometimes hundreds of thousands, of Ukrainian men and women are being forcibly deported from the occupied places of Ukraine to the russian federation. In this direction, we hope for strong political and practical support from international organizations because these are Ukrainian women and Ukrainian children who must return to Ukraine," urged the Speaker of the Parliament of Ukraine.

In addition, Ruslan Stefanchuk offered the Council of Europe to react to the latest decisions of russia, which "does not stop either in its war or in producing solutions aimed at maintaining the war and destroying the world order."

Ruslan Stefanchuk called the submission of a bill to the State Duma of the russian federation, stating that the russian federation can add any parts of other countries to its territories, one of such odd decisions.

"This terrible precedent destroys the entire world order system at the legislative level. Your leaders and working bodies could express their views on each such bill so that the position of the Council of Europe is clearly understood," urged the Chairman of the Verkhovna Rada of Ukraine.

In the end, he emphasized again that "Ukraine was and remains committed to the principles and values ​​of the Council of Europe, and will always adhere to them regardless of whether there is a war in Ukraine or we live in peacetime. Because values ​​and principles matter to us."

For her part, the Secretary-General of the Council of Europe, Marija Pejčinović Burić, welcomed the decision of the Swiss Confederation and Ukraine to unite to organize such a large-scale Conference for the restoration of Ukraine.

"We are doing everything from different sides to support Ukraine. And this joint meeting and our synergy are also critical given that Ukraine's needs are urgent," Marija Pejčinović Burić noted, adding that the Council of Europe was one of the first institutions to react to the war unleashed by russia against Ukraine quickly and unitedly.

According to her, russia's intentions in this war are already apparent: "destroy human lives, destroy life in general, destroy infrastructure, destroy and erase," and the task of the whole world, and the Council of Europe as well, is to stop the war in the center of Europe in the 21st century.

"We did everything we could and are doing everything we can for Ukraine to show our support, which is great," Marija Pejčinović Burić emphasized.

She also expressed admiration for the legislative process, which the Ukrainian Parliament does not stop, despite the war.

💔 44 children who were illegally taken by the Russian military to the Russian Federation or to territories not controlled by Ukraine were returned to Ukraine

Last month, with the assistance of the Ministry for Reintegration of the Temporary Occupied Territories, children who had been illegally taken to temporarily occupied territories and to the Russian Federation were returned.

Most of those returned are orphans or children deprived of parental care.

It is known that Russia illegally took more than 2 thousand children from family-type orphanages and children who had guardians from Ukraine to its territory. But these are not the final numbers.

It has not yet been possible to identify them all.

Today there were a lot of disputes in society regarding the decision of the General Staff of the Armed Forces of Ukraine on obtaining certain permits for those liable for military service, conscripts and reservists.
I see that there are different assessments of such a decision, there is misunderstanding and even indignation.
I instructed the Minister of Defense, the Chief of the General Staff, the Commander-in-Chief of the Armed Forces to report all the details to me tomorrow regarding the decision on the approval of the Procedure for obtaining permits. I ask the General Staff not to make such decisions without me in the future.

Conference participants adopted the final document, "Declaration of Lugano." The declaration provides for the creation of a coordination platform between partners.

Seven principles have been approved that determine the criteria and methods of recovery:

2️⃣ Focus on reforms.

3️⃣ Transparency, accountability, rule of law.

4️⃣ Democratic participation.

5️⃣ Involvement of many stakeholders.

7️⃣ Sustainable development.

❗️Ruslan Stefanchuk: The example of Ukraine should be an incentive for other parliaments to adopt legislative acts on the responsibility of the russian federation

The Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, in an interview with the Rada TV channel, spoke about the results of the two-day Ukraine Recovery International Conference held in the Swiss city of Lugano.

According to the Chairman, the event gathered donors from all over the world. During two days, the Ukrainian delegation held a large number of meetings with representatives of various institutions and authorities of different countries.

Among the main issues of these meetings, as Ruslan Stefanchuk said, was the topic of creating a legal mechanism that would enable the whole world to hold the russian federation accountable as an aggressor country.

"The Verkhovna Rada of Ukraine has already adopted several acts to hold russia accountable. We are working on the same mechanism with partner countries. It is important not only to confiscate from the russian federation but also to provide a clear and reasonable list of damages caused by russia to Ukraine," said the Speaker of the Ukrainian Parliament.

Ruslan Stefanchuk also said that shortly the Verkhovna Rada of Ukraine should adopt an official methodology for calculating the damages caused by the aggressor.

"I hope that this example of Ukraine will be an incentive for all other parliaments to adopt legislative acts to make official and transparent the process by which the assets of the russian federation, the assets of Russian oligarchs, will be confiscated in order to compensate for the losses to Ukraine," the Speaker of the Parliament of Ukraine emphasized.

Ruslan Stefanchuk also noted that the Ukrainian Parliament took an active part in developing the Recovery Plan of Ukraine, presented at the International Conference in Lugano.

"Together, as a united team of the Parliament of Ukraine, with our Swiss colleagues, we worked out our movement along essential tracks.
1️⃣The first is the implementation of 15 programs, which clearly describe the directions in which we will move.
2️⃣The second is the adaptation of Ukrainian legislation to EU standards.

We received candidacy for EU membership, so the Verkhovna Rada of Ukraine must do its "homework," Ruslan Stefanchuk emphasized, adding that the deputies are already working on a joint plan for the further work of the Parliament, taking into account the proposals submitted by parliamentarians of other countries.

"This will be a plan to adapt our legislation to European legislation. Soon, we will actively start moving towards the EU along the parliamentary track," the Chairman of the Verkhovna Rada of Ukraine emphasized.

He noted that, despite the war, the Parliament did not stop its legislative work and continues to actively work on relevant tasks related to the direction of European integration.

"We are determined to ensure that all comments on the implementation of certain things are implemented. Immediately after receiving the application, President Volodymyr Zelenskyy convened an extended meeting of all branches of government. We worked out a single plan of work in terms of obtaining membership. Everyone knows their tasks, their tasks. This work is coordinated, which means it will be successful," said the Chairman of the Verkhovna Rada of Ukraine.

He emphasized that the same coordinated work is demonstrated today by the country's single legislative body.

"Since the beginning of the war, an "anti-war coalition" has been created in the Verkhovna Rada, which includes all factions and groups. I want to thank my colleagues that we are maintaining a normal depoliticized approach.
We agreed from the first day that we have one policy – Ukraine," Ruslan Stefanchuk emphasized.
