Venezuela and Paraguay have relaunched diplomatic and consular relations after years of political tensions, agreeing to work on trade, energy cooperation, consular affairs and transnational organized crime.

Acting President Delcy Rodríguez hosted Paraguayan President Santiago Peña in Caracas, where both governments signed a joint statement outlining a new bilateral agenda.

A key issue is Paraguay’s estimated $300 million debt to Venezuela’s PDVSA for fuel supplied under the 2004 Caracas Energy Accord. Paraguayan officials recognize the principal debt but dispute accumulated interest, with the matter currently before the International Chamber of Commerce in Paris.

The reopened diplomatic channels are expected to facilitate negotiations on the debt settlement.

The Venezuelan government and an opposition faction representing the defunct 2015 National Assembly concluded a second round of US-backed talks with preliminary agreements on judicial reform and freedom of expression.

The delegations agreed to create a seven-member committee to review Supreme Court justice candidates and establish a Judicial Nominations Committee in the National Assembly. They also agreed to lift administrative restrictions on several media outlets, including El Pitazo, Efecto Cocuyo and EFE.

US Secretary of State Marco Rubio said the talks will “create the groundwork” for free and fair elections. The two sides will continue technical discussions ahead of a third round scheduled for October.

The negotiations have also deepened divisions within the opposition, particularly with the sector led by María Corina Machado.

Venezuela’s electricity crisis goes far beyond the country’s current power demand. VA columnist Jessica Dos Santos points to a structural deterioration of the National Electric System, with actual stable generation falling far below nominal installed capacity and transmission and distribution networks deteriorating after years of strain and shortages.

As the National Assembly moves to open the electricity sector to private operators, Dos Santos questions whether privatization can resolve these underlying problems or leave Venezuelans paying more for an unreliable service.

“Perhaps people will go from having no electricity due to the condition of the power grid to having no electricity because they cannot afford the bill,” she states.

The US Justice Department is urging a New York judge to reject Nicolás Maduro and Cilia Flores’ claims of sovereign immunity, arguing that Caracas has demonstrated it knows how to invoke immunity but chose not to do so in their case.

Prosecutors pointed to a separate Florida lawsuit in which Venezuela’s embassy asked the Trump administration to communicate that Acting President Delcy Rodríguez should enjoy absolute immunity. The State Department subsequently urged the Florida court to dismiss the proceedings against Rodríguez.

The DOJ argued that Venezuela’s failure to make a similar request for Maduro and Flores is “devastating” to their claims. Their defense teams have maintained that their government positions should shield them from criminal prosecution in the US.

Judge Alvin Hellerstein is scheduled to hear oral arguments on November 17. If the case proceeds, the trial is set to begin June 1, 2027.

Qatar is reportedly preparing a fund to settle Venezuela’s estimated $2.5 billion debt with the Inter-American Development Bank, potentially allowing Caracas to access up to $8 billion in new financing.

The proposed mechanism would clear overdue principal and interest while providing Venezuela with a new long-term loan. The funds could support infrastructure projects, including roads, water systems and the national electricity grid, as well as budgetary needs.

The initiative is part of Caracas’ broader effort to reestablish relations with the IMF, World Bank and other multilateral financial institutions. The IDB reopened its Caracas office on October 2, after Venezuela’s voting rights were restored in June.

The renewed engagement represents a significant shift from Hugo Chávez’s approach. In 2008, Chávez called the IDB an “instrument of political pressure” and the IMF a “weapon of US imperialism,” advocating regional alternatives such as the Bank of the South.
