Nicolás Maduro and Cilia Flores’ defense teams have asked a US federal court to dismiss the criminal charges against them, arguing that head-of-state and diplomatic immunity under international law prevents US courts from exercising criminal jurisdiction over sitting foreign leaders. The deal will transfer 17 oilfields containing 65 billion barrels of proven reserves to private operator NABEP. Obregón said Venezuela will receive taxes and royalties, while US interests gain access to Venezuelan crude. He described the concessions as lasting 25 years with the possibility of repeated renewals, contrasting with the White House’s claim that they span 100 years.

The agreement also includes plans for an aquarium, wildlife conservation center, veterinary center and wildlife hospital in La Guaira as part of post-earthquake recovery efforts.
Vantara is backed by Reliance Industries and the Ambani family. Despite its stated conservation mission, the initiative has faced allegations from environmental groups concerning wildlife acquisition, trade and its operation as a large-scale private zoo. India’s Supreme Court investigated complaints against Vantara in 2024 before dismissing the case.

The deal comes as ExxonMobil reportedly negotiates rights to four major Orinoco fields, including two it previously owned before their nationalization under Hugo Chávez. Florida-based Denarius Holding Group has also secured a 20-year agreement for the Petrokariña project.
Venezuela’s mining sector is opening to foreign corporations as well. Heeney Capital and Mercuria received a 30-year concession for the Chocó 10 gold mine and pledged $1 billion in initial investment.
The agreements are part of a broader opening of Venezuela’s oil and mining sectors to multinational corporations, backed by the Trump administration.
