The law follows a new rental framework approved in July that gives landlords and tenants greater freedom to establish rental terms while allowing landlords to rescind agreements when tenants are two months behind on rent, among other conditions.

The debate over the US-Venezuela oil deal has largely focused on reserves, investment and potential state revenues. Political analyst William Serafino argues that this “game of numbers” risks obscuring the agreement’s political significance.
With its legal and operational details still unclear, Serafino sees the ambiguity itself as central to the pact, allowing Trump and Delcy Rodríguez to advance divergent narratives while benefiting from their strategic alignment.
“The agreement is a high-risk joint maneuver in which Trump and Rodríguez definitively tie their political fates together,” he writes.
