Anti-defection law:

The Congress Party has written to the Speaker, Meghalaya Legislative Assembly seeking disqualification of 10 of the 12 MLAs that recently deserted the Party to join the All India Trinamool Congress (AITMC).
 
Why the 10th schedule might not apply here?
The 10th Schedule of the Indian Constitution commonly referred to as the Anti-defection Act says that disqualification on ground of defection will not apply in case of a split.
• Where a member of a House claims that he/she and any other members of his/her legislature party constitute the group representing a faction which has arisen as a result of a split in the original political party and such group consists of not less than two-thirds of the members of such legislature party, he/she shall not be disqualified.
• From the time of such split, the faction shall be deemed to be the political party to which he/she henceforth belongs.
 
Tenth Schedule of the Indian Constitution:
Popularly known as the anti-defection law.
• It specifies the circumstances under which changing of political parties by legislators invites action under the law.
• It was added to the Constitution by the 52nd Amendment Act: It lays down the process by which legislators may be disqualified on grounds of defection by the Presiding Officer of a legislature based on a petition by any other member of the House.
• The decision on question as to disqualification on ground of defection is referred to the Chairman or the Speaker of such House, and his decision is final.
• The law applies to both Parliament and state assemblies.
• It includes situations in which an independent MLA, too, joins a party after the election.

How to practise on your own?
1. Learn the topic. For example, you have read whole history.
2. Take A4 size sheets, write only questions and leave some space for the answers.
3. Write the answers while you have learnt everything.
4. Check them using the material you have.

आर्टिफिशियल इंटेलिजेंस
• आर्टिफिशियल इंटेलिजेंस कंप्यूटर विज्ञान की वह शाखा है जो कंप्यूटर के इंसानों की तरह व्यवहार करने की धारणा पर आधारित है। इसके जनक जॉन मैकार्थी हैं।
• यह मशीनों की सोचने, समझने, सीखने, समस्या हल करने और निर्णय लेने जैसी संज्ञानात्मक कार्यों को करने की क्षमता को सूचित करता है।
• आर्टिफिशियल इंटेलिजेंस पर शोध की शुरुआत 1950 के दशक में हुई थी। आर्टिफिशियल इंटेलिजेंस का अर्थ है कृत्रिम तरीके से विकसित बौद्धिक क्षमता।
• इसके ज़रिये कंप्यूटर सिस्टम या रोबोटिक सिस्टम तैयार किया जाता है, जिसे उन्हीं तर्कों के आधार पर संचालित करने का प्रयास किया जाता है जिसके आधार पर मानव मस्तिष्क कार्य करता है।
• AI पूर्णतः प्रतिक्रियात्मक (Purely Reactive), सीमित स्मृति (Limited Memory), मस्तिष्क सिद्धांत (Brain Theory) एवं आत्म-चेतन (Self Conscious) जैसी अवधारणाओं पर कार्य करता है।

भारत सरकार ने कृत्रिम बुद्धिमत्ता (Artificial Intelligence- AI) मिशन पर नीति आयोग एवं इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय (Ministry of Electronics and Information Technology- MeitY) के बीच मतभेद को हल करने हेतु एक समिति का गठन किया है।
इस समिति में विज्ञान और प्रौद्योगिकी विभाग के सचिव, नीति आयोग के सीईओ और MeitY के सचिव शामिल हैं एवं इसकी अध्यक्षता मुख्य वैज्ञानिक सलाहकार के. विजय राघवन कर रहे हैं। ध्यातव्य है कि भारत अपनी अर्थव्यवस्था को डिज़िटल अर्थव्यवस्था बनाने के साथ-साथ सरकारी काम-काज को AI से जोड़ने हेतु प्रतिबद्ध है।

• ज्ञातव्य है कि राष्ट्रीय कृत्रिम बुद्धिमत्ता कार्यक्रम के लिये नीति आयोग ने 7,000 करोड़ रुपए के बजट हेतु व्यय वित्त समिति (EFC) से मंज़ूरी प्राप्त की है, जबकि MeitY ने इसके लिये EFC को 400 करोड़ रुपए का एक अलग प्रस्ताव भेजा था।
• इस कार्यक्रम हेतु नीति आयोग ने 7,500 करोड़ रुपए की लागत से पाँच उत्कृष्ट अनुसंधान संस्थानों, 20 अंतर्राष्ट्रीय केंद्रों एवं ‘ऐरावत’ नामक क्लाउड कंप्यूटिंग प्लेटफॉर्म स्थापित करने का प्रस्ताव रखा है।
• प्रस्ताव के अनुसार, सभी AI मिशन की निगरानी एक टास्क फोर्स द्वारा की जाएगी, जिसका नेतृत्व सभी मंत्रालयों और राज्यों के विशेषज्ञों के अलावा NITI Aayog के सदस्य करेंगे।
• वहीं MeitY के कार्यक्रम के तहत स्वास्थ्य एवं शिक्षा के क्षेत्रों में अनुप्रयोगों के साथ-साथ एक राष्ट्रीय AI पोर्टल लॉन्च करना शामिल है।
ज्ञातव्य है कि 28-29 जून, 2019 को ओसाका में संपन्न हुए G- 20 के दो दिवसीय शिखर सम्मेलन में भारत के प्रधानमंत्री ने डिज़िटल अर्थव्यवस्था एवं आर्टिफिशियल इंटेलिजेंस के महत्त्व को रेखांकित किया। उन्होंने डिज़िटल अर्थव्यवस्था एवं आर्टिफिशियल इंटेलिजेंस को बढ़ावा देने हेतु सरकार को 5 ‘I’ को प्रोत्साहन देने की बात कही है। यहाँ 5 ‘I’ का अर्थ है-
• Inclusiveness (समावेशन) Indigenization (स्वदेशीकरण) Innovation (नवाचार) Investment in infrastructure (अवसंरचना में निवेश) International cooperation (अंतर्राष्ट्रीय सहयोग)।


आर्टिफिशियल इंटेलिजेंस पर 7-सूत्री रणनीति
• इससे पहले अक्तूबर,2017 में केंद्र सरकार ने 7-सूत्री रणनीति तैयार की थी, जो आर्टिफिशियल इंटेलिजेंस का इस्तेमाल करने के लिये भारत की सामरिक योजना का आधार तैयार करेगी। इनमें प्रमुख हैं:
• मानव-मशीन की बातचीत के लिये विकासशील विधियाँ बनाना।
• आर्टिफिशियल इंटेलिजेंस और R&D के साथ एक सक्षम कार्यबल का निर्माण करना।
• आर्टिफिशियल इंटेलिजेंस सिस्टम की सुरक्षा सुनिश्चित करना।
• आर्टिफिशियल इंटेलिजेंस के नैतिक, कानूनी और सामाजिक निहितार्थों को समझना तथा उन पर काम करना।
• आर्टिफिशियल इंटेलिजेंस टेक्नोलॉजी को मानक मानकर और बेंचमार्क के माध्यम से मापन का मूल्यांकन करना।

लाभ
• NITI आयोग के अनुमान के अनुसार, AI को अपनाने एवं बढ़ावा देने से वर्ष 2035 तक भारत की GDP में 957 बिलियन डॉलर की वृद्धि के साथ ही और वर्ष 2035 तक भारत की वार्षिक वृद्धि दर को 1.3 प्रतिशत तक बढ़ने की संभावना है।
• कृषि में अनुप्रयोग से यह किसानों की आय तथा कृषि उत्पादकता बढ़ाने और अपव्यय को कम करने में योगदान कर सकता है।
• AI गुणवत्तापूर्ण स्वास्थ्य सेवाओं तक लोगों की पहुँच को बढ़ा सकता है। इसकी मदद से शिक्षा की गुणवत्ता में सुधार किया जा सकता है एवं शिक्षा तक लोगों की पहुँच को बढ़ाया जा सकता है। इसकी सहायता से प्रशासन में दक्षता को बढ़ाया जा सकता है। इसके अतिरिक्त व्यापार एवं वाणिज्य में इसका लाभ सिद्ध है।

कृत्रिम बुद्धिमत्ता टास्क फोर्स
इसका गठन वाणिज्य और उद्योग मंत्रालय , भारत सरकार द्वारा किया गया है।
• AI प्रौद्योगिकियों की तैनाती में तेजी लाने के लिये नीति और कानूनी

का निर्माण।
• AI का अनुप्रयोग कर आर्थिक लाभ प्राप्त करना।
• विशिष्ट उद्योग, अनुसंधान कार्यक्रम और सरकार हेतु पाँच वर्षीय अनुशंसाएँ।
विज़न: आर्थिक, राजनीतिक और कानूनी प्रक्रियाओं में AI को अपनाना ताकि भारत को AI-युक्त अर्थव्यवस्थाओं में से एक बनने का लक्ष्य प्राप्त करने में सहायता मिले।

निष्कर्ष
आर्टिफिशियल इंटेलिजेंस विगत कई दशकों से चर्चा के केंद्र में रहा एक ज्वलंत विषय है। वैज्ञानिक इसके अच्छे और बुरे परिणामों को लेकर समय-समय पर विचार-विमर्श करते रहते हैं। आज दुनिया तकनीक के माध्यम से तेज़ी से बदल रही है। विकास को गति देने और लोगों को बेहतर सुख-सुविधाएँ उपलब्ध कराने के लिये प्रत्येक क्षेत्र में अत्याधुनिक तकनीक का भरपूर उपयोग किया जा रहा है। बढ़ते औद्योगीकरण, शहरीकरण और भूमंडलीकरण ने जहाँ विकास की गति को तेज़ किया है, वहीं इसने कई नई समस्याओं को भी जन्म दिया है, जिनका समाधान करने के लिये नित नए उपाय अपनाए जाते हैं। जहाँ वैज्ञानिक आर्टिफिशियल इंटेलिजेंस के अनेकानेक लाभ गिनाते हैं, वहीं वे यह भी मानते हैं कि इसके आने से सबसे बड़ा नुकसान मनुष्यों को ही होगा, क्योंकि उनका काम मशीनों से लिया जाएगा, जो स्वयं ही निर्णय लेने लगेंगी और यदि उन पर नियंत्रण नहीं किया गया, तो वे मानव सभ्यता के लिये हानिकारक हो सकती हैं। ऐसे में इनके इस्तेमाल से पहले लाभ और हानि दोनों को संतुलित करने कीआवश्यकता होगी।

*Chillai Kalan*
One of the harshest winter periods of 40 days, called Chillai Kalan, has begun in Kashmir.
• It is the harshest winter period in Kashmir starting from 21st December to 29th January every year.
• Chillai Kalan is a Persian term that means ‘major cold’.
• Chillai-Kalan is followed by a 20-day long Chillai Khurd (small cold) that occurs between January 30 and February 18 and a 10-days long Chillai Bachha (baby cold) which is from February 19 to February 28.
• The 40-day period brings a lot of hardships for Kashmiris as the temperature drops considerably leading to the freezing of water bodies, including the famous Dal Lake here.
• During these 40 days, the chances of snowfall are the highest and the maximum temperature drops considerably. The minimum temperature in the Valley hovers below the freezing point.
• Impact on Daily Life of Kashmiris:
• Use of Pheran (Kashmiri dress) and a traditional firing pot called Kanger increases.
• Due to subzero temperature, tap water pipelines freeze partially during this period and world-famous Dal Lake also freezes.
• Kashmiris celebrate with sumptuous Harissa, a dish made of lean mutton mixed with rice and flavoured with spices like fennel, cardamom, clove and salt.
• Besides, they frequently consume dried vegetables as there is shortage of fresh supplies due to blocking of roads following heavy snowfall.

Just read this somewhere "Toppers Talk misguided me".. a statement by a UPSC topper.

Time and again I have been saying this पढ़ना कैसे है कितना है वो आप खुद decide करो।
उदाहरण.. मेरे दो दोस्तों को history पसंद है।
एक हर दिन सबसे पहले history पढ़ता है ताकि पढ़ने की लय बन जाए। दूसरा history तब पढ़ता है जब बाकी subjects से ऊबा हुआ महसूस करता है।

अपना timetable खुद बनाएं।
आज कितना भाग किस विषय का पूरा करना है, पिछले दिन ही तय रखें।
दिन में एक विषय पढ़ें या चार, यह भी आप पर ही निर्भर करता है (दो तीन दिन में समझ आ जाता है आपको क्या सही लग रहा है)।
किसी की strategy, किसी का timetable आप के लिए भी best हो, ऐसा नहीं होता।

आपकी पढ़ाई कैसी चल रही है, आप खुद आंकलन करें।
100% नही देंगे तो जो मिलेगा वो भी कुछ कम सा ही होगा।(यह बात जीवन में हर चीज़ पर लागू होती है, चाहे वह पढ़ाई हो, जॉब हो, सेहत हो, या कोई रिश्तेदारी ही क्यों ना हो)।
