“Libraries of friends” city park.

Initiative budgeting implements the most graceful and desirable projects. For example, the city park “Libraries of friends” is unique and full of variety. Art objects grab the attention of passers-by and invite them to come inside. The area is adaptable to the needs of the visitors. It is possible to arrange a lecture, event or exhibition in the park. You may also hold a chess tournament, play twister or scrabble. Everything is possible in the “Libraries of friends”.

🌿One of the goals of the project is to preserve greenery. The authors marked the places of existing trees adding benches around them. The space between the trees and the benches is covered with a packing covering. The centre of the square is a clear space without bushes or trees, where an amphitheater is placed. There is a canopy for improvised performances of citizens.
🙋🏻‍♀️The second goal is to attract people to the library. Therefore, decorative letters that appear as gaming elements, add up to the word “СЛОВА” (Russian: WORDS) as a symbol of the library. A winding path of stones, leading to the entrance of the library, connects it with the square and attracts the attention of the visitors. Kids have enjoyed the stone path so far.
🎄The city park is expanding the number of library’s visitors and before the New Year’s Eve city dwellers planted a fir tree. The emergence of the city park became possible with the help of Saint Petersburg Finance Committee’s project of initiative budgeting «Твой Бюджет» («Your budget»).

The initiative was implemented in November 2019 and has already gained recognition:
⭐️City park is included in the Federal Register of the Best Implemented Landscaping Practices in 2019.
⭐️ Is recognized as one of the best landscaping projects in the nomination «Public involvement in the preparation of landscaping practices»
⭐️ Became the winner of the city competition for the best comprehensive landscaping of district territories in the nomination «The most well-developed cultural object»
Architectural solutions turned the City Park into a true heart of the district. The City Park sets a new level of improvement for the district. This is a great example of how through joint efforts and initiatives of architects and active support of the administration a bright and useful object is obtained.

The concept of the City Park was developed by young NERPA’s architects - Alexandra Getmanskaya, Olga Kolesova, and Natalya Parsadanova.

Proceeding to talk about city parks, let us introduce the winning project of the “Your Budget 2017” program. The Alley of Victor Tsoy is located on Petrogradskaya Side in St. Petersburg, Russia. The leader of the Russian rock band “KINO'', Victor Tsoy, worked in the Kamchatka boiler room nearby and often appeared on this wasteland at that time and even wrote songs there. After Tsoy's death the square was decided to be named after the#otmetkyinfo_stories

🥕The architectural bureau Orthodox architects was engaged in the transformation of the square. The authors rethought the area between Lyubansky Lane, Zverinskaya Street and Blokhin Street. This urban space will compactly accommodate several functional parts at once. There will be an exhibition area with sculptures and designs referring to the life and work of Viktor Tsoi: aluminum cucumbers, a huge guitar and stoker pipes. There will be a coworking space and a platform for celebrations. Unsightly brick structures in the yard will be demolished, and plants will be planted in their place. The main wish of the residents is to put the site in order and add urban vegetable gardens.

🥒The goal of the project is to create a public space that will attract non-marginal categories of citizens. The project assumes adaptability — its parts can be changed at will. An art object associated with Viktor Tsoy will be placed in the square: not a sculpture in the classical sense, but mirrored aluminum cucumbers - one of the “KINO” songs was singing about them. They serve as a canopy, and also perform the function of lighting.

✏️The concept of the project was created by the principle of "participatory design": polls and questionnaires were conducted — during festivals and online. This was how the needs of residents of the Petrogradsky district were identified. Based on these answers, Katerina Kaminskaya and a team of initiative citizens drew up a plan, which later on won funding at the "Your Budget" competition.

The project is still being implemented. In 2019, part of the landscaping work was completed, but due to changes in design decisions, there was a technical need for additional work. In 2020, a new contract was signed for additional landscaping, within the framework of which protective ramps were installed, earthworks were carried out to install a curb stone, benches and urns were installed.

We hope the project will soon be implemented and residents will enjoy it!

🇳🇱 The story of reconstructing the canals of the XVII century in the Hague (Netherlands) began unusually. The driving force was a local resident named Shirin Poik.

🛶She united local initiative groups in the program “Open Canals” ("Grachten Open"), raised a public awareness that during the period from 1910 to 1970 many channels of the city were filled in, and since the 1970s part of the district was demolished to make way for the highway.

💧At first, the initiative group achieved the official closure of two ‘Red light’ streets and after this success set a new goal for themselves: to return the ancient water channels to the city.

🏡In 2018 Shirin invited her neighbor, partner of architecture bureau MVRDV Jahn Knikker to support “Open Canals” (‘Grachten Open’).

📍The Bureau has introduced a plan to The City of The Hague on a gratuitous basis, which proposes to revive part of the historical center of the government residence of the Netherlands and reopen the canals of the 17th century city.

🚶🏻‍♂️The MVRDV project combines the recreated channels into thematic routes: water transport, park, sports, gastronomic and shopping routes. The bureau proposes to move the existing highways and tramways to the canal embankments and adjacent territories.

‘Dacha in the backyard’ becomes a reality! Architecture Bureau “Druzhba” along with the residents developed a project in Losinoostrovsky district as the pilot city program of co-participating design "My district". Residents actively participated in creating a thorough plan. The backstory of this place inspired residents to create a public yard that can remind them of the traditional Russian countryside houses - dachas. That’s how the name of the project was created - “Dacha in the backyard”.

The project takes into account an important wish of the residents - zoning of the yard. Now children, adults, athletes and other categories of citizens coexist together. The team of architects has come up with a way to isolate everyone and make their stay "in the countryside" comfortable.

👧For kids in the yard there will be a safe and cozy design of a "tree house", as well as a "sand station". Grown-up children will be able to play on a ‘natural’ playground - "the Hill".

🏓The sports area of the yard area is divided into three sections: ‘PLAY“ - you can play team games, ‘RUN’ workout area and ‘PING PONG’ table.

For older generations there will be a zone where they can play chess.

🚗On the territory of the yard, existing parking spaces are going to stay, but they will be separated from the playground by a green fence.

🌿Landscape designers plan to plant plants that will divide the space into separate functional zones connected to each other by paths. All the bushes in the yard will be preserved. Dozens of plants and additional lilac and spirea bushes will be planted during the landscaping. Flowering trees and bushes will form the space, turning the space green.
The implementation of the initiative began as a part of the “My District” program in Moscow in February 2020. In September architects presented ready-made projects of improving five yards in Moscow.

🤔What do citizens of St. Petersburg Russia consider to be the most valuable part of their district?

📝The research department of "BUMAGA" media together with Bonava conducted a survey on the local patriotism of Petersburgers. They found out where they live, how they assess the local infrastructure, whether they participate in the life of the district and where they would prefer to move.

👥689 readers participated in the survey to find out how they relate to different areas of the city - 69.2% were women, 30.8% were men. The majority of respondents are between 18 and 39 years old.

📄Today we will tell you about one of the possible options for the formation of the process of participatory budgeting. Such participatory budgeting steps are used in many European countries and have already proven their effectiveness.

Steps for implementing a participatory budgeting

1. Preparation - Preparation of guidelines, approvement of funds, organization of consultative working group.

2. Informing the population - the population is informed about the planned activities in the municipality. We recommend posting this information on the municipality’s website, on social media accounts, or by handing out flyers.

📍3. Idea workshops - residents share and discuss possible ideas with the community, meetings with the community are organized in various formats.

😎4. Preparation of project ideas - concrete and financially sound proposals are formed from the ideas, residents gather in groups, consult with experts, consultative group on various issues.

📩5. Submission of project ideas - prepared project ideas are submitted to the working group convened by the municipality.

📑6. Evaluation of project ideas - it is carried out by selected representatives of the municipality, so it is important to have defined evaluation criteria and selection mechanisms. These criteria shall be made public and shall be established prior to the start of the participatory budgeting process.

7. Correction of project ideas - after evaluating the project ideas, comments and suggestions are provided to the group of idea proposers, if necessary, on how the residents can improve the idea so that it meets the criteria.

👍8. Residents' approval during the voting - residents choose one or more projects they like during the voting. Voting can be organized both live by casting a ballot in the ballot box and virtually, using various platforms.

🏆9. Announcement of winners - winners can be announced in various ways by announcing it in the media, on the municipality's website, on information boards, etc.

🌳10. Implementation and monitoring of winning projects - the municipal administration, having prepared technical plans, is accountable to the community for the entire process of implementation of winning projects. Special citizens' committees can be convened to monitor the implementation of projects.
