look at the first screenshot, the sales tax is a % based tax, it would not be the same for every order. We can tell that the first screenshot's sales tax should be higher, $55.01 doesn't make sense for a 3k order. If we try to add the first vouch's sales tax and shipping to an order that would only contain 2 watches as opposed to 10, we get (329*2+8.58+55.01 = 721.59) which is the exact same as the second vouch. The second vouch was simply edited to higher quantity, higher price, date also matches, he just didn't manage to edit the sales tax properly
