The Prophet ๏ทบ said:

โThe best charity is that which is given while one remains self-sufficient, and begin with those whom you are responsible for.โ
Al-Nawawi says:
ูู ุนูุงู ุฃู " ุฃูููุถูู ุงูุตููุฏูููุฉ ู ูุง ุจููููู ุตูุงุญูุจููุง ุจูุนูุฏููุง ู ูุณูุชูุบูููููุง ุจูู ูุง ุจููููู ู ูุนููู , ููุชูููุฏููุฑู : ุฃูููุถูู ุงูุตููุฏูููุฉ ู ูุง ุฃูุจูููุชู ุจูุนูุฏููุง ุบูููู ููุนูุชูู ูุฏููู ุตูุงุญูุจููุง ููููุณูุชูุธูููุฑู ุจููู ุนูููู ู ูุตูุงููุญู ููุญูููุงุฆูุฌู ,
Its meaning is:
The most virtuous charity is that which leaves the giver in a state of sufficiency after giving.
In other words: The best kind of charity is that which leaves a person with enough to rely on and manage his needs and interests.

This type of charity is considered superior โ especially when compared to someone who gives away all of his wealth โ because a person who gives away everything often ends up regretting it, particularly if he later falls into hardship. He may then wish he hadnโt given it away.

[When the Devils Tried to Assault the Prophet]
Ahmad narrated โ and it was authenticated by al-Albani โ from Abลซ al-Tayyฤแธฅ, who said:

โO Muแธฅammad, say.โ
He said: โWhat shall I say?โ
He said: โSay:

[What is Meant by โNot Having Enough to Suffice for a Yearโ to Qualify a Person for Zakat al Mฤl or Zakฤt al Fiแนญr]
Recently, some confusion occurred about the poverty guideline entitling a person to zakat as stipulated by the Ulemฤ. Perhaps the confusion traces to a translation of some for the phrase ู ุคูุฉ for a year, which, in this context, means ููุงูุฉ โenoughโ for the year. The word ู ุคูุฉ is context-specific, sometimes meaning ููุช (staple) food, sometimes ุฑุฒู sustenance, ุดุฏุฉ hardship, and sometimes ุญุงุฌุฉ need, among other meanings.
A misreading and mis-contextualization of this phrase seems to have led some to assert that anyone, even with wealth, who does not have enough food in their house to last a year qualifies for Zakat al Fiแนญr. This is a clear error. That would make almost everyone without exception, rich and poor, eligible.
In order for Zakat al Fiแนญr to be valid it must be given to a poor Muslim at the end of Ramaแธฤn, and most scholars say it must be given before the Eid prayer.
So what is meant by a poor person being defined as not possessing what suffices them and their families for a year? Ibn โUthaymฤซn (d. 1421 AH) said:

"As for the fuqarฤโ (the poor) and the masฤkฤซn (the needy), they are the needy ones who do not possess what suffices them and their familiesโwhether in terms of wealth or means of earning a livelihood. They are thus to be given what suffices them and their families for one year, according to the well-known opinion of the madhhab of Imฤm Aแธฅmadโmay Allah have mercy on him.
As for one who possesses wealth that suffices him and suffices his family, or who has a job through which he earns what suffices him and his family, whether from a government salary or otherwise, then he is not considered poor, and it is not permissible for him to take from the zakฤh on this basis, for he is not entitled to it. Instead, he should praise Allah for His blessing and suffice himself with what Allah has enriched him withโfor indeed, zakฤh is the impurities of people's wealth."

Another man receives a salary of six thousand per month. Still, he has a large family and significant expensesโhe is not sufficiently covered unless he has twelve thousand [per month], so we give him seventy-two thousand from the zakฤh. The scholars say he is to be given what suffices him for a year. We do not give him more than a yearโs sufficiency because, over the year, new zakฤh will come that can fulfill his needs. For this reason, the scholars have assessed it based on the year."

Zakฤh is typically distributed once per lunar year, so recipients are ideally brought to a level of sufficiency until the next zakฤh cycle.
Scholars, including Imฤm Aแธฅmad, estimate yearly sufficiency, even if the individual is paid incrementally.
This is why Ibn สฟUthaymฤซn says:
"ูุนุทู ู ุง ููููู ูู ุฏุฉ ุณูุฉุ ููุง ููุนุทู ุฃูุซุฑ ู ู ููุงูุฉ ุณูุฉุ ูุฃูู ุนูู ู ุฏุงุฑ ุงูุณูุฉ ุชุฃุชู ุฒูุงุฉ ุฌุฏูุฏุฉ ุชุณุฏ ุญุงุฌุชู."
"He is to be given what suffices him for a year, and no more than a yearโs sufficiency, because during the course of the year, new zakฤh will arrive to meet his needs."
The same applies to Zakat al Mal and Zakat al Fiแนญr.

So, if someone earns regularly (weekly or monthly), we assess as follows:
โ They are eligible for zakฤh if:
Their salary or wage does not cover their necessary living costs (housing, food, clothing, etc.) for themselves and their dependents.
They have no other wealth or support to cover the shortfall.
Example: A man earns $500/week ($26,000/year), but his family needs $40,000/year to live at a basic, dignified level โ He is eligible for $14,000 in zakฤh.
โ They are not eligible for zakฤh if:

[The Fruits of Cooperation]
Allah the Exalted says:
{ู ูููู ูฑููู ูุคูู ูููููู ุฑูุฌูุงูู ุตูุฏููููุง ู ูุง ุนูุงููุฏููุง ูฑูููููู ุนููููููู ููู ูููููู ู ููู ููุถูููฐ ููุญูุจููู ููู ูููููู ู ููู ูููุชูุธูุฑู ููู ูุง ุจูุฏูููููุง ุชูุจูุฏููููุง} [ุงูุฃุญุฒุงุจ: ูขูฃ].
โAmong the believers are men who have been true to what they pledged to Allah. Some of them have fulfilled their vow, and some are still waiting. And they have not changed in the least.โ

This is the description of the true men of religion: complete sincerity in fulfilling what they pledged to Allahโupholding His religion, uplifting its people, and supporting it with all they can offer: through word, wealth, physical effort, both outwardly and inwardly.

Among their traits is unwavering steadfastness in courage and patience, and determination in pursuing every means by which the religion may be supported.

Among them are those who give of their very lives, others who give of their wealth, others who urge their brothers to do all they can for the cause of the religion, and those who strive among the people with counsel, reconciliation, and unity. Some encourage others with their words, their influence, and their exampleโand some rare individuals combine all of these traits.

These are the true men of religionโthe elite of the Muslims. Through them, the religion stands, and by the religion, they themselves are upheld. They are like mountains in their faith, patience, and struggle. Nothing deters them from their path; nothing turns them away from their pursuit. Calamities and disasters come upon them in succession, yet they receive them with firm hearts and open chests, knowing what reward, goodness, success, and triumph awaits them because of it.
Allah the Exalted says:
{ู ูููู ูฑููู ูุคูู ูููููู ุฑูุฌูุงูู ุตูุฏููููุง ู ูุง ุนูุงููุฏููุง ูฑูููููู ุนููููููู ููู ูููููู ู ููู ููุถูููฐ ููุญูุจููู ููู ูููููู ู ููู ูููุชูุธูุฑู ููู ูุง ุจูุฏูููููุง ุชูุจูุฏููููุง} [ุงูุฃุญุฒุงุจ: ูขูฃ].
โAmong the believers are men who have been true to what they pledged to Allah. Some of them have fulfilled their vow, and some are still waiting. And they have not changed in the least.โ

๐๏ธAl-Saโdฤซ said in Wujลซb al-Taโฤwu bayna al Muslimฤซn:
ููุฐูุง ููุนูุชู ุฑูุฌูุงูู ูฑูุฏููููู: ูฑูุตููุฏููู ูฑููููุงู ููู ูููู ูุง ุนูุงููุฏููุง ูฑูููููู ุนูููููููุ ู ููู ูฑููููููุงู ู ุจูุฏููููููุ ููุฅูููููุงุถู ุฃูููููููุ ููููุตูุฑููู ุจูููููู ู ูุง ููููุฏูุฑูููู ุนูููููููุ ู ููู ู ูููุงูู ููู ูุงูู ููุจูุฏููู ููุธูุงููุฑู ููุจูุงุทููู
This is the description of the true men of religion: complete sincerity in fulfilling what they pledged to Allahโupholding His religion, uplifting its people, and supporting it with all they can offer: through word, wealth, physical effort, both outwardly and inwardly.
ููู ููู ููุตูููููู ู ูฑูุซููุจูุงุชู ูฑูุชููุงู ูู ุนูููู ูฑูุดููุฌูุงุนูุฉู ูููฑูุตููุจูุฑูุ ูููฑููู ูุถูููู ููู ููููู ููุณููููุฉู ุจูููุง ููุตูุฑู ูฑูุฏููููู.
Among their traits is unwavering steadfastness in courage and patience, and determination in pursuing every means by which the religion may be supported.
ููู ูููููู ู ูฑููุจูุงุฐููู ููููููุณูููุ ููู ูููููู ู ูฑููุจูุงุฐููู ููู ูุงููููุ ููู ูููููู ู ูฑููุญูุงุซูู ููุฅูุฎูููุงูููู ุนูููู ูฑููููููุงู ู ุจูููููู ู ูุณูุชูุทูุงุนู ู ููู ุดูุคูููู ูฑูุฏูููููุ ูููฑูุณููุงุนูู ุจูููููููู ู ุจููฑููููุตููุญูุฉู ูููฑูุชููุฃูููููู ูููฑูููฑุฌูุชูู ูุงุนูุ ููู ูููููู ู ูฑููู ูููุดููุทู ุจููููููููู ููุฌูุงูููู ููุญูุงููููุ ููู ูููููู ู ูฑููููุฐูู ูฑููุฌูุงู ูุนู ููุฐููฐูููู ููููููู.
Among them are those who give of their very lives, others who give of their wealth, others who urge their brothers to do all they can for the cause of the religion, and those who strive among the people with counsel, reconciliation, and unity. Some encourage others with their words, their influence, and their exampleโand some rare individuals combine all of these traits.

โIt used to be said: the dead are in greater need of supplication than the living are of food and drink.โ

Al-Asfahฤnฤซ narrated in Al-Targhฤซb wa al-Tarhฤซb (1/ no. 609) with an authentic chain from al-Aแนฃmaสฟฤซ, from his father, who said:
"ูุงู ูููุงูู:ุงุจููู ุณูุจุนู ุณูููู ุฑูุญุงูุชููุูุณูุจุนู ุณูููู ุฎุงุฏูู ููุูุฅุฐุง ุตุงุฑู ูู ุฃุฑุจุน ุนูุดุฑุฉ ุณูุฉูุูุฅู ูุง ุฃูู ููููู ุดุฑูููู ุฃู ูููู ุนูุฏููููู:
โIt used to be said: Your son is your beloved joy (lit., your sweet basil) for seven years, and your servant for seven years; then when he reaches fourteen years of age, he will either be your partner or your enemy:
ุฅูู ุฃุญุณูุชู ุฅูููุููู ุดุฑููููุูุฅูู ุฃุณุฃุชู ุฅูููุููู ุนูุฏููููู"
If you treat him well, he is your partner; if you mistreat him, he becomes your enemy.โ
"ูุงู ูููุงูู:ุงุจููู ุณูุจุนู ุณูููู ุฑูุญุงูุชููุูุณูุจุนู ุณูููู ุฎุงุฏูู ููุูุฅุฐุง ุตุงุฑู ูู ุฃุฑุจุน ุนูุดุฑุฉ ุณูุฉูุูุฅู ูุง ุฃูู ููููู ุดุฑูููู ุฃู ูููู ุนูุฏููููู:

[Responding to the Dangerous Claim that Islam Is Merely a Universal Ethical System]
Shaykh Saโฤซd ibn Sฤlim al-Darmakฤซ [may Allah protect him] said:
ููุฏููุนูู ุจูุนูุถู ุงููู ูุชูุฃูุซููุฑูููู ุจูุงููููููุฑู ุงููููููุณูููููู ุงูููููููุงููููู ููุงููุบูุฑูุจูููู ููููููุฑู ุงูุชูููููููุฑู (ุงูุธููููุงู ูููู) ุฃูููู ุงููุฅูุณูููุงู ู ู ูุฌูุฑููุฏู ู ูููุธููู ูุฉู ุฃูุฎูููุงูููููุฉู ุจูุงูุฏููุฑูุฌูุฉู ุงููุฃูููููุ ููููููุณู ุฏููููุง ูููููู ู ุนูููู ุงููุนููููุฏูุฉู ููุงููุนูุจูุงุฏูุฉู ููุงูุชููุดูุฑููุนู.
โSome, influenced by Greek and Western philosophical thought and the so-called Enlightenment (which is, in reality, a period of darkness), claim that Islam is primarily a moral system rather than a religion founded upon creed, worship, and legislation.
ููฐุฐูุง ุงููุงุฏููุนูุงุกู ููุนูุจููุฑู ุนููู ุฌููููู ุจูุญููููููุฉู ุงููุฅูุณูููุงู ู ุงูููุฐูู ุฃูุฑูุงุฏููู ุงููููููุ ููุงูููุฐูู ููุง ููููุจููู ุบูููุฑููู.
This claim reflects ignorance of the true nature of Islam as Allah intended, the Islam that is the only path accepted by Him.
ุฅูุฐู ุฅูููู ุงููุฅูุณูููุงู ู ููููุณู ู ูุฌูุฑููุฏู ุฃูุฎูููุงููุ ุจููู ูููู ุฏูููู ุดูุงู ููู ููููุธููู ู ุญูููุงุฉู ุงููุฅูููุณูุงูู ููู ุฌูู ููุนู ุงููู ูุฌูุงููุงุชู (ุงููุนููููุฏูุฉูุ ุงููุนูุจูุงุฏูุงุชูุ ุงููู ูุนูุงู ูููุงุชูุ ุงููุฃูุฎูููุงููโฆ).
Indeed, Islam is not merely a code of ethics but a comprehensive religion that organizes human life in all its dimensions: creed, acts of worship, transactions, and morals.

The promotion of the idea of a โuniversal rational religionโ that unites humanity based on morality alone is, in reality, an attempt to dismantle the Shariah of Islam and replace it with an intellectual model that strips religion of its essence: belief in Allah and His worship according to what He has legislated.

The so-called global religion seeks to reduce religiosity to ethics while ignoring sound creed and legislated worship. This directly opposes Islam, which combines faith and action, creed and worship, morality and legislation.โ
