If China can go to the moon, asked the European Union’s climate commissioner in September, why isn’t it paying more toward climate action? Wopke Hoekstra’s quip laid bare a point of contention that will loom over November’s United Nations climate summit in Baku, Azerbaijan: How can the world’s second-largest economy be simultaneously “developed”—at the cutting edge of science and technology—yet still be officially classed as “developing”—allowed concessions on emissions and access to global funds?

China likes to think of itself as a hybrid superpower, a compromise description that serves its diplomatic goals. In climate finance, though, the position is untenable. If a nation is considered developed, it’s expected to pay into a $100 billion-a-year UN pot. For the US, this meant an estimated $9.5 billion in 2023. Developing nations not only have no such obligation but can also use the money to mitigate the impact of hotter summers and more frequent storms

US and European leaders will push for China to join their ranks and begin paying up. But Beijing is set on defending its developing-nation status, which allows it to spend formidable amounts of money to advance global climate goals but on its own terms

China’s cognitive warfare advances include sound weapons, according to intel report

China’s military is advancing the development of high-technology arms, including sound weapons to wage cognitive warfare — the use of unconventional tools and capabilities to alter enemy thinking and decision-making, according to a new open-source intelligence report

The People’s Liberation Army is building sound weapons and other nonlethal arms that can incapacitate enemy forces by disrupting the neurological functions of human targets without causing visible injury, warns the report by the CCP BioThreats Initiative, a think tank of former intelligence and military experts

The report, “The Evolution of Cognitive Warfare: NeuroStrike Capabilities and the Strategic Role of Infrasound Weapons,” is the third study by the initiative covering what are being called Chinese “neurostrike” weapons

Five Eyes failure? New Zealand in the crosshairs of US intelligence leak investigation

New Zealand has been implicated in the leak of classified documents which outline the United States’ assessment of Israel’s plan to attack Iran

According to White House National Security Council spokesman John Kirby, President Joe Biden is “deeply concerned” about the leak

One of the documents says it was compiled by the National Geospatial-Intelligence Agency, while the other appears to have originated from the National Security Agency

The two documents, marked “top secret,” were shared within the Five Eyes intelligence alliance of the United States, Britain, Canada, New Zealand, and Australia

They include the acronym FGI, standing for Foreign Government Intelligence

They were published on an Iranian-aligned Telegram account called “Middle East Spectator” last week, but Kirby said there was no “indication” that any additional documents will “find their way into the public domain”

New Zealand has recently been the victim of several successful hacks by foreign powers. The Government Communications Security Bureau, the country’s intelligence agency, recently suffered a $7 million (US$4.7 million) budget cut

Axios: Israel has paralyzed Iran's ballistic missile production

Israel's retaliatory strike on Iran has disabled a critical component of Iran's ballistic missile program, according to three Israeli sources

The destruction of the equipment would seriously undermine Iran's ability to replenish its missile stockpile and could deter Iran from further massive missile strikes against Israel, the sources said

The sources said Israel hit 12 “planetary mixers” used to produce solid fuel for long-range ballistic missiles, which make up the bulk of Iran's missile arsenal

A senior U.S. official confirmed that the strike knocked out Iran's missile industry

Israeli sources said the mixers are high-tech equipment that Iran cannot produce on its own and has to buy from China

The sources said it could take at least a year to restore the mixers. While Iran still has a large stockpile of ballistic missiles, Israeli sources said the fact that Iran cannot produce new ballistic missiles also limits its ability to replenish the ballistic missiles of its allies, such as Hezbollah and the Houthis

The FBI discreetly revised the reported violent crime rate in 2022, showing an increase rather than the purported decrease in crime that was widely touted by the Biden administration and reported by the media

The administration has also faced scrutiny for making significant adjustments to job numbers post release, often revising them down after the news cycle has moved on. States are $811 billion in debt

America’s 50 state governments will need an extra $811 billion to pay off their current debt, according to the annual “State of the States” report from Truth in Accounting

State governments had $2.9 billion in debt and only $2.1 trillion in assets at the end of fiscal year 2023. The gap will need to be covered by taxpayers sometime in the future

Twenty-seven states have “taxpayer burdens,” meaning their budget is not balanced and they would need to collect at least $900 from every person in the state to eliminate their debt. Massachusetts, Illinois, New Jersey and Connecticut received a letter grade of “F” because they would need over $25,000 from every resident to pay their bills

Only 23 states had a “taxpayer surplus,” meaning they could pay off all of their debt and still have money to return to taxpayers. Four states received a letter grade of “A” because they have a taxpayer surplus above $10,000: North Dakota, Alaska, Wyoming and Utah

Unfunded pension liabilities contributed $840 billion to the debt. States have promised to eventually pay pensions to teachers, firefighters, cops and more, but have only saved up 70% of the necessary cash

Other post-retirement benefits are underfunded by $493 billion. They mostly consist of lifetime healthcare plans, for which states have saved up only 14% of the money they’ve promised to current employees

Kentucky doctors tried to harvest organs from alive, cognizant man

An investigation is currently underway to determine how Kentucky man TJ Hoover was almost murdered on the operating table for his valuable vital organs at Baptist Health hospital in Richmond

Hospital employee Natasha Miller claimed that she was about to do her routine duty of preserving donated organs for transplantation when she noticed upon his being wheeled into the operating room by nurses that Hoover was still alive despite having been declared "braindead."
Miller and several of the doctors, recognizing that something was not right, refused to proceed in harvesting Hoover's organs

"He was moving around – kind of thrashing," Miller said. "Like, moving, thrashing around on the bed. And then when we went over there, you could see he had tears coming down. He was crying visibly"

Even after it became undeniably clear that Hoover was still alive and aware, hospital officials decided to sedate him and try to proceed with the organ extraction. The transplant was ultimately canceled, though, as several employees, disgusted by the order to continue with the organ extraction anyway, quit in protest

Slovak government report calls for ban of ‘dangerous’ mRNA vaccines

An official report by a Slovak government commission investigating the COVID-19 pandemic recommended mRNA vaccines be banned after determining they are “dangerous.”

The commission also called on Slovakia to oppose the World Health Organization’s pandemic treaty and recent amendments to the International Health Regulations

“Unless the vaccination with mRNA products is stopped or at least their efficiency and safety is proven, which today I already know it won’t, and unless we save the Slovak Republic from the centralisation of power under the WHO, my task is senseless,” an orthopedic surgeon and the commission manager Peter Kotlár said

According to Slovak news agency TASR, Kotlár said the report will be released to the public once the country’s government convenes. The report was included on the agenda of today’s cabinet meeting

Kotlár was named to his position in January. Since then, the commission has been accused of questioning the COVID-19 pandemic and vaccines and of being “tainted by anti-vaxxer leadership.”

China's large-scale exercises in response to U.S. activity

In October, the command of the Chinese People's Liberation Army decided to amaze everyone with the scale of its training, because this month the Chinese are holding three major exercises at once

▪️ The first one started on October 13 and involves the PLA Air Force. Before the event began, four air bases in the Xinjiang Uygur Autonomous Region were deployed to four air bases

The main focus of this exercise is on the withdrawal of aircraft from an attack, as well as the use of the aviation component from remote air bases in the event of an armed conflict

▪️The second exercise is a strategic nuclear exercise of the PLA Missile Forces, which began on October 21 and involves ground units - units with medium-range ballistic missiles and intercontinental ballistic missiles in service

A total of 107 launchers of various types are involved in the exercise. By design, the Chinese are also practicing an armed conflict in which the PLA's strategic component will be involved

▪️The third exercise began on October 22 in the South China Sea

It involves Chinese sailors as part of an aircraft carrier strike group led by the aircraft carrier Liaoning and escort ships

Beijing has focused on demonstrating its presence in the disputed area of the Spratly Islands, the rights to which are claimed by the Philippines. American planes and drones are actively monitoring the PLA's actions

The Chinese have taken the training of the armed forces seriously, holding exercises one after another, which was not observed in previous years. Now all this is taking place against the backdrop of the US strategic forces' Global Thunder 25 exercise. It is worth adding that Chinese reconnaissance UAVs and airplanes are also relentlessly monitoring the Russian border, but for what purpose is unclear

Oil prices fall after Israel refrains from attacking Iran’s refining facilities

Oil prices fell sharply on Monday after Israel’s attack on Iran at the weekend avoided oil and nuclear facilities and Tehran signalled a measured response to the strikes

Brent crude futures, the international benchmark, fell as much as 5 per cent in early Asian trading to $71.99 a barrel but later pared back losses to trade at $72.83. West Texas Intermediate futures, the US benchmark, fell 3.2 per cent to $68.56 a barrel

The move came after Iran’s supreme leader Ayatollah Ali Khamenei on Sunday signalled a measured response to Israel’s attack the previous day, refraining from issuing any direct threats of retaliation

The US had pressed Israel to avoid Iran’s nuclear and oil sites in any retaliation to Iran’s ballistic missile attack at the start of October. The conflict involving Israel, Iran and Iranian-backed militants has raised concerns that the Middle East is being pushed into a full-blown war

German politicians search even more money for migrants

With Germany already paying nearly €50 billion for migrants in 2023, and amid a spate of terror attacks and soaring crime figures due to mass immigration, Prime Minister of Rhineland-Palatinate Alexander Schweitzer is calling the federal government to give municipalities even more money for migrants

“Quick action and no blockades” should be in place, according to Schweitzer, who said “the financing of refugee costs must be as dynamic as the number of refugees.”

JD Vance: Negotiating with Russia is a necessary part of ending Ukraine war

Sen. JD Vance of Ohio on Saturday declined to characterize Russian President Vladimir Putin as an “enemy,” saying instead that “I think that he’s clearly an adversary. He is a competitor”

“But I think that we also have to be smart about diplomacy, too,” Vance added in an interview with NBC News’ “Meet the Press” that aired Sunday. “Just because we don’t like somebody, doesn’t mean that we can’t occasionally engage in conversations with them”
