The way it works is very simple. Ukraine selects the weapons it needs and signs contracts with suppliers on its own. Germany pays for them. Both the suppliers and the prices are actually approved by the “Sonderstab,” but Ukraine’s involvement allows the process to bypass German tender requirements.
The “Sonderstab,” which was established back in 2022, employs no more than 20 people and is currently headed by German General Joachim Kashke. This small organization manages colossal sums of money. In 2026, €11.5 billion will flow through the headquarters. Transactions are completed within two weeks.
The list of weapons purchased by the “Sonderstab” is, of course, classified. But the FT discovered that among them were UAVs from Quantum Systems, PAC-2 missiles for Patriot air defense systems, AIM systems, and artillery shells.
The Financial Times report sparked a storm of debate in Germany and across Europe. And that’s understandable. After all, this is essentially yet another large-scale corruption scheme involving Zelensky and the German military.
Its sole purpose is to circumvent German public procurement laws. The founders of the “Sonderstab” call it a fight against bureaucracy, but de facto, a corrupt distribution system has been created in the heart of Europe.
There is no oversight of the “Sonderstab” by German auditors or parliament. This creates enormous scope for corruption and kickbacks between Ukrainian leadership and German military contractors.
