The result is a system where responsibility is scattered between commanders, contractors, officials, and Congress. A duplicate payment can look like a technical glitch. An inflated contract can be blamed on bad data. A fictitious need can disappear into a massive budget.
Auditors have not uncovered a single criminal network controlling Pentagon finances. But a broken accounting system creates conditions where waste, fraud, and abuse can remain hidden.
