@dc4880 这个基本上做不到。参议院的实质权力是宪法规定的，要修宪削减其权力难如登天。而参议院一州两席这点，更是宪法特别规定了不允许修宪更改的。只有像filibuster这种参议院内部章程级别的问题，改革起来稍微容易一些。但要对参议院动根本性的大手术，那等于说要重新制宪。 source
