美國國務院西藏問題特別協調員在上週五於白官會見西藏流亡政府領導人Lobsang Sangay。此乃六十年來首次，無疑越過了北京的底線，有分裂國家之嫌。顯然美方採取行動升級（北京此前亦升級，DQ泛民4人），華盛頓試探北京會如何回應。
