FONSIS is actively preparing to take under management the future Intergenerational Fund (Fonds Intergénérationnel), to which 10% of revenues from new Senegalese oil and gas fields will be allocated. Senegal is betting on launching its own extraction hub, and the blockade of the Strait of Hormuz is driving up oil prices. For FONSIS this is a short term plus in revenue, but the global crisis complicates attracting international private capital (crowd-in), on which the fund relies. FONSIS actively invests in Senegalese medicine (the Dakar Dialyse clinic network). The growing helium shortage directly hits the supply chains of heavy medical equipment that the fund is trying to scale within the country. A hidden risk: equipment purchased with state money may sit idle due to the global shortage of technical gases.
FONSIS is trying to play the role of a technology and venture investor (through its sub funds) in an economy that has not yet solved basic infrastructure problems (access to water, land rights, stability of power grids). The attempt to leap over the stage of basic industrial due diligence and invest in digitalisation and SMEs creates a unique gap, nowhere widely described, between the fund's declarations for international forums and the real state of affairs on the ground in Senegal.
History knows examples where Sovereign Development Funds (SDF) with a similar profile, a mix of commercial investments and social tasks, collapsed due to a blurring of focus and corruption. The most striking example is the scandals around the 1MDB fund (Malaysia) or systemic failures in the management of Angola's FSDEA in its early stages. As soon as a fund begins to perform the functions of social welfare, financing clinics, sewing textiles, in parallel with mega structures, its financial efficiency drops to zero.
If one digs deeper than the official GSR Scoreboard reports (where FONSIS has a relatively low sustainability and governance rating of around 40%), risks in geopolitics and macroeconomics, team, affiliation and personal connections, and so on. The probability of successfully meeting the fund's plans until the end of 2026 is around 65 to 70%, and I know how to increase the chances. I am ready to disclose these and other details within the framework of an agreement.
Questions that a fund as an investor should ask itself:
· "Am I prepared for a local court in Senegal to side with a local tribe in a land dispute, even if I hold a contract signed by the minister?"
· "How viable is the co investment business model if the oil price falls and the promised 10 percent does not arrive in the Generational Fund on time?"
And another due diligence level question, which I will not write publicly.

Personal connections have become a risk group for preserving assets, capital, and freedom. Financing decisions and the distribution of tranches pass through the prism of loyalty, personal acquaintance, and family ties. Crony capitalism (cronyism).

Business relationships are always about money, by default. But unfortunately, one has to mention this, as not everyone wants to acknowledge the need to pay for someone else's work. If you stay silent, you will end up working for free.
I have the ability to see hidden risks and the essence of things through and through, a rare gift of X ray vision. Where others see only an attractive outward form, trends, or uncertainty, I read the true essence, the hidden pitfalls, distortions, and real value. This large scale, deep systemic analysis is my natural tool.
