People must retain full access to government interactions through non-digital and alternative channels - as a matter of resilience, as well as access - without penalty, additional cost, or any reduction in quality of service compared to digital routes

These alternative routes must be genuinely equivalent in accessibility and must not be indirectly weakened, deprioritised, or phased out over time
