Explanation for why Africans are more closely related to "chimps":
1. Eurasians have Neanderthal and Denisovan ancestry, which Africans lack.
2. Africans have 2-19% ancestry from an unknown, archaic, pre-Neanderthal hominin, which Eurasians lack (study).
We can logically assume that this unknown hominin was more chimp-related due to its earlier time of divergence and likely similar West African habitat.
"Chimp" is proxy for this archaic ancestry.
On all PCAs I've seen featuring Neanderthals, Denisovans, chimps, and modern humans, N & D are mysteriously less related to chimps than modern humans are. Theoretically, they should be more related.
In my opinion, this is probably due to genetic drift caused by massive inbreeding, genetic isolation, etc.
