When the other parent is some sort of European (specifically Northwest European), the child will look phenotypically English and can easily assimilate into the ethnic group.

However, when the other parent is of a completely different race, e.g. African, then the child will look completely different to their peers and cannot assimilate into the English ethnic group.

The woman didn't actually say whether she was praying in her head or not. So technically she was arrested for potentially praying in her head while standing silently on the sidewalk.
