They obviously aren't creating these technologies to be nice. As they've already tacitly admitted via their snail studies, their ultimate aim is not to passively store and harvest memories but to manipulate them. Small correction on the origin of the Early Bronze Age Tarim Basin mummies
TL;DR: I now think that the earliest Tarim mummies were West Siberian Hunter-Gatherers (85% Ancient North Eurasian, 15% East Asian) who were ethnically displaced by invading Afanasievo Indo-Europeans and subsequently fled into the Tarim Basin, rather than a population of indigenous Ancient North Eurasians who had been isolated in the Basin for thousands of years.

'Climate Crisis' Propaganda as Psychological Sterilization
It is well known that historically the largest killer of children has been infectious disease, this has radically dropped in the past couple hundred years since the industrial revolution and this change has many important implications. However, the second largest killer throughout human history has been what is known as 'tactical infanticide' — the brutal practice of murdering offspring in times of environmental scarcity to prevent starvation.
Perception of the resources in the environment, known as the carrying capacity, can motivate such brutal actions and also strongly influence the number of offspring born in many species, including humans. With this in mind, I believe the psychology created by hysterical climate crisis messaging and polar bear atrocity propaganda, targeted largely at Europeans, is an underhanded form of sterilizing population control.
To elaborate, territories closer to the equator are able to grow food year round, whereas territories further north experience periodic harsh winters. This difference in the resource availability creates differences in the behaviour of the populations in these respective territories.
This is demonstrated in species of bee. European bees, which were able to be domesticated by Europeans, will create and store large amounts of honey to survive the winter. Whereas African bees create less honey, only producing it as needed, and are more aggressive as their hives are often harvested destructively by predators like the African honey badger, so investing lots of resources in building a large and complex hive only for it to be destroyed isn't worth the cost, and the hives that are built require more protection. I believe this is paralleled in humans, and that those that have been under harsh winter selection in the northern territories and have had to prepare in advance of such winters are more susceptible to signals about the environment than those adapted closer to the equator, and that therefor messaging designed to create a certain perception of the environment, like the current climate crisis hysteria, will have an asymmetrically inhibitory effect on Europeans compared to non-Europeans in the same territory.
Although there are now many examples in opinion pieces and activist campaigns calling explicitly for people to have "one less child" to reduce their carbon footprint, I believe climate crisis propaganda broadly stimulates much deeper psychological drives that nudge Europeans toward breeding less in a way that is nefarious and needs to be articulated.
