Ukrainians and Russians have constantly squabbled over territory for the last few centuries, and since the eastern quarter of Ukraine is populated mostly by ethnic Russians, conflict was essentially inevitable.

However, I don't believe for a second that Putin actually cares about ethnic Russians. At best he is a civnat who is perfectly happy to destroy Russia with non-Slavic immigration and by banning nationalist or anti-immigration organizations.
