H.G. Wells was a huge ideological influence on The UN Declaration of Human Rights. Much of the declaration was taken directly from his works, such as The New World Order, in which he claimed that a technocratic socialist world government was necessary to maintain "world peace." Technocratic socialist world governance was a major theme throughout Wells' bibliography.

Wells was a member of the Fabian Society, which founded the UK's Labour Party and was instrumental in the creation of the United Nations. His works were extremely influential on his close friend Winston Churchill, who also supported world government. He was a personal acquaintance of FDR, who he called a "great man" capable of rebuilding America into a "progressive modern state." FDR's wife, Eleanor, was the first chairwoman of the UN's Commission on Human Rights. Wells also met with Stalin and praised the "the happy faces of healthy people" under his regime.
