Pakistani Defence Minister Khwaja Asif has admitted Pakistan's involvement in promoting terrorism, including funding and backing terrorist groups.

पाकिस्तान के समाचारपत्र डॉन में एक आर्टिकल, सिंधु जल संधि निलंबन का कानूनी पहलू (Legal aspect of Indus Waters Treaty suspension), जिसे वहां के भूतपूर्व कानून मंत्री एवं सुप्रीम कोर्ट के एडवोकेट, अहमर बिलाल सूफी, ने लिखा है।

सूफी लिखता है कि सिंधु जल संधि निलंबन से निपटने के लिए पाकिस्तान तीन कदम उठा सकता है।

प्रथम, संधि किसी विवाद में मध्यस्थता के लिए दोनों पक्षों को न्यायालय जाने की व्यवस्था करती है।अंतरराष्ट्रीय कानून में किसी समझौते के निरस्तीकरण के बाद आप उसे कोर्ट में ले जा सकते है। लेकिन वर्तमान मामले में, जिसमे संधि को स्थगित कर दिया गया है, यह स्पष्ट नहीं है कि भारत ऐसी किसी भी पहल पर प्रतिक्रिया देगा; अर्थात केस को न्यायालय ले जाएगा।

द्वितीय, पाकिस्तान को इस विवाद को संयुक्त राष्ट्र सुरक्षा परिषद द्वारा संयुक्त राष्ट्र चार्टर के अध्याय VII के प्रावधानों के तहत (यह सभी राष्ट्रों पर बाध्य होता है) निपटाने का प्रयास करना चाहिए।

- कानून मंत्री भूल गया कि सुरक्षा परिषद में कोई भी प्रस्ताव तभी अपनाया जा सकता जब उसमे पांच स्थाई सदस्यों (P5) में से एक का भी वीटो ना लगे। क्या उसे विश्वास है कि अमेरिका, रूस, फ्रांस वीटो नहीं लगाएगा? (चीन समर्थन कर सकता है और ब्रिटेन "अनुपस्थित")। दूसरे शब्दों में, यह एक स्वप्निल खीर है, और कुछ नहीं।

तृतीय, जून 1998 में सुरक्षा परिषद के पांच स्थायी सदस्यों द्वारा दिया गया बयान, जिसमें उन्होंने दोनों परमाणु शक्तियों के बीच शांति के लिए खतरा पैदा होने की स्थिति में हस्तक्षेप करने का वचन दिया था। अतः, पाकिस्तान को कानूनी और रणनीतिक आर्ग्युमेंट के आधार पर करते हुए P5 के प्रत्येक सदस्य को आधिकारिक रूप से संदेश देना चाहिए है।

- फिर क्या होगा? क्या कोई कानून मंत्री एवं सुप्रीम कोर्ट एडवोकेट इतना भोला भी हो सकता है?

कुल मिलाकर पाकिस्तानी समाचारपत्रों से पता चलता है कि किसी स्ट्राइक से अधिक वहां के लोग सिंधु जल संधि निलंबन से अधिक चिंतित है। क्योकि स्ट्राइक को तो कुछ समय में भूल सकते है। लेकिन जल की भारी कमी से कैसे निपटा जा सकता है?
