Irfan Nooruddin, professor at Georgetown University, says India’s steps against #Pakistan are significant in that they “immediately identify Pakistan as the perpetrator of the violence” despite the lack of evidence proving it.

“Presumably, the claim is that they [the attackers] were funded by the Pakistani military, which has been an argument advanced by the Indian government for a while,” Nooruddin explained to Al Jazeera.
