The fifth wave of infections saw outbreaks reported in many correctional facilities in March. More than 1,000 inmates came down with the virus, including Lee Cheuk-yan and Albert Ho, respectively former chairman and former vice chairman of the now dissolved Hong Kong Alliance in Support of Patriotic Democratic Movements of China. About 500 officers and staff also tested positive. The facilities were in lockdown due to a manpower shortage. That meant no visits by families, friends or lawyers. More than 200 cases were put on hold as detainees were not allowed to leave the detention centers for the court.
