修复前端 UI 的基础模式下，hy2 协议的 scv 参数 skip-cert-verify: true 不生效问题

修复当魔改后端 MetaCubeX 转换 hysteria2 协议时，对不同 user-agent 客户端的 scv 参数处理不一致的问题，移除 scv 被 AllowInsecure 字段所覆盖的逻辑，最终效果在所有 UA下，仅受用户自定义赋值的 scv 布尔值控制

已知 singbox 支持异常，当使用魔改后端 MetaCubeX 搭配前端客户端选项为 singbox 时，无法输出订阅，等待上游修复

修复当 expand=false 时，rule-providers 的后端转换域名为 127.0.0.1 的问题

删除 AI 分组的 IP-ASN 规则，以便兼容旧版原版 clash 内核，现在 cfw 也可以正常使用转换后的默认分流规则（标准-推荐）
