Justice N.V. Ramana set to take over as 48th CJI
Why in the news-Recently, Chief Justice of India Sharad A. Bobde has recommended Justice N.V. Ramana, the senior-most judge of the Supreme Court, as the next top judge.
◆Justice Ramana is now set to take over as the 48th Chief Justice of India from April 24 till Justice Ramana till August 26, 2022.
✔️Appointment of Supreme Court Judges
●The judges of the Supreme Court are appointed by the President.
●The CJI is appointed by the President after consultation with such judges of the Supreme Court and high courts as he deems necessary.
●The other judges are appointed by the President after consultation with the CJI and such other judges of the Supreme Court and the high court’s as he deems necessary.
●The consultation with the chief justice is obligatory in the case of appointment of a judge other than Chief justice.
✔️Qualifications of Supreme Court Judges
●A person to be appointed as a judge of the Supreme Court should have the following qualifications.
●He should be a citizen of India.
●He should have been a judge of a High Court (or high courts in succession) for five years; or
●He should have been an advocate of a High Court (or High Courts in succession) for ten years; or
●He should be a distinguished jurist in the opinion of the president.
●The Constitution has not prescribed minimum age for appointment as a judge of the Supreme Court.

◆Just like the COVID-19 airborne pandemic, we could have another such blight from contaminated water as 70% of India’s surface and groundwater is contaminated by human and other waste and is likely to carry viruses as per NITI Ayog and WaterAid.
◆Indiscriminate human activity leads to environmental degradation and pandemics.
◆Earlier, in the wild, animals were far away from human habitats. And the viruses they carried also remained isolated from Humans.
◆But Nowadays animals are locked together for mass production of meat produces which provides a conducive artificial environment that can birth mutations in erstwhile dormant viruses and this virus can easily transfer to the human population.
✔️A source of virus
●Once the virus proliferated onto wastewater and found its way into the human population.
●For example, in England, Wales and Scotland, several wastewater samples were tested and were found to carry traces of SARS-CoV-2. Even in raw sewage across Sydney Remnany virus have been found.
●Thus, Research at the Scotland University of Stirling indicated that the SARS-CoV-2 virus can spread through sewage water.
●But In India, sewage water is often discharged into water bodies.
●Thus there is an alarming prospect for us that river water or lake water, which carries human waste, sewage, and toxic waste, may have viruses of different kinds and we do not know where and how they can mutate and strike Humans leading to Pandemic.
●Few examples of water-transmitted viral pathogens are astrovirus, hepatitis A and norovirus.
●Unlike in the developed world, In India, a huge section of the population uses polluted water from rivers, lakes, or groundwater for drinking.
●Though we have understood the viruses, we are not still prepared to deal with them. Decontaminating our water bodies and groundwater would take several decades.
●For example, in The Rhine river in Germany, even after 50 years of cleaning and stopping the inflow of pollutants and human waste, the water is still not fit for drinking.
●The Indian government has announced a ₹3 lakh crore ‘Nal se Jal’ scheme to provide drinking water connections to every rural household by 2024, despite the poor quality of water.
✔️Possible Solution
◆Since the majority of the water sources are contaminated, the only way to purify water is through reverse osmosis (RO).
◆But though RO not only the contaminants are removed, it also removes out all the healthy minerals and nutrients required by the human body.
◆Thus, RO is an unhealthy and exorbitantly priced proposition.
◆To neutralise the virus, we would need to have an ultraviolet aquaguard treatment but that too is costly and it won’t take out chemical contaminants.
◆Thus, the only solution is that we need to conserve our living natural resources like pristine natural water and soil.
◆The groundwater beneath our forests is as good as natural spring water and We need to safeguard that not only for our own lives but also for future generations.
◆For the sake of development like artificial infrastructure, building highways, industrial plants, high-rise structures etc., We have destroyed our natural living resources and as a result, Now we are running out of natural infrastructure at an alarming pace.
◆Further in developed countries, there is stable landscapes and populations whereas in India there is a growing population, leading to growing consumption. Hence there is an urgent need to preserve our natural resources.

●Both these sources provide natural underground storage and are renewable through the rains and they can be used to water our cities and towns.
●However, There should be one sacred conservation condition that only a fraction of the annual recharge would be used.
●The aquifers beneath the forests provide healthy mineral water purely for drinking purposes.
●Since a person drinks only 2-3 litres of water a day, the mineral water requirement is modest and can be fulfilled through aquifers.
●Efficient management of aquifers and underground water resources in the forest can provide quality natural mineral water at ₹2 a litre, 20 times less than the market price.
