India has decided not to join the Regional Comprehensive Economic Partnership (RCEP).
Why India opted out?
• Trade deficit: India’s merchandise trade deficit with the RCEP grouping hit $105 billion in FY19 (60% of its total deficit).
• India’s experience with FTA: India’s exports to FTA countries has not outperformed overall export growth or exports to rest of the world.
• Threat to domestic market: A large number of Indian industries including iron and steel, dairy, marine products, electronic products, chemicals and pharmaceuticals and textiles have expressed concerns that proposed tariff elimination under RCEP would render them uncompetitive.
• Lack of compliance with rules: The surge in goods imports into India is accentuated by instances of non-adherence to the Rules of Origin provisions and lack of full cooperation in investigating and addressing such breaches.
• Competition from China: Size and scale of Chinese manufacturing industry backed with extensive financial and non-financial support provide a clear edge to Chinese manufacturing producers.
• Strict IPR policy which India argued to be taken out of the agreement.
