▪️On fake news
●The new rules instead of defining the ambit of fake news as a first step proceed to take down any news which an arbitrary, ill-decisioned, biased authority may deem as “fake news”.
●Also, these new rules ignore the futile additional operational costs which would be incurred by the intermediaries to have Indian resident nodal officers, compliance officers and grievance officers.
●Intermediaries are also required to have offices located in India, thus affecting the profit-making goal of multinational corporations and start-up intermediary enterprises.
●Hence along with a barrier to freedom of Speech, Right to Privacy, these rules place a barrier on the “marketplace of ideas” and economic market of intermediaries by adding redundant financial burdens.
❓Conclusion
◆The new rules which are diluting the right to free speech and Right to privacy are a warning that democracy stands undermined in direct proportion to every attack made on the citizen’s right to have a private conversation, to engage in a transaction, to dissent, to have an opinion and to articulate the same without any fear of being imprisoned.

The threat of deep fakes
✔️Context
◆The protest in Capitol Hill against the 2020 U.S., election results was mainly due to misinformation and disinformation of which deepfakes are a part.
◆Deepfakes are synthetic media, meaning media which included images, audio and video which can be manipulated or wholly generated by Artificial Intelligence.
◆Artificial intelligence has the power to forge the electoral outcome of even the world’s oldest democracy.
✔️Fabricating content
●The recent cyber world is facing the challenge of deepfakes as it can fabricate audios, videos and texts to show that real people saying and doing things they never did or creating new images and videos and content manipulation.
●Deepfakes can target anyone, anywhere and at any time by tarnishing reputations, creating mistrust, questioning facts, and creating false propaganda.
●Deep fakes are hard to detect and can be detected only through AI tools.
●Since senators were worried about censorship and misinformation, U.S. Senate took steps to find out what Facebook’s Mark Zuckerberg, Twitter’s Jack Dorsey and Google’s Sundar Pichai are doing to tackle online misinformation, disinformation and fabricated content.
●According to Section 230 of the Communications Decency Act of 1996, a law which protects freedom of expression and innovation on the Internet, states that the companies are not responsible for the public posts on their platforms.
●The chief executives said they need the same law but politicians wanted the law to be revised as it was outdated.
●India too has not enacted any specific legislation to deal with deepfakes; there are only certain provisions in the Indian Penal Code that criminalise some forms of online/social media content manipulation.
●The Information Technology Act, 2000 for cybercrime and Information Technology Intermediary Guidelines (Amendment) Rules, 2018 are not enough to deal with content manipulation on digital platforms.
●The guidelines stipulate that due care must be observed by the intermediate companies for removal of illegal content and curtail the misuse of social networks.
●In 2019, The Election Commission issued guidelines on social media use during election campaigns, but reports show that social media platforms like WhatsApp and Facebook were used as by major political parties as a vehicle for misinformation.
✔️New tools
◆Existing laws are inadequate against deepfakes hence new law allowing the use of AI tools for fake detection have to come into force.
◆Blockchains which are robust against many security threats can be used to detect fake video or document. Also, we should educate the media users about the capabilities of AI algorithms against deepfakes and cybercrimes.
◆In July 2020, a workshop was convened by the experts of University of Washington and Microsoft on how to prevent deepfake technology from affecting the 2020 U.S. presidential election.
◆The workshop identified 5 ways to deal with Deep fakes
◆First, deepfakes must be segregated into the broader framework of malicious manipulated media, computational propaganda and disinformation campaigns.
◆Second, as deep fakes cause multidimensional issues there should be the multi-stakeholder expert response from every sector.
◆Third, detecting deepfakes is difficult hence we should use AI tools for scrutinizing images, videos and audio recording and for which proper training has to be given.
◆Fourth, while formulating a policy for deepfakes we have to consider how polity, society, economy, culture, individuals and communities are threatened by deepfakes.
◆Last, Deepfakes cause mistrust among people and sometimes may lead to true evidence being dismissed as fake for which we have to be cautious.
✔️Conclusion
In today's world disinformation comes from various sources hence no single technology can solve the problem. As deepfakes continue to evolve AI-backed technological tools must also evolve to detect and prevent them.

Troubled Mountain; On Uttarakhand Glacier Disaster
✔️Context
◆Recently a part of a glacier in Uttarakhand's Nanda Devi Mountain collapsed leading to heavy floods and taking away lives of many.
◆The collapse comes as a reminder that the Himalayas are fragile, geologically dynamic region that can never be taken for granted.
✔️Glacier collapse
●According to satellite images, a huge chunk of the glacier was dislodged by a landslide and which led to roaring torrents in the Rishiganga and Dhauliganga rivers in Chamoli district.
●Due to the collapse, workers at two hydropower project sites were trapped, and crores of people are still missing in the wave of water, silt and debris that swamped the rivers and filled tunnels in the Tapovan power project.
●Although immediate rescue was provided by the army, ITBP, and other agencies, the rescuers are finding it difficult to locate more survivors due to the challenging environment and terrain.
●Relief supplies are being provided to paralysed communities which is a welcome move.
●Along with relief measures, there should be speedy compensation to affected families.
✔️Environment protection
●Environment protectionist Sunderlal Bahuguna, Gaura Devi and the Chipko movement highlighted the importance to conserve nature But the Centre and the Uttarakhand government in view of development using the state's deep gorges and canyons for many hydroelectric projects and Dams without concerning about Earthquake risk.
●Since the moderate quake in 1991 in the region where the Tehri dam was built, red flags have been raised repeatedly to conserve the fragile Himalayas.
●The threat from seismicity, dam-induced microseismicity, landslides and floods, unstable glacial lakes and climate change effects could be seen from the devastating floods that destroyed Kedarnath in 2013.
✔️Economic Development
◆India to cut its carbon emissions have invested heavily invested in dam development and growth of hydropower, in the Himalaya region.
◆The national plan to construct dams in 28 river valleys in the hills when achieved in a few decades, then the Indian Himalayas will have one dam for every 32 km, in the highest density region.
◆Ignoring the risks of potential earthquake impacts, monsoonal aberrations:
●in the unstable Himalayan region could repeat a Kedarnath-like flood, and also lead to severe biodiversity loss at the same time the communities downstream shall be in extreme danger.
●the life of the dam is exaggerated, and siltation is underestimated, for Example in the Bhakra dam in Himachal Pradesh, siltation was higher by 140% than calculated.
✔️Way Forward
◆The only way now is both centre and state have to study the Himalayan region rigorously and confine hydro projects to areas that have the least impact.
◆Instead of Environmental accounting, as suggested by Niti Aayog, relying more on low impact run-of-the-river power projects that requires no destructive large dams and reservoirs would be a sound approach.

Building a robust Health Care System{1/2}
✔️Context
◆The COVID 19 pandemic disclosed in front of the public the Flaws in the public health care system and several articles now demand the revamp of the health sector so that such emergencies can be handled better in future.
◆Once the pandemic is over, the government shall ignore the health sector reforms as it thinks much has been done on the health front.
✔️Poor Health Indicators
◆The public health system's efficacy varies widely within the states across the country since it is a State subject.
◆Public health system efficiency can be judged through health parameters such as Infant Mortality Rate, Maternal Mortality Ratio and Total Fertility Rate.
◆With the given Numbers, India shall not achieve its Goal 3 of sustainable development goals set by the U.N. in 2015.
◆India could not achieve its Millennium Development goals due to poor performance of Northern states; however, the government didn't hold them accountable and instead was satisfied with average performance. Further State governments themselves are indifferent to their poor performance.
◆Since Health is a state subject, the primary onus lies on the State to improve the health indicators, but certain states have skewed priorities such as cow protection and 'love jihad'.
◆More mothers are perhaps dying for want of care than cows. Health has to be given the highest priority for rapid improvement in numbers of health indicators.
◆The northern State is performing very poor in terms of health indicators.
◆In Madhya Pradesh, the number of infant deaths for every 1,000 live births (IMR) is as high as 48 compared to seven in Kerala.
◆In U.P., the Maternal Mortality Ratio (MMR)is 197 compared to Kerala's 42 and Tamil Nadu's 63.
◆The percentage of deliveries by untrained personnel in Bihar is190 times that of Kerala.
◆The total fertility rate in Bihar is 3.2 against the average rate of 2.1.
◆Kerala and Tamilnadu with their effective Maternal and Child Health and Family Welfare services have performed well.
◆Government is looking at the overall averages of indicators which are better due to good performance by certain states; however, there will be no dramatic improvement in the health system unless all states perform well.
◆Even though additional funds were given by Finance commission other than the substantial allocation by Ministry of Health and Family welfare states could not improve the health system, only better governance and effective implementation instead of money can improve the health system.
