Indian Coast Guard celebrates 48th Raising Day
✓The Indian Coast Guard (ICG) celebrated its 48th Raising Day on February 1, 2024, in New Delhi, commemorating its remarkable journey from a modest beginning in 1977 to becoming a formidable force in maritime security.
✓With 152 ships and 78 aircraft in its arsenal, the ICG is on track to achieve its targeted force levels of 200 surface platforms and 100 aircraft by 2030.
✓Under the motto "Vayam Rakshamah" (We Protect), the ICG has saved over 11,554 lives since its inception, including 200 lives in the year 2023.
✓This commitment to safety and security has positioned ICG as one of the renowned Coast Guards globally.
✓Maintaining a 24x7 vigil in the Maritime Zones of India, the ICG deploys 50 to 60 ships and 10 to 12 aircraft daily, contributing to the nation's goal of ensuring free and secure seas for sustainable progress in the blue economy and safe maritime transportation.
✓In response to the evolving challenges in maritime security, the ICG has significantly strengthened Maritime Law Enforcement, resulting in the seizure of weapons, contraband, and narcotics worth Rs 15,343 crore since its inception, with Rs 478 crore seized in 2023 alone.
✓Collaborative actions have created an effective deterrence against smugglers, making penetration nearly impossible.
✓Pioneering the 'Make in India' and 'Aatmanirbhar Bharat Abhiyan' missions, the ICG has inducted numerous indigenous ships, aircraft, and equipment.
✓With 21 ships under construction, including Pollution Control Vessels (PCVs), and ongoing procurement of aircraft, the ICG continues to improve its operational capabilities.
✓The ICG is enhancing the operational capabilities through the procurement of eight Dornier aircraft and six Multi-Mission Maritime Surveillance aircraft.
✓Six Dornier aircraft have been upgraded with state-of-the-art systems/sensors for the modernization of ICG aircraft as part of the 17 ICG Dornier Mid-Life Upgrade contract with M/s HAL, Kanpur.
✓It is noteworthy that the majority of the Coast Guard's assets are domestically manufactured, with approximately 90% of the capital budget allocated to indigenous assets.
✓In a strategic move towards a 'Digital Armed Force,' the Ministry of Defence and TCIL have entered into a transformative agreement for the Digital Coast Guard (DCG) mission, aligning with the government's vision for a paperless office.
✓On the marine environmental front, the ICG, as the Central Coordinating Authority for Oil Spill response in Indian Exclusive Economic Zone (EEZ), has ensured no major oil spill incidents in Indian waters in the past year.
✓The 'Swachh Sagar, Surakshit Sagar,' and 'Puneet Sagar Abhiyan' campaigns, aligning with the vision of Prime Minister Shri Narendra Modi on cleanliness, garnered mass participation of volunteers.
✓Sanction for the creation of 195 posts by the Government of India in the last year demonstrates the commitment to bolstering the ICG’s capabilities as a credible, reliable, and omnipresent maritime force.

✓Indian Coast Guard Offshore Patrol Vessel (OPV) ICGS Varaha made a significant port call at Maputo Port, Mozambique on 14 February, 2024 as a part of ongoing strategic overseas deployment to East Africa, marking a pivotal milestone in the ongoing diplomatic maritime engagements.
✓During its three-day visit, the crew of ICGS Varaha will participate in a series of professional interactions in the field of Marine Pollution Response (MPR), Maritime Search and Rescue (M-SAR) and Maritime Law Enforcement including cross-deck training, call on to various Mozambique Naval and maritime agencies officials, sports fixtures, joint yoga sessions, tabletop exercises and Passage Exercise (PASSEX) with the Mozambique Naval Forces.
✓The visit of ICGS Varaha, an indigenously built Offshore Patrol Vessel to East African countries also aims to showcase Indian shipbuilding industry prowess and capabilities furthering the concept of “Aatmnirbhar Bharat”.

✓The Ministry of Defence has signed a contract on February 14, 2024 with Advanced Weapon Equipment India Ltd. (AWEIL), Kanpur for manufacturing & supply of a total of 463 indigenously manufactured 12.7 mm Stabilised Remote Control Guns (SRCG) for the Indian Navy & Indian Coast Guard at a total cost of Rs. 1752.13 crores, with Indigenous Content (IC) of more than 85%.
✓The SRCG will enhance the capability of Indian Navy and Indian Coast Guard to accurately engage small targets that post a threat to ships in an asymmetric environment, both by day and night.
✓This acquisition will provide further boost to the vision of "Aatmanirbharta in Defence".
✓This contract will also open up a large avenue in defence manufacturing for over 125 Indian Vendors and DPSUs for over a period of 5 years.

Aatmanirbhar Bharat: DAC clears capital acquisition proposals worth Rs 84,560 crore to boost the capabilities of the Armed Forces & Indian Coast Guard
🔸Proposals include New generation anti-tank mines, Air Defence Tactical Control Radar, Heavy Weight Torpedoes, Medium Range Maritime Reconnaissance & Multi-Mission Maritime Aircraft, Flight Refueller Aircraft & Software Defined Radios
🔸Amendments in Defence Acquisition Procedure 2020 get the nod to promote procurement of advanced technologies from Start-Ups & MSMEs
✓The Defence Acquisition Council (DAC), under the chairmanship of Raksha Mantri Shri Rajnath Singh, accorded approval for Acceptance of Necessity (AoNs) for various capital acquisition proposals amounting to Rs 84,560 crore.
✓In the true spirit of ‘Aatmanirbharta’, the approvals accorded on February 16, 2024 lay special emphasis on procurement of various equipment from Indian vendors.
✓The DAC has accorded AoN under Buy {Indian-Indigenously Designed Developed and Manufactured (IDDM)} category for procurement of a new generation of Anti-tank mines having seismic sensor and provision of remote deactivation with additional safety features.
✓In order to enhance the operational efficiency and domination in the Tactical Battle Area for engaging targets that are Beyond Visual Line of Sight by the Mechanised Forces, the AoN under Buy (Indian-IDDM) category has been accorded for procurement of Canister Launched Anti-Armour Loiter Munition System.
✓Further, to strengthen the Air Defence Systems, especially the capabilities to detect slow, small and low-flying targets as well as surveillance, detection & tracking of different targets, the AoN has been accorded for procurement of Air Defence Tactical Control Radar under Buy (Indian-IDDM) category.
✓The AoN for procurement of Medium Range Maritime Reconnaissance and Multi-Mission Maritime Aircraft, through Buy and Make category, has been granted by the DAC for strengthening the surveillance and interdiction capabilities of the Indian Navy and the Indian Coast Guard (ICG) over the country’s vast maritime area.
✓Further, to keep the Indian Naval Ships one step ahead of the threats posed by the adversaries, the AoN under Buy (Indian) category has been accorded for procurement of Active Towed Array Sonar having capabilities to operate at low frequencies and various depths for long range detections of adversary submarines.
✓The AoN has also been accorded for procurement of Heavy Weight Torpedoes for enhancing the attacking capabilities of Kalvari Class submarines.
✓The AoN for sustainment support through Follow On Support (FOS) and Repair Replenishment support through Follow On Supply Support (FOSS) for 24 MH60R aircraft under Foreign Military Sale route with the US Government has also been accorded.
✓The DAC accorded AoN for procurement of Flight Refueller Aircraft for enhancing the operational capabilities and reach of the Indian Air Force.
✓The AoN under Buy (Indian-IDDM) category for procurement of Software Defined Radios for the ICG has also been granted. This will fulfill the requirement of the ICG for having a high-speed communication with secure networking capability for seamless information exchange between the ICG and the Indian Navy units.
✓To create a friendly defence start-up ecosystem and promote procurement of Advanced technologies from start-ups and MSMEs developed under the Innovations for Defence Excellence (iDEX) and Technology Development Fund schemes, the DAC has approved amendments in the Defence Acquisition Procedure (DAP) 2020 w.r.t. benchmarking and cost computation, payment schedule, procurement quantity etc.
✓This will provide the much-needed incentive along with a supportive business environment for the start-ups and MSMEs under iDEX and TDF schemes, truly in the spirit of ‘Ease of Doing Business’.

🔸Proposals include New generation anti-tank mines, Air Defence Tactical Control Radar, Heavy Weight Torpedoes, Medium Range Maritime Reconnaissance & Multi-Mission Maritime Aircraft, Flight Refueller Aircraft & Software Defined Radios
🔸Amendments in Defence Acquisition Procedure 2020 get the nod to promote procurement of advanced technologies from Start-Ups & MSMEs
✓The Defence Acquisition Council (DAC), under the chairmanship of Raksha Mantri Shri Rajnath Singh, accorded approval for Acceptance of Necessity (AoNs) for various capital acquisition proposals amounting to Rs 84,560 crore.
✓In the true spirit of ‘Aatmanirbharta’, the approvals accorded on February 16, 2024 lay special emphasis on procurement of various equipment from Indian vendors.
✓The DAC has accorded AoN under Buy {Indian-Indigenously Designed Developed and Manufactured (IDDM)} category for procurement of a new generation of Anti-tank mines having seismic sensor and provision of remote deactivation with additional safety features.
✓In order to enhance the operational efficiency and domination in the Tactical Battle Area for engaging targets that are Beyond Visual Line of Sight by the Mechanised Forces, the AoN under Buy (Indian-IDDM) category has been accorded for procurement of Canister Launched Anti-Armour Loiter Munition System.
✓Further, to strengthen the Air Defence Systems, especially the capabilities to detect slow, small and low-flying targets as well as surveillance, detection & tracking of different targets, the AoN has been accorded for procurement of Air Defence Tactical Control Radar under Buy (Indian-IDDM) category.
✓The AoN for procurement of Medium Range Maritime Reconnaissance and Multi-Mission Maritime Aircraft, through Buy and Make category, has been granted by the DAC for strengthening the surveillance and interdiction capabilities of the Indian Navy and the Indian Coast Guard (ICG) over the country’s vast maritime area.
✓Further, to keep the Indian Naval Ships one step ahead of the threats posed by the adversaries, the AoN under Buy (Indian) category has been accorded for procurement of Active Towed Array Sonar having capabilities to operate at low frequencies and various depths for long range detections of adversary submarines.
✓The AoN has also been accorded for procurement of Heavy Weight Torpedoes for enhancing the attacking capabilities of Kalvari Class submarines.
✓The AoN for sustainment support through Follow On Support (FOS) and Repair Replenishment support through Follow On Supply Support (FOSS) for 24 MH60R aircraft under Foreign Military Sale route with the US Government has also been accorded.
✓The DAC accorded AoN for procurement of Flight Refueller Aircraft for enhancing the operational capabilities and reach of the Indian Air Force.
✓The AoN under Buy (Indian-IDDM) category for procurement of Software Defined Radios for the ICG has also been granted. This will fulfill the requirement of the ICG for having a high-speed communication with secure networking capability for seamless information exchange between the ICG and the Indian Navy units.
✓To create a friendly defence start-up ecosystem and promote procurement of Advanced technologies from start-ups and MSMEs developed under the Innovations for Defence Excellence (iDEX) and Technology Development Fund schemes, the DAC has approved amendments in the Defence Acquisition Procedure (DAP) 2020 w.r.t. benchmarking and cost computation, payment schedule, procurement quantity etc.
✓This will provide the much-needed incentive along with a supportive business environment for the start-ups and MSMEs under iDEX and TDF schemes, truly in the spirit of ‘Ease of Doing Business’.

MARITIME SECURITY
✓Indian Navy units are regularly deployed on Mission Based Deployments in our areas of interest in Indian Ocean Region (IOR) to enhance maritime security.
✓Further, Indian Navy units undertake surveillance to enhance Maritime Domain Awareness and address contingencies that may arise.
✓Since 2008, Indian Navy has deployed units in Gulf of Aden and East coast of Africa towards antipiracy patrols. A total of 3,440 ships and over 25,000 seafarers have been safely escorted.
✓Indian Navy has been proactively engaging with regional and extra-regional navies/maritime forces, to promote maritime security in the IOR.
✓Bilateral/multilateral maritime exercises, Joint Exclusive Economic Zone (EEZ) surveillance, Coordinated Patrols (CORPATs) with Friendly Foreign Countries are being undertaken by Indian Navy to enhance maritime security and countering non-traditional threats in an inclusive and cooperative manner.
✓Further, towards strengthening regional maritime security, Government of India has established Information Fusion Centre-Indian Ocean Region (IFC-IOR) which has linkages with 25 partner nations and over 40 international multinational organisations for real-time information exchange towards enhancing maritime security.
✓Moreover, due to the ongoing maritime security situation in the region, Indian Navy units are being deployed off Djibouti/ Gulf of Aden, in the North/ Central Arabian Sea/ off East Coast of Somalia for protection of Merchant Vessels/rendering assistance, if required.
✓In addition, information exchange/intelligence sharing is also being undertaken with Friendly Foreign Countries to identify the source/reason/players involved in the attacks/incidents.

India – U.S. Maritime Security Exercise ‘Sea Defenders-2024’ culminates at Port Blair
❗Four-day Exercise enhances maritime cooperation and interoperability between ICG & USCG
✓The comprehensive maritime security exercise ‘Sea Defenders-2024’ between the Indian Coast Guard (ICG) & United States Coast Guard (USCG) culminated at Port Blair on March 9, 2024.
✓The exercise was aimed at enhancing maritime cooperation and interoperability between the two forces.
✓The Exercise included a variety of scenarios including a Pollution Response Demonstration, in which Indian Coast Guard ships and aircraft showcased their expertise in responding to oil spills and other environmental hazards at sea.
✓It also simulated Visit Board Search and Seizure (VBSS) Operations for inspecting vessels suspected of illegal activity.
✓During the exercise, the Indian Coast Guard helicopter and Dornier aircraft conducted Search & Rescue and Pollution Response demonstrations, showcasing ICG's ability to undertake aerial surveillance and rescue missions.
✓The exercise also included practice to neutralize asymmetric threats, akin to drone attacks on commercial merchant traffic.
✓The exercise also provided a platform for both USCG and ICG personnel to hone their firefighting and damage control skills through a simulated scenario, where DCFF teams showcased capabilities to combat shipboard emergencies.
✓After the Exercise, the United States Coast Guard Cutter Bertholf departed from Port Blair. Its visit was marked by a series of engaging harbour activities and sea exercises designed to foster collaboration.
✓The activities included cross-visits, where crew members from both the Bertholf and ICG had the opportunity to tour each other's ships, gaining valuable insights into their capabilities and procedures.
✓A friendly badminton competition was also organised, which provided a lighthearted opportunity for crews to interact and build camaraderie outside a professional setting.
✓These joint exercises provide valuable training opportunities for both Coast Guards, allowing them to refine their skills and improve their ability to work together in a coordinated manner.
✓The visit of the USCGC Bertholf to Port Blair serves as a powerful symbol of the growing partnership between the US and Indian Coast Guard.

MoD signs contracts worth Rs 8073 Cr with HAL for acquisition of 34 Advanced Light Helicopters (ALH) Dhruv Mk III for Indian Army & Indian Coast Guard
✓Consequent upon approval of the Cabinet Committee on Security (CCS), the Ministry of Defence signed two contracts for a combined value of Rs 8073.17 crore with Hindustan Aeronautics Limited (HAL), Bengaluru on 13 March 2024 for acquisition of 34 Advanced Light Helicopters (ALH) Dhruv Mk III along with Operational Role Equipment for Indian Army (25 ALHs) and Indian Coast Guard (09 ALHs) under Buy (Indian-IDDM - Indigenously Designed, Developed & Manufactured) category marking a significant move towards indigenisation in defence manufacturing.
✓The ALH Dhruv Mk III UT (Utility), the Indian Army version, is designed for Search & Rescue, Troop Transportation, Internal Cargo, Recce/ Casualty Evacuation etc. It has proved its performance in high altitude regions like Siachen Glacier and Ladakh.
✓The ALH Mk III MR (Maritime Role), the ICG version, is designed for Maritime Surveillance and Interdiction, Search and Rescue, Rappelling Operations and also for Cargo & Personnel Transportation, Pollution Response using external cargo carrying capability and Medical Casualty Evacuation.
✓It has proved its mettle even in adverse atmospherics conditions over sea and land.
The project will generate employment of an estimated 190 Lakh Man-Hours during its duration.
✓It will also entail supply of equipment from more than 200 MSMEs and 70 local vendors will be involved in the indigenisation process which is likely to have a positive impact on employment generation in this sector, thus furthering the vision of 'Aatmanirbhar Bharat'.
