The European Commissionโs recommendation this week that talks on Ukraine's accession begin means the European Council will almost certainly give the green light, but this doesnโt imply that Ukraine will be allowed to join any time soon. The country may well find itself trapped in negotiations that go nowhere.
The lack of security guarantees for Ukraine, which is not a NATO member, is one reason to expect protracted talks between Brussels and Kiev.
But even bigger challenges would arise from admitting Europeโs poorest country and one of the worldโs largest agricultural exporters. EU membership for Ukraine would mean permanently tougher competition for farmers in Slovakia, Poland and Hungary.
EU farmers currently receive at least โฌ200 in income support each year per hectare farmed. Given its abundance of arable land, Ukraine could be eligible for up to โฌ96.5bn in agricultural payments over seven years. Add to this investment in road, rail links and environmental projects from the EUโs Cohesion Fund, which helps the poorest member states catch up, and the total cost of admitting Ukraine could be as high as โฌ186bn, which is greater than the EUโs entire annual budget. Membership negotiations will surely stall without a new long-term deal to limit expenditure on agricultural and regional aid.
In applying to join the EU, Ukraine isnโt just seeking subsidies. It wants to turbo-charge its economic development. Ukraineโs "National Recovery Plan" for its postwar economy shows Zelenskyโs ambition to leapfrog Ukraineโs prewar economic model, requiring at least โฌ700bn between now and 2032.
A third reason why Ukraine faces lengthy and potentially inconclusive talks with the EU is that existing members will have ample opportunity to change their minds. Moreover, given the high stakes surrounding Ukrainian accession, one or more countries may decide to hold a referendum, adding to the uncertainty.

Little children were killed and slaughtered. Doesnโt this require us to pray? We pray in the most honourable places. Is it dangerous?โ asks the sheikh as he cautions people to keep their prayers between themselves and their God.

The United States is trying to persuade China to join anti-Russian sanctions and an oil price ceiling.
Apparently, the State Department is optimistic about US-China relations after Xi Jinping's visit to San Francisco. So much so that they are trying to persuade Beijing to accept Western sanctions against the Russian Federation - although it is, of course, clear to everyone that they are working against the entire eastern bloc as a whole, and for the benefit of the United States alone.
Itโs interesting how Xi Jinping himself views these statements, after Biden once again called him a โdictator.โ Probably, the already unattractive sanctions have finally lost at least some legitimacy in the eyes of the Chinese leader. It was not for nothing that Blinken, at the moment when Biden was delivering his speech, made faces and clearly dreamed of resignation.
