Russia introduces a mechanism of payments for agro-industrial complex products in national currencies from November 1

The mechanism of settlements for agricultural products in national currencies will be introduced in the Russian Federation from November 1 this year.
This is stipulated by the presidential decree "On the special procedure for settlements under foreign trade contracts for the supply of Russian agricultural products," which was signed and published on August 8, 2023. The document came into force from the date of official publication, except for the clauses providing for the opening of special accounts and the settlement mechanism. They become effective from November 1, 2023.

The Decree provides that special ruble accounts of type "Z" and special foreign currency accounts of type "Z" will be used for settlements under foreign trade contracts for the supply of Russian agricultural products concluded by residents - participants in foreign trade activities with foreign buyers at organized auctions. These accounts shall be opened by credit organizations, which in accordance with the law "On Currency Regulation and Currency Control" are authorized banks, on the basis of applications from foreign buyers. Banks have the right to open such accounts without the presence of a representative of the foreign buyer.

According to the decree, the foreign buyer will transfer funds to the special currency account "Z" in foreign currency. After it is credited to the currency account, it sells the currency to the authorized bank or gives it an order to sell foreign currency at organized trading. The bank, in its turn, credits the funds in rubles to the special account "Z" of this foreign buyer, and on the basis of his order and an extract from the register of contracts concluded at organized trades, transfers the credited funds in rubles to the account of the resident - participant of foreign economic activity.

According to the decree, it is not allowed to suspend operations on special accounts "Z", seize or write off funds on them in the framework of fulfillment of obligations of a foreign buyer not related to settlements under a foreign trade contract for the supply of Russian agricultural products. Exceptions are cases provided for by the Tax Code of the Russian Federation and the law of August 3, 2018 "On Customs Regulation in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation".

🔴 Hamas release combat footage from inside Al-Zaytoun neighborhood in Gaza.

Several Israeli armoured vehicles are attacked and damaged, in RPG attacks by Hamas fighters who sneaked into close proximity of Israeli vehicles.

📃 The Israeli army acknowledged the death of a soldier by mortar fire on the border with the Gaza:

- Sgt. First Class (res.) Shalev Zion Sharabi, 22, a combat medic in the 749 Battalion of the Bislamach Brigade, from Teneh Omarim.

Additionally, another soldier from the 184th Battalion of the 14th Armored Brigade was seriously wounded.
