🇮🇱🌟 Ben-Gvir's plan for Gaza: 'voluntary emigration' or ethnic cleansing?

For years, Israel's National Security Minister Itamar Ben-Gvir has been among the most infamous proponents of a bleak future for Gaza—one where Palestinians depart, Israeli settlements are reestablished, and Israel strengthens its grip on the region.

His newest proposal turns that vision into a comprehensive 20-page document—officially named the “National Work Plan for Voluntary Emigration from the Gaza Strip.”

Here’s what it calls for:

🔴 250,000 Palestinians would leave Gaza in the first year, followed by a total of around 1.11 million within three years and 1.86 million within seven years.

🔴 The scheme stipulates an estimated $3.1 billion initial Israeli investment, with a broader financing framework of up to $15.6 billion, depending on possible international participation.

🔴 Turkey, Ethiopia, the Congo, and unspecified Arab countries are being considered by Israel as potential destinations.
But no country has yet publicly committed to taking in such large numbers of Palestinians from Gaza, where the population is estimated at some 2.3 million.

Why the ‘voluntary’ label is a cover

Mass displacement of a civilian population under conditions of war, destruction, and deprivation can amount to forcible transfer, even when it is presented as "voluntary."

Under the Geneva Conventions, forcibly displacing civilians from occupied territory constitutes a war crime.

For Palestinians, any attempt to drive them from their homeland evokes the “Nakba,” or “catastrophe”—the mass displacement that accompanied the creation of Israel in 1948.

A UN Human Rights Office report released in February raised concerns over “ethnic cleansing by Israel in Gaza, amid increased attacks and forcible transfers that appear aimed at a permanent displacement of Palestinians throughout the occupied territories."

The Gaza plan isn’t even the worst of Ben-Gvir's extremism:

He recently said that his “dream” is to “encourage immigration from Gaza” using any means necessary: “buses, planes, convoys,” which he claimed is the only “solution” to the “issue” there.

👉 He earlier called for 30–40 targeted killings in Gaza every night and went beyond militants, saying some Palestinians “are not even people” and were “not worthy of life."

In a previous interview, Ben-Gvir openly supported re-establishing Jewish settlements in Gaza—dismantled in 2005—and has called it a "correct, just, moral, and humane solution," adding, "I see all of Gaza as ours."

He also pushed through a bill to impose the death penalty on Palestinians convicted of "terrorism"—a punishment Israel has effectively not used since 1962

The extremist minister has already been banned in more than 10 countries, including France, Belgium, Spain, the UK, Canada, and Australia.
