πŸ”Ž Rybar's team continues its analysis of the consequences of a systemic fire attack on Ukraine's energy system.

#Kiev said today's raid was the largest such attack since the start of the SMO. According to Ukrainian resources, cruise missiles and kamikaze drones damaged 15 critical infrastructure facilities.

We have repeatedly written that strikes have a cumulative effect, with each successive raid resulting in increasingly grave consequences for the Ukrainian energy system. This is exactly what today's events have demonstrated:

β–ͺ️ Strikes on the #Zmiev thermal power plant in #Chuguev district temporarily completely de-energised the entire #Kharkov region.

β–ͺ️ Strikes on facilities in #Kiev led to massive overloads in the power grid and tripping of emergency frequency overload automatics, which was perfectly visible in the footage of pulsating power on and off.

β–ͺ️ Repeated strikes on the #Zhytomyr 330 substation resulted in power outages in this regional centre and areas around it.

β–ͺ️ Voltage surges and temporary power outages were reported in western regions of Ukraine after repeated strikes on the Lvov-South 330 substation in Lvov Region and the #Kovel 330 substation in #Volyn Region.

πŸ”» For the first time, #Moldova also experienced the consequences of Russian missile strikes: paradoxically, they were the consequence of the policies of the authorities themselves in #Chisinau.

βž– Restrictions of gas supply to #Transnistria led to decrease of generation of the Moldavian state district power station that with its capacity stabilized the situation in the south of #Odessa region and fed the energy deficit of #Moldova.

βž– Due to reduced capacity and increased consumption from Ukraine, exacerbated by a possible impact on the 330 substation in #Artsyz, an automatic protection was triggered at the TPP. The plant switched to self-powered operation, which caused consumers in Moldova and Transnistria to be disconnected.

βž– Also, a section of the 750kV high voltage transit line in #Romania was disconnected, which may indirectly indicate a possible short circuit from the 750kV switchgear of the South Ukraine NPP.

πŸ”» The lack of objective data from most of the hit locations made it impossible to determine exactly which elements of the energy facilities were targeted in each attack.

However, dense black plumes could be seen in photos and videos from the arrival areas. This indirectly indicates that it is highly likely that the strikes were again directed at power and automatic transformers rather than general control stations (GCPs).

🩸 Their preservation would once again allow Ukrainian power producers to reassemble emergency circuits and eliminate damaged equipment in a relatively short period of time. Yes, it will cause even more severe restrictions, but power supply to consumers will be restored.

The absence of strikes on the General Control Stations reduces the impact on the Ukrainian energy system, although even then its resilience drops with each attack.

πŸ‡·πŸ‡΄ "Romanianisation" of the Country

Last week Moldovan authorities celebrated the anniversary of Romania's annexation of the country in 1918 - the so-called "uniri".

β–ͺ️ Minister of Foreign Affairs and European Integration Nicolae Popescu has called the takeover of Bessarabia by Romania in 1918 "a historic moment of reunification" which allegedly allowed the Moldovan people to escape "war, terror and communist dictatorship".

β–ͺ️ President Maia Sandu took part in the celebration of the annexation of her native country, calling the day "important for all Romanians". She noted the symbolism of the "celebration" because of the ever-closer rapprochement between #Romania and #Moldova today.

β–ͺ️ Against this background, Romanian Prime Minister Nicolae CiucΔƒ actually called for supporting the "European way" of #Moldova and for eliminating the consequences of the Ribbentrop-Molotov Pact, which #Russia "hinders" so far.

In fact, the elimination of the above-mentioned pact means the takeover of #Moldova by #Romania, of which it was a part from 1918 to 1940, before joining the USSR with the status of a Union republic.

β–ͺ️ The "National Moldovan Party" has submitted a petition to the parliament to rename the legislative body the Sfatul Tsarii, which recognised the annexation of the country in 1918 and then ceased to exist.

β–ͺ️ On 26-27 March, a rally of "unionists" - supporters of the takeover of #Moldova by #Romania - took place in #Chisinau. Supporters of "unionists" brought a map of "Great Romania" and waved the flag of the neo-Nazi "Azov" regiment, shouting pro-Ukrainian slogans.

Nearby, supporters of Moldovan independence from the Haiduk movement gathered and demanded that the Azov flag be removed.

β–ͺ️ The Party of Socialists has asked the Constitutional Court to check the constitutionality of the adopted law on renaming the Moldovan language "Romanian".

Politicians consider it to be unconstitutional and note that a referendum is needed for such a decision. However, the changes in the Fundamental Law have already been enshrined.

Meanwhile, Minister of Culture Sergiu Prodan has already called for Moldovan libraries to hand over all books in Cyrillic to museums.

β–ͺ️ A bust of the Romanian monarch Ferdinand the First, under whom #Bessarabia was ceded to #Romania, has been unveiled in Balti.

πŸ”ΉEuropean Integration Attempts and Relations with the #USA

β–ͺ️ On 29 March, Maia Sandu spoke at a summit for democracy organised by the US authorities. She declared that "stability" in #Moldova is in the interest of the west and asked for help in fighting disinformation and #Russia.

β–ͺ️ Maia Sandu is scheduled to meet with Romanian President Klaus Johannis and German Chancellor Olaf Scholz in Bucharest on 3 April to discuss Euro-integration and Moldovan security against the background of a "hybrid war".

β–ͺ️ On March 28, EU Council President Charles Michel arrived in #Chisinau and said the #EU would decide on another "very substantial" cash tranche by summer.

Michel also said that the #EU has allotted #Moldova about 1 billion euros over the last year.

β–ͺ️ At the same time, Foreign Minister Nicolae Popescu said in an interview that he tries to convey the message to the German government that without infrastructure projects between #Romania and #Moldova, the latter cannot ensure stability.

The politician pointed to the need to create common power grids that would ensure a "reliable energy supply" for the country.

#Transnistria and Military Escalation

β–ͺ️ Following the #NATO joint naval exercise with the participation of the Moldovan military, the Moldovan Defence Ministry has launched a planned military exercise of Romanian, Moldovan, US and UK special forces "JCET-2023" from 27 March to 7 April.

In addition, another military exercise took place in Balti on 29 March, which included live firing of infantry and artillery weapons.

β–ͺ️ #Transnistria noted that the Chisinau authorities do not warn about the exercises: in Tiraspol they learn about them from the media and only when they are already underway, which is of concern to the inhabitants of the region.

β–ͺ️ At the same time, Russian Foreign Minister Sergey Lavrov said that the Ukrainian authorities support the "bellicose aspirations" of the Moldovan authorities towards #Transnistria. According to him, the Ukrainian side is demonstrating its readiness to intervene in the conflict in every possible way.

β–ͺ️ Defence Minister Anatoliy Nosatii, in turn, said that the presence of Russian troops in #Transnistria was a destabilizing factor.

Commenting on the high-profile call-up of citizens for military training, he confirmed that reservists all over the country receive summonses requiring them to attend training exercises.

Military exercises with reservists will be held from April to September this year in #Chisinau, #Causeni, #Straseni and other cities of the country.

β–ͺ️ The Moldovan government has confirmed that the elections for the Governor post of #Gagauzia, scheduled for April 30, will take place despite the extension of the state of emergency in the country.

At the same time, the ruling party PAS has said that it will not support any candidate in the elections.
