❗️🇷🇺🇺🇦 How the Russian Armed Forces managed to destroy Odesa's energy sector Rybar and Military Chronicle’s analysis

In Ukraine, the consequences of previous missile strikes on energy infrastructure facilities have been almost completely eliminated: outdoor lighting always functions, and scheduled power outages are gradually being cancelled.

With this in mind, the Russian Armed Forces' strikes seem pointless, as Ukraine repeatedly claims that it has managed to handle the problem with power supply. In fact, this does not correspond the reality. The #Odesa case shows this in practice. In fact, this is the first Ukrainian region, the power system of which was damaged critically.

🔻 How is Odesa's power supply system arranged?

The 330 kW power distribution is organized through one key node, the #Usatove substation.

#Novovodeska and #Adzhalyk substations were also hit: one of the two 330/110kW autotransformers was hit. A similar situation is developing at the #Artsyz substation.

According to open sources information, the total transformer capacity with its own generation is only a third of what it was before, about 471.7 MW (of 1332 MW). This is critically insufficient for Odesa.

🔻 Do preventive shutdowns help?

It helps minimize damage in the event of an attack, but if there are no strikes, it only makes it worse. Every shutdown causes overvoltage. As a consequence, not only 110 kW and 35 kW equipment and transformers fail, but also medium voltage - 10/0.4 kW and 6/0.4 kW - necessary for normal city life.

The constant switching on/off of equipment causes damage, sometimes comparable to the impact itself, but in this case not point-to-point, but distributed throughout the network. It can take a long time to restore power, and the city is transferred to generators. In a sense, declaring an air alert in this case is more dangerous than the strike itself.

🔻 What are Ukrainian energy companies doing?

DTEK's main efforts are focused on several areas:

Maintaining the remaining high-voltage equipment
Maintaining the equipment in function
Restoring 110, 10 and 6 kW networks

❗️ 330 kW networks are the most difficult to restore. They are repaired on a spot basis to maintain the minimum functionality of the substation. But it is impossible to replace autotransformers now.

Because of the restoration of low-voltage networks, the need to power from a limited number of substations increases.

This leads to mains voltage drops, which are compensated for by a rise in voltage at the power transformers. However, as new substations are switched on, the drop stops, and the high voltage transformers remain unchanged. It turns out that in apartments and houses of residents the level rises to 260-270 W instead of the usual 220 W - and further loads the power grid.

🔻 Prospects

The strikes on Ukraine's power system, despite their non-obviousness, are bearing fruit, which is most seriously felt in the Odesa region. If the strikes continue, the city's energy system will simply fail, and the region will be isolated from the general grid for a long time - from several weeks to several months.

In theory, this will limit the transfer of personnel and equipment from #Romania and #Moldova by rail and reduce the logistics capabilities of the Odesa port. But this is a double-edged sword: the energy crisis may push the AFU to seize the Cuciurgan power station in #Transnistria.

The deterioration of the situation will put even more pressure on the local population: discontent is growing every day. And the forced mobilization of citizens exacerbates the situation in the region.

❗️ Odesa region is the first one where the plot to destroy the energy infrastructure has succeeded, bringing about military and political changes.

🇷🇴 "Romanianisation" of the Country

Last week Moldovan authorities celebrated the anniversary of Romania's annexation of the country in 1918 - the so-called "uniri".

▪️ Minister of Foreign Affairs and European Integration Nicolae Popescu has called the takeover of Bessarabia by Romania in 1918 "a historic moment of reunification" which allegedly allowed the Moldovan people to escape "war, terror and communist dictatorship".

▪️ President Maia Sandu took part in the celebration of the annexation of her native country, calling the day "important for all Romanians". She noted the symbolism of the "celebration" because of the ever-closer rapprochement between #Romania and #Moldova today.

▪️ Against this background, Romanian Prime Minister Nicolae Ciucă actually called for supporting the "European way" of #Moldova and for eliminating the consequences of the Ribbentrop-Molotov Pact, which #Russia "hinders" so far.

In fact, the elimination of the above-mentioned pact means the takeover of #Moldova by #Romania, of which it was a part from 1918 to 1940, before joining the USSR with the status of a Union republic.

▪️ The "National Moldovan Party" has submitted a petition to the parliament to rename the legislative body the Sfatul Tsarii, which recognised the annexation of the country in 1918 and then ceased to exist.

▪️ On 26-27 March, a rally of "unionists" - supporters of the takeover of #Moldova by #Romania - took place in #Chisinau. Supporters of "unionists" brought a map of "Great Romania" and waved the flag of the neo-Nazi "Azov" regiment, shouting pro-Ukrainian slogans.

Nearby, supporters of Moldovan independence from the Haiduk movement gathered and demanded that the Azov flag be removed.

▪️ The Party of Socialists has asked the Constitutional Court to check the constitutionality of the adopted law on renaming the Moldovan language "Romanian".

Politicians consider it to be unconstitutional and note that a referendum is needed for such a decision. However, the changes in the Fundamental Law have already been enshrined.

Meanwhile, Minister of Culture Sergiu Prodan has already called for Moldovan libraries to hand over all books in Cyrillic to museums.

▪️ A bust of the Romanian monarch Ferdinand the First, under whom #Bessarabia was ceded to #Romania, has been unveiled in Balti.

🔹European Integration Attempts and Relations with the #USA

▪️ On 29 March, Maia Sandu spoke at a summit for democracy organised by the US authorities. She declared that "stability" in #Moldova is in the interest of the west and asked for help in fighting disinformation and #Russia.

▪️ Maia Sandu is scheduled to meet with Romanian President Klaus Johannis and German Chancellor Olaf Scholz in Bucharest on 3 April to discuss Euro-integration and Moldovan security against the background of a "hybrid war".

▪️ On March 28, EU Council President Charles Michel arrived in #Chisinau and said the #EU would decide on another "very substantial" cash tranche by summer.

Michel also said that the #EU has allotted #Moldova about 1 billion euros over the last year.

▪️ At the same time, Foreign Minister Nicolae Popescu said in an interview that he tries to convey the message to the German government that without infrastructure projects between #Romania and #Moldova, the latter cannot ensure stability.

The politician pointed to the need to create common power grids that would ensure a "reliable energy supply" for the country.

🔹Domestic Politics

▪️ Moldovan authorities have re-extended the state of emergency regime in the country, explaining this by "internal and external threats" as well as "hybrid warfare".

▪️ Parliament has also approved a package of laws to once again extend the powers of the Information and Security Service (ISS), despite opposition protests.

The draft envisages the installation of audio and video surveillance equipment in the homes of citizens without their knowledge. The Venice Commission had earlier criticised the bill.

▪️ The ruling PAS party wants to ban MPs from the Shor faction from making statements in the briefing room following Marina Tauber's statement on Chisinau and Bucharest's preparations for a provocation in #Transnistria.

🔹Protests and Socio-Economic Crisis

▪️ Moldovan Prime Minister Dorin Recean called "criminals" who protest against the country being dragged into war and the economic crisis. The politician said the discontent was caused by a sharp rise in prices, but "the government cannot go along with the criminals".

▪️ The Moldovan police are drawing up protocols against protesters in #Edinet who expressed dissatisfaction with Maia Sandu's policies. The protesters are accused of blocking roads and "beating up motorists".

▪️ Minister of Labour and Social Protection Alexei Buzu said that all pensions will be indexed by 15% from 1 April. Opposition MPs, for their part, called the indexation of pensions "a mockery of the authorities over the people".

The socialists have asked the Constitutional Court to review the lawfulness of the decision to reduce the indexation of pensions to 15% when inflation and price rises exceed 30%, which contradicts the law on the state pension system.

▪️ Commenting on the country's gas supply problems, Energy Minister Viktor Parlikov said that the gas factor did not have as much impact on the economy as it was portrayed in the media.

The statement angered ex-Prime Minister Ion Kiku, who suggested asking citizens whether their family budgets were being affected by the multiplication of the gas tariff.

He pointed out that a huge number of businesses have closed due to high prices and the country is now "paying the price for the government's unprofessionalism".

At the same time it turned out that #Moldova overpays for gas almost three times as much as compared to the European countries. And the head of Moldovagaz company Vadim Cheban refused to answer the question whose gas Moldova bought from Europe this winter. Apparently, it was Russian gas at an inflated price.

▪️ #PMR President Vadim Krasnoselsky has invited the FBI to join the investigation into the terrorist attacks being prepared in Transnistria by the SBU against the OSCE delegation, which included a US citizen and Head of Mission to Moldova Kelly Keiderling.

🔹Gagauz Autonomy

▪️ Member of the People's Assembly of #Gagauzia Sergei Cimpoes has expressed the opinion that the autonomy is concerned about the prospect of a possible unification of #Moldova with #Romania.

He said a referendum should be held in #Gagauzia and he is sure that the Gagauz voters will vote against the merger with a #NATO country.

#Transnistria and Military Escalation

▪️ Following the #NATO joint naval exercise with the participation of the Moldovan military, the Moldovan Defence Ministry has launched a planned military exercise of Romanian, Moldovan, US and UK special forces "JCET-2023" from 27 March to 7 April.

In addition, another military exercise took place in Balti on 29 March, which included live firing of infantry and artillery weapons.

▪️ #Transnistria noted that the Chisinau authorities do not warn about the exercises: in Tiraspol they learn about them from the media and only when they are already underway, which is of concern to the inhabitants of the region.

▪️ At the same time, Russian Foreign Minister Sergey Lavrov said that the Ukrainian authorities support the "bellicose aspirations" of the Moldovan authorities towards #Transnistria. According to him, the Ukrainian side is demonstrating its readiness to intervene in the conflict in every possible way.

▪️ Defence Minister Anatoliy Nosatii, in turn, said that the presence of Russian troops in #Transnistria was a destabilizing factor.

Commenting on the high-profile call-up of citizens for military training, he confirmed that reservists all over the country receive summonses requiring them to attend training exercises.

Military exercises with reservists will be held from April to September this year in #Chisinau, #Causeni, #Straseni and other cities of the country.

▪️ The Moldovan government has confirmed that the elections for the Governor post of #Gagauzia, scheduled for April 30, will take place despite the extension of the state of emergency in the country.

At the same time, the ruling party PAS has said that it will not support any candidate in the elections.

▪️ In the #Bryansk Region, the AFU terrorists shelled the village of #Klimovo, power supply was disrupted in the locality for several hours.

▪️ In the #Kursk Region, the enemy struck Suzhansky District, the villages of #Gornal and #Guevo were temporarily de-energized.
Ukrainian drones attempted to attack the NPP in the city of #Kurchatov. Russian air defence forces intercepted all UAVs, the facility is operating normally.

▪️ In the #Belgorod region, the enemy terrorists fired at a farming enterprise in #Shchetinovka village, one woman was wounded.

🔹 #Starobelsk (#Svatovo) Direction:

▪️ There are no significant changes on the front line. Positional fighting and artillery duels continue.
The Ukrainian command is moving additional forces to the frontline and is preparing for a counteroffensive.

🔹#Lugansk People's Republic:

▪️ 7 Ukrainian drones attempted to attack an oil depot in #Rovenki. 5 UAVs were intercepted by Russian air defences, the remaining 2 damaged administrative buildings on the company's site.

🔹#Soledar (#Bakhmut) Direction:

▪️ North of #Khromovo village, Russian units are engaged in fierce fighting with Ukrainian formations.

▪️ In the central districts of #Bakhmut, Wagner PMC assault squads broke through the enemy's defence line near the garage complex and forced them to retreat.

▪️ On the southern outskirts of the city, the Wagner forces have liberated the Vodokanal district and are fighting near the key intersection of Yubileynaya Street and Chaykovsky Street.

🔹#Donetsk Direction:

▪️ In the #Avdeyevka sector, Russian artillery is shelling the fortified areas of the AFU near the H-20 road west of #Novobakhmutovka.

▪️ In #Maryinka, Russian motorized riflemen continue to push through the AFU defences, advancing on the western outskirts of Druzhba Avenue and near the Fire Station.

▪️ The Ukrainian terrorists shelled the #Donetsk agglomeration. In the capital of the DPR, residential buildings in the Kievsky and Kuybyshevsky districts were hit, among others. In Proletarsky district, four teenagers suffered mine blast injuries as a result of an unidentified munition detonation.

🔹#Zaporozhye Direction (MAP):

▪️ The AFU is moving reserves to the right bank of the #Dnieper River, preparing for an offensive on #Energodar. The Russian side is setting up defensive positions at the #Zaporozhye NPP and along the coastline to repel the attack.

▪️ In #Melitopol, an improvised explosive device detonated near the entrance to an apartment building, killing the head of the Priazovsky Police Department and injuring another law enforcer.
In the evening, another IED detonated in Melitopol on Grizodubova Street. The explosion damaged windows in several houses. There were no civilian casualties.

🔹#Kherson Direction on #SouthFront:

▪️ Russian Air Force, supported by artillery, hit enemy concentrations of manpower and equipment on the right bank of the Dnieper River in Kherson and its suburbs.
In turn, the Ukrainian terrorists shelled civilian infrastructure and residential buildings in #Kakhovka and #Kardashinka. As a result of the strike on Novaya Kakhovka, a substation was severely damaged and the city was partially de-energized.

🔸Political and other Events:

▪️ The Commander-in-Chief of the AFU, Valeriy Zaluzhny, has held a telephone conversation with US Presidential National Security Adviser Jake Sullivan and Chairman of the Joint Chiefs of Staff, Mark Milley.

▪️ Ukrainian Prime Minister Denys Shmygal said that #Ukraine has implemented all seven recommendations of the European Commission to confirm the country's candidate status to the EU.

▪️ The Brovary City Council (#Kiev Region) has deprived UOC MP of the right to use land plots in the community.

▪️ Ukrainian Foreign Minister Dmitry Kuleba arrived on an unannounced visit to #Moldova and met with President Maia Sandu.

#Russia's Border Areas:

▪️ In #Belgorod region, Air Defence crews intercepted an air target in the town of #Grayvoron. According to preliminary reports, there were no casualties or damage.
Ukrainian formations shelled the village of #Spodaryushino, several residential buildings were damaged, no casualties among civilians.
In Shebekino, artillery shells damaged eight residential buildings and several cars, no civilians were injured.

🔹#Starobelsk (#Svatovo) Direction:

▪️ In the #Kupyansk sector, the situation has not changed significantly. Artillery duels continue along the line of contact.
To strengthen the defensive positions, the Ukrainian command moved additional forces to #Dvurechnaya.

▪️ In the #Liman sector, both sides are fighting positional battles in the Serebryanskoye forestry and near Balka Zhuravka. Russian units are striking at the enemy's strongholds.

🔹#Soledar (#Bakhmut) Direction:

▪️ On the outskirts of #Bakhmut, Ukrainian formations continue to suffer heavy losses in equipment and manpower as they attempt to retreat from the town. The retreating Ukrainian army units are subjected to point artillery strikes.

▪️ Heavy fighting continues for control of Liberators of Donbass Street, which is the last stronghold of the AFU on the western outskirts of the city.

▪️ The enemy fired four HIMARS rockets at the detention center of Ukrainian POWs. According to preliminary data, none of the prisoners were killed, several people were injured.

▪️ The Associated Press France news agency reported the death of correspondent Arman Soldin near Chasov Yar as a result of shelling of AFU positions.

🔹#Donetsk Direction:

▪️ Near #Novobakhmutovka, positional fighting continues west of the H-20 highway. The RF Armed Forces are cracking the defences of Ukrainian formations, preventing the transfer of reserves to the area with artillery fire.

▪️ The Ukrainian terrorists once again fired indiscriminately at populated areas of #Donetsk agglomeration. In #Ozeryanovka, a school building and several residential buildings were damaged, one person was wounded.

🔹#Zaporozhye Direction:

▪️ In #Melitopol district, the AFU terrorists shelled the village of #Plodorodnoye with HIMARS. One woman was killed and a girl was taken to hospital with wounds.

🔹#Kherson Direction on #SouthFront:

▪️ On the right bank of the #Dnieper River in #Kherson and its suburbs, Russian artillery struck enemy concentrations of personnel and equipment.
In turn, the Ukrainian terrorist formations shelled civilian infrastructure and residential buildings in #Kakhovka and #Vasylyevka.
As a result of the massive strike on Novaya Kakhovka, several transformers were damaged and the city was de-energized.

🔸Political and other Events:

▪️The #US announced another package of military assistance for Ukrainian formations in the amount of $ 1.2 billion, which included 155-mm shells, satellite reconnaissance and additional air defense batteries.

▪️ European Commission chief Ursula von der Leyen arrived in #Kiev for a visit.

▪️ According to the Washington Post, the #UK is preparing to transfer Storm Shadow air-launched missiles capable of hitting targets at a range of up to 300 kilometres.

▪️ Amendments to Law No. 3048-IX have come into force, according to which banks now have the right to block the accounts of Ukrainians for non-payment of debts again. In total, more than one million bank accounts are at risk of being blocked.

▪️ Ukrainian Deputy Trade and Agriculture Minister Taras Kachka said that the government is ready to completely ban all imports from #Moldova in response to a ban on imports of Ukrainian grain by the Moldovan side.

Bauer met with Defence Minister Anatoliy Nosatii and National Army Commander General Eduard Okhladciuc.

Ohladciuc thanked NATO for its assistance in combating "hybrid threats" (Defence Capabilities Strengthening Initiative), which refers to the growing pro-Russian sentiment among the Moldovan opposition, as well as in the PMR and Gagauzia.

▪️ Bauer also met with Prime Minister Dorin Recean, who highlighted the increase in the country's defence budget and the presence of the Moldovan army in international peacekeeping operations.
