With PM' s announcement in mind, SDBA will inform the DB community on final fate of Century Race and DBSMR very soon.

Let us go thru one final round of talks with our key stakeholders before we do so.

Dear Affiliates and Associates

MOH has issued the latest travel advisory and border restriction for travel to the whole of Italy, France, Spain and Germany today. If any of your crew mates have travelled to or from these countries including China and South Korea within the last 14 days , please advise them to avoid training or coming into contact with the rest of your crew. All previous notices regarding the procedures for submission of crew training list before training and disinfecting of boats after training still apply.

MOH has also issued the advisory for events and gatherings and has indicated that the limit is 250 pax. This will affect all of the dragon boats races organised by SDBA. In view of this SDBA will be meeting with the Authorities for a further discussion on the matter.

SDBA will update the dragon boat community formally on the final status of the Century Race and DBS Marina Regatta next week.
COVID19 Updates (as of 14.03.2020)

MOH has issued the latest travel advisory and border restriction for travel to the whole of Italy, France, Spain and Germany. If any of your crew mates have traveled to or from these countries including China and South Korea within the last 14 days , please advise them to avoid training or coming into contact with the rest of your crew.

All previous notices regarding the procedures for submission of crew training list for training and disinfecting of boats/PFD still apply. If you need help with getting disinfectants, please go to KWSC where we have prepared these for your use.

MOH has also issued the advisory for events and gatherings (see below). The indicated limit is 250 pax. This will AFFECT ALL DRAGON BOAT RACE EVENTS in Singapore.

SDBA's follow-up actions:
1. We will be seeking further clarifications from the Authorities regarding the conditions that governs the 250-pax limit in events.

2. With regards to upcoming events scheduled for this year - Singapore Dragon Boat Festival, PM Cup, Singapore National Games, AustCham 10km and Singapore Regatta Waterfest - we will see how to come-up with contingency plans. We may need to re-plan and regroup accordingly.

3. With regards to the Century Race and DBSMR, we will update their final fate next week. Obviously, the new MOH directive will have a telling impact on the decision for these races.

Life goes on. SDBA will see how the sport can still safely carry on for everyone - be it for the recreational or competitive crew. Let's maintain the current control measures and keep on practicing responsible social behavior. God Willing, our community will tide over this with safety and health intact.

Please be informed that the DBS Marina Regatta (DBSMR) 2020 shall be cancelled. Please refer to the official statement posted on DBS Facebook page, https://www.facebook.com/dbs.sg/

The global pandemic that is Covid19 requires Singapore to adopt stringent measures to control its spread and limit its reach. What we already know about its spreading mechanism, large gatherings where close contact is likely, can become susceptible. This is especially if an infected person is present. Sport events are by nature, large gatherings and the DBSMR with the dragon boat racing and annual festival of gastronomical treats, interactive experiences and family fun, is one very big gathering.

We would like to take this opportunity to thank both Singapore’s and the international dragon boat community for their interest and support in the DBSMR. Not forgetting all the sponsors and volunteers who have contributed much into making the DBSMR the world class dragon boat racing event that it is. This decision is made to protect us all.

We can remain hopeful that should the Covid19 climate improves, the DBSMR shall come back next year.

We would like to inform you that Singapore Dragon Boat Association will be conducting Time Trials for our National team over the next 2 weekends. Details are as follows:

Further advisories coming in light of latest directives.

We are working as quick as we possibly can with our partners, stakeholders and the authorities to come up with a safe & reasonable plan for the sport.
Century Race & SDBF:
As the DBS Marina Regatta had already been cancelled, SDBA and our valued partner PAssion Wave were hoping that we could still organize the Dragon Boat Century Race albeit on a smaller scale. Our intent was to keep the interest in our sport going and our dragon boat community spirit strong. It was also to provide something positive to look forward to.

We had plans on how to meet MOH's advisory on the max. 250-pax participants (de-centralized race program, am/pm racing clusters, etc.). We also drew up plans to implement social distancing between teams (i.e. separate team space with sufficient gaps, separate calling time per team per race, etc.)

Unfortunately, in light of the latest MOH advisory on necessary enhancements to the social distancing control measures, we can no longer confidently apply these plans for events. As such:

1) We are deferring any dragon boat racing events until 30 June.
2) The Century Race is therefore cancelled.
3) SDBF will be postponed to October. The new date will be confirmed after 30 June, depending on any further advisories. This is calculated to provide teams with at least 2 months of intensive training before competition in October

Dragon Boat Program Activity and Team Training:
We are discussing with the relevant authorities on how to safely implement social distancing inside the dragon boats and will update you once the decision is reached.

Please note that there is a possibility that the sport may need to go on hiatus if we are unable to meet the social distancing requirements.

We are trying very hard to avoid having to stop all dragon boating activities and hope to resolve this successfully.
Notice: Suspension of Dragon Boat water activities

In line with MOH’s advisory on the 1m personal social distancing and not more than 10 pax per gathering, we hereby announce the urgent suspension of all dragon boating activities with effect from Friday, 27 Mar 2020 until 30 Apr 2020.

It has been ascertained that it is not possible to implement the recommended 1m social distancing safely in the dragon boats. Even if the crew is staggered with one empty seat on alternate seats (zig-zag pattern), it is still not possible to meet the 1m requirement. Furthermore, the zig-zag pattern will reduce the number of crew inside the boat thus making it too light and affecting the stability of the boat.

In view of this,

1) All dragon boating activities on water shall cease:
• Dragon Boat Orientation Programmes (DOP)
• Dragon Boat Training on water

2) Dragon boat training on land:
• Teams are advised to comply with MOH’s 10 pax limit for gatherings/activities
• Ensure that the 1m social distancing is implemented

3) Dragon boat activities by Passion WaVe, Sports Hub and other dragon boat service providers:
• Passion WaVe, Sports Hub and all other dragon boat service providers are required to comply with SDBA’s suspension of all dragon boating activities on water
• Please check with the respective organisations on their implementation of the suspension

4) Access to KWSC:
• KWSC is still open as it is a shared facility with SCF however boats will not be available for rental

5) Access to the Kallang Dragon Boat Nursery:
• Entry will be restricted starting this Friday:
• Gates (main and back gate) will be locked on weekdays and access will be granted only on a case by case basis
• Teams or Associates who required access to their boats or equipment on weekdays (excluding Mondays), please write in to SDBA at least 48hrs in advance (Email: admin@sdba.org.sg, sharon.ng@sdba.org.sg and robertpoon@sdba.org.sg). You will be required to submit the crew contact tracing form
• On weekends, the back gate will be opened from 8am to 11am and from 2pm to 5pm. However you will be required to submit the crew contact tracing form at the point of the entry.
• Associates requiring access to their canoes and kayaks for programmes are required to contact SDBA at least 48hrs in advance
• Please note the MOH controls on the number of pax permitted in gatherings/activities applies as well i.e. each team is limited to not more than 10 pax per entry
• If the number of people exceeds 250 in the Nursery at any one time, SDBA will have to deny entry to the Nursery

6) For boat owners:
• Please make sure to tighten your boat covers to prevent the collection of rain water as they risk becoming potential mosquito breeding habitats especially during this dengue outbreak season which we are experiencing on top of Covid-19.
• Alternatively, you can overturn your boat for storage if you are unable to conduct regular checks and rectifications for your boat canvas covers.

7) Please note that the lifting of the suspension after 30 Apr 2020 will also be subject to the latest MOH advisory and Sports Singapore guidelines.

We are all in this together. It is important that we all play our part to help fight the spread of Covid-19 and dengue. Let us band together as a community, endure the unendurable and emerge stronger from the shadow of Covid-19.

The 12th IDBF Club Crew World Championships will not be held in 2020

After extensive consultation, the IDBF with the Fédération de Dragon Boat for France (FDB) and the Organising Committee have agreed that this year’s CCWC will not be held in 2020.
 
The main reason behind this decision is for the health and wellbeing of our athletes. Some of the factors which guided our decision include (but not limited to) the following:
 

athletes in most countries are restricted in being able to train as a team and to prepare effectively

some athletes will be affected by economic pressures due to potential loss of income through shorter work hours or time off without pay

consideration of vulnerable family members

the inability to effectively predict what travel restrictions may still be in force

the volatility in the exchange rate will increase the costs to athletes

 
The IDBF Executive has been meeting frequently to discuss the COVID-19 situation and held dialogue with national dragon boat federations, race officials, athletes and clubs. The welfare of our race officials, volunteers, supporters and broader stakeholders who face similar family and financial challenges were also discussed.
 
We hope that this decision will be a relief to many and enable everyone to move forward on other priorities. As the world governing body for dragon boat sport, the health and welfare of the dragon boat community must be at the fore front of any decisions we make.
 
The feasibility and impacts of moving the Championship is complex and is now being closely considered. The Organising Committee and the City of Aix les Bains are still committed to hosting the Championships in 2021.
 
We appreciate and thank everyone for their understanding and patience during this time in particular the qualifying clubs, FDB, Organising Committee and Commissions.
 
For now, it is important that each and every one of us follow the advice of our governments, to do what we can individually, to help to contain the spread of the virus.

Following the Manpower Minister, Ms Josephine Teo’s announcement on 1st April 2020, that Ministry of Manpower (MOM) expects workplaces to implement telecommuting (work from home), if feasible to do so, the SDBA Admin Office will be implementing telecommuting for all its staff with effect from 3 April 2020. As there will be no staff in the office to answer phone calls, please write in to admin@sdba.org.sg if you have any queries and we will try to attend to you as soon as possible.

Please note that access, by approval, to the Kallang Dragon Boat Nursery on weekdays will be confined to only Tuesdays and Thursdays from 11am to 3pm. You will need to write in to SDBA with your request and the completed crew contract tracing form, not later than 48hrs before your planned access.

On weekends, the Kallang Dragon Boat Nursery back gate will continue to be open from 8am to 11am and from 2pm to 5pm and teams are expected to keep to MOH’s guidelines for group gatherings and social distancing and to provide SDBA with the details of the group for contact tracing purposes.

With the latest announcement on more austere COVID-19 control measures, the government has installed a new Circuit Breaker plan:-

SDBA has already initiated work from home measures for our admin staff. For dragon boat owners, we’ve permitted some limited access into Nursery for maintenance as well as long term storage preparation. Boat Owners were advised to pull taut your canvas covers or overturn your boats. However we notice not all boat owners have done this despite repeated reminders and there are even some with broken canvas covers which have caused water to be collected in the boats.

In lieu of the Circuit Breaker control measures, starting Tuesday 7 April 2020, Nursery and KWSC will be permanently closed until 4 May 2020. No more access to teams will be permitted. The relevant authorities has only consented for essential facility management services to carry on.

SDBA will continue to monitor the status and condition of the dragon boats inside Nursery. If a dragon boat is filled with water due to the canvas covers not properly installed, we will document this and please be informed that we may even impose an administrative fee on the boat owner.

Please be safe during this period. COVID-19 is painful to everyone. So we now have to endure the un-endurable. As long as we all stay united and have a common goal to overcome CONVID-19, we will prevail as a community and as a nation. Please take care of yourself and your loved ones

Re: Dragon Boats in Nursery

In view of the measures imposed under the Covid-19 Circuit Breaker, access to the Nursery is further restricted.

It is no longer permissible to allow teams to come to the Nursery to overturn their boats as this act will contravene the COVID-19 (Temporary Measures) Act 2020, (S254/2020).

Unfortunately, many teams still did not or have been unable to carry out the necessary tightening, replacement of broken canvas covers or overturning of their boats before 7 Apr 2020, the start of the Circuit Breaker. Together with the current weather conditions, this has allowed some of the boats in the Nursery to collect water due to the state of their boat canvas covers (broken or loose).

In view of this, SDBA will be taking the following steps to alleviate the situation:

1) Removal of water from properly secured canvas boat covers every Monday and Friday by our maintenance contractor. Please note that the maintenance contract does not call for the removal of water collected inside the boat due to open exposure (i.e. boats left totally uncovered or exposed) or unsecured/ improperly applied canvas covers.
2) Tightening the covers of affected boats where possible
3) For boats that have already collected water, SDBA will:
a. Bail water out from the boats this one time if possible and tighten and re-secure the covers, however if not possible to do so, we will;
b. Pour a fouling solution into the boat (i.e. disinfectants such as Dettol or Pines) to foul-up the water so as to temporarily prevent mosquito breeding, at least until the next follow-up actions and:-
c. Finally as a Last Resort - Pour oil in the boat (which will create an impenetrable layer on the water surface for mosquito to lay eggs)

SDBA will monitor regularly as part of our facility maintenance programme.

Your kind understanding on these necessary actions adopted during this critical period to prevent mosquito breeding is greatly appreciated.
