➡️ WHAT IS ruID?
ruID is an official app for foreigners travelling to Russia. It lets users create a Gosuslugi account, submit an entry declaration, provide biometric data and receive a QR code after arrival.
But ruID is NOT A VISA — this is a just separate requirement — and does not guarantee entry; the final decision is made at the border.
➡️ WHO NEEDS IT?
The declaration must be submitted by foreigners entering Russia WITHOUT A VISA. Travellers with a regular or e-visa normally do not need it.
Main exemptions:
❎ citizens of Belarus
❎ children under six
❎ certain diplomats and international officials
➡️ HOW TO APPLY
A Russian phone number and SNILS are not required for registration. The app asks for:
✍️ passport details and an image
✍️ a facial photo and voice recordings
✍️ the purpose and dates of the trip
✍️ regions to be visited
✍️ details of accompanying children
Use the same passport in the app and at the border — mistakes in names, dates or document numbers may cause delays.
⌛ Submit the declaration at least 72 HOURS BEFORE ENTRY. It may be filed up to 90 days before travel. In a documented emergency, a four-hour procedure may apply.
➡️ QR CODE AND BORDER CHECKS
The QR code is created AFTER ENTRY. Note that it does not replace a passport, visa, residence permit or other original document.
At equipped checkpoints, officers may take a photo and fingerprints.
The procedure is formally mandatory for people covered by the rules. However, the lack of a declaration or QR code is not, by itself, a reason to refuse entry. It may still cause checks, delays or problems with migration services.
Information from ruID may become part of the migration record in the future.
➡️ WORKERS AND STUDENTS
Visa-free travellers coming for work or study must select the correct purpose. Since 30 June 2026, this information may be used when they apply for migration services. Choosing “tourism” or “private visit” may complicate later paperwork.

Russia’s Register of Controlled Persons (Реестр контролируемых лиц) lists foreigners whom the Ministry of Internal Affairs (MVD) considers to have no legal basis to stay in Russia.
A person in this list cannot:
⛔ register a company or become an individual entrepreneur
⛔ buy or register real estate or vehicle
⛔ drive or obtaining a Russian driving licence
⛔ marry
⛔ change their place of residence without permission
⛔ leave the relevant region except for departure from Russia
🔍 CHECK THE REGISTER
Use the official MVD website or Gosuslugi.
Enter your name, date of birth, passport number and issue date exactly as shown in your documents. If Russian records use different spellings, check each version.
Save a screenshot or PDF showing the result, date and time. Note that “Information absent” only means that no matching record was found at that moment.
The service is normally updated within 24 hours after a record is added or removed. You may be treated as notified from the date the entry appears online — no letter or SMS is required.
🔍 IF YOU ARE LISTED
Write to the territorial MVD migration office and ask for:
❓ the reason and date of inclusion
❓ the number and date of the decision behind it
❓ the authority that issued the decision
❓ a copy of the decision and the passport details used
MOST CASES INVOLVE:
🖊️ WRONG DATA: a name, birth-date or passport error, a duplicate record, or another person’s details.
🖊️ OUTDATED DATA: you left Russia, received lawful status, or had the original decision cancelled, but the Register was not updated.
🖊️ AN UNLAWFUL DECISION: the entry is based on an entry ban, deportation order or another act that must be challenged.
🔍 REQUEST A CORRECTION
Send a written application to the MVD and keep proof of filing. Attach supporting documents, such as passports, translations, immigration papers, border-crossing evidence, or a decision cancelling the measure behind the entry.
Ask the MVD to explain the grounds, correct the data, remove the entry where required by law, and confirm this in writing.
If another authority made the original decision, you should first challenge it before that authority or in court. The MVD cannot cancel another agency’s act.
🔍 COURT ACTION AND DEADLINES
Most MVD decisions or failures to act are challenged under Chapter 22 of Russia’s Code of Administrative Judicial Procedure. The usual time limit is 3 months from the date you learned of the violation.
An administrative-expulsion order is normally appealed under different rules within 10 days after you receive a copy.
A complaint or lawsuit does not automatically stop deportation. If removal is close, ask the court separately for interim protection.
After removal, check the Register again after 24 hours. Save the new result and show the correction decision to any bank or authority still using the old record.

✏️ IMMIGRATION RESIDENCE: RVP AND VNZh
We have often mentioned the rights and responsibilities of such residents. In brief:
📗 An RVP is a temporary residence permit, usually valid for 3 years.
📗 A VNZh is a permanent residence permit, usually issued without an expiry date.
These documents allow an immigrant to live and work in Russia. They do not decide tax residence. For currency residence, however, a VNZh is important.
✏️ TAX RESIDENCE
It mainly depends on time spent in the Russian Federation.
As a general rule, a person (no matter if this is a Russian citizen or not) is a tax resident after spending at least 183 calendar days in Russia during 12 consecutive months. For personal income tax, final status for a particular year is normally based on the days spent in Russia during that calendar year.
Tax residence affects which income Russia may tax and which tax rules apply. In short, a resident pays 13% or, rarely, more of their income, while a non-resident pays 30%.
✏️ CURRENCY RESIDENCE
Currency residence is a status under Russian currency-control law. It applies to:
📗 every Russian citizen, incl. one living abroad, and
📗 a VNZh holder
A foreigner with only an RVP is not a currency resident merely because of that permit.
❓ WHY DOES IT MATTER?
Currency residents may have duties relating to accounts with foreign banks and certain other foreign financial institutions. They may need to:
📑 notify the Russian tax authorities within 1 month after opening or closing an account, or changing its details;
📑 file an annual account-activity report, normally by 1 June of the following year; and
📑 follow restrictions on certain transfers, payments and currency transactions. E. g., the law restricts foreign-currency operations between currency residents.
Exemptions may apply, so each case should be checked separately.
❓ DOES THE 183-DAY RULE ALSO APPLY?
Yes, but differently. If a currency resident spends more than 183 days outside Russia during a calendar year, many foreign-account notification and reporting duties may not apply for that year.
The person does not, however, stop being a currency resident. The position must be checked again each calendar year.

💰 TAX RESIDENCE AND INCOME SOURCE
A person is generally a Russian tax resident after spending at least 183 days in Russia during 12 consecutive months. A visa, work permit, patent or residence permit does not matter in this case.
Such residents usually pay Russian tax on income from Russia and abroad. Non-residents usually pay tax only on Russian-source income. Salary for work performed in Russia is Russian-source income, even when paid from another country. Some remote-work payments from a Russian employer are also treated as Russian-source income.
💰 NDFL RATES
The progressive salary-tax scale is:
🔸 up to 2.4 million rubles a year — 13%
🔸 2.4–5 MM — 15%
🔸 5–20 MM — 18%
🔸 20–50 MM — 20%
🔸 above 50 MM — 22%
Only the part above each threshold is taxed at the higher rate.
An ordinary non-resident normally pays 30% on Russian-source salary.
The 13–22% scale also applies to:

Patent workers make fixed monthly advance payments. In 2026, the base amount is 3,410.40 rubles multiplied by the regional coefficient. An employer may offset these payments against salary tax only after receiving the required tax-authority notice and the employee’s documents.
Highly qualified specialists generally pay 13–22% on employment income even when they are non-residents. EAEU employees must have both citizenship and tax residence in an EAEU country to qualify.
Employers should track travel days because residence status may change during the year.
💰 EMPLOYER CONTRIBUTIONS AND DEADLINES
Insurance contributions are normally an extra employer cost. General rates are:
🔸 30% on annual payments up to 2,979,000 rubles per employee;

💸 LEAVING RUSSIA WITH OUTSTANDING DEBTS, FINES OR COURT PROCEEDINGS
Leaving Russia does not cancel a debt, fine, or court case. But not every unpaid obligation prevents a foreigner from leaving Russia.
💸 WHEN CAN DEPARTURE BE RESTRICTED?
It may happen if you:
🚫 have been detained on suspicion of a criminal offence or charged
🚫 have been convicted and has not completed the sentence
🚫 are evading obligations imposed by a court
🚫 have not fulfilled tax obligations
🚫 have not served administrative arrest or community service
An ordinary unpaid civil debt or administrative fine does not normally create an automatic exit ban. In most debt cases, the Federal Bailiff Service, (FSSP, "ФССП"), must first open enforcement proceedings and issue a temporary restriction on departure.

💸 PRIVATE DEBTS
Unpaid rent, loans, utility bills, contractual debts and damages remain enforceable after the debtor leaves Russia.
A creditor may bring or continue proceedings in a Russian court where Russian courts have jurisdiction. If the creditor obtains an enforceable judgment, bailiffs may seek recovery from the debtor’s Russian:
🔒 bank accounts
🔒 salary
🔒 cars
🔒 real estate
🔒 securities
If the debtor has no property or income in Russia, enforcement may be closed as unsuccessful. But enforcement may be restarted if the debtor later acquires Russian assets or returns to work in Russia.
Recovering against assets located abroad requires recognition and enforcement of the Russian judgment in the relevant foreign country. Whether this is possible depends on that country’s law and any applicable international agreement.
💸 ADMINISTRATIVE FINES
Usually, a Russian administrative fine must be paid within 60 days – failure to pay may lead to compulsory enforcement, a separate administrative case, etc.
💸 CIVIL OR COMMERCIAL PROCEEDINGS
Such a lawsuit does not normally prevent a defendant from leaving Russia, and the case may continue after departure.
If the defendant has been properly notified, the court may hear the case without them and sometimes issue a default judgment.
Note that documents sent to the last address known to the court may be treated as delivered even when the person no longer lives there. So, foreigners sometimes discover the judgment only after Russian accounts have been frozen.

A long time ago, we published a series of posts on Russian immigration law — how to move to Russia, the key concepts in immigration law, etc. We think it’s time to update them, especially given that immigration rules have changed over the past few years.
And we'll start with the most fundamental question: what are the ways to move to Russia?

🇷🇺 HOW TO MOVE TO RUSSIA
Russia has no single “immigration visa.” You normally enter for a specific purpose and then apply for the residence status that matches your circumstances.
The two main statuses are:
📕 RVP (РВП) — a temporary residence permit, usually valid for 3 years.
📕 VNZh (ВНЖ) — a permanent residence permit, generally allowing you to live and work throughout Russia.
The standard path is RVP → VNZh → (if desired) citizenship.
Some applicants may apply directly for VNZh and, sometimes, for citizenship right after that.
A tourist visa, e-visa or ordinary visa-free visit is not a permanent immigration status. As a general rule, most visa-free visitors may stay in Russia for no more than 90 days in total during one calendar year.
✈️ WORK
A Russian employer may arrange a work visa and work authorization. Ordinary employment does not automatically lead to residence, but simplified routes exist for some highly qualified specialists, eligible IT professionals and foreigners employed in certain listed occupations.
✈️ STUDY
Foreign students usually need a university invitation and, where required, a student visa. Full-time students in qualifying programmes at state universities or research institutions may apply for an educational RVP. It covers the study period plus 180 days, and graduates may apply for VNZh within 3 years.
✈️ FAMILY
Marriage to a Russian citizen who lives in Russia may support a quota-free RVP, usually after 3 years. This waiting period may not apply when the spouses have a child born or adopted during the marriage. Some parents and children of Russian citizens can qualify directly for VNZh. But marriage does not grant citizenship automatically.
✈️ BUSINESS AND INVESTMENT
Opening a company or buying an ordinary home does not create residence rights by itself. Investors who meet official criteria may qualify for VNZh through approved investments, business activity, tax payments or certain property investments.
✈️ ANCESTRY AND SPECIAL PROGRAMMES
Former Soviet citizens, descendants, compatriots and people with qualifying links to Russia may have simplified options. Citizens of Belarus, Kazakhstan, Moldova and Ukraine also have country-specific routes. Other programmes cover certain applicants who “share traditional Russian values” or have exceptional skills and achievements - we will dedicate a separate article to them.
✈️ OTHER OPTIONS
Qualifying military service may provide access to permanent residence or simplified citizenship.
Applicants without a special basis can seek an RVP under a limited regional quota - today you will read about this in more detail.
❕ IMPORTANT POINTS
📝 An ordinary RVP usually limits residence and work to the issuing region.
📝 Some male applicants aged 18–65 must provide military-service documents or proof of medical unfitness under certain routes. At least this rule is in effect now.
📝 VNZh is often indefinite, but citizenship requires a separate application – the general route usually requires five years of permanent residence.

A Temporary Residence Permit, or RVP, allows a foreigner to live in Russia for three years. It is often the first step toward permanent residence and then citizenship. The RVP cannot be extended: before it expires, you must obtain another status or leave Russia.
✏️ DO YOU NEED A QUOTA?
Many applicants must first receive a place under an annual regional quota. Each region has a limited number, and approval is not guaranteed.
You may apply without a quota in several cases, incl. when you:
✅ have been married to a Russian citizen for at least 3 years
✅ are married to a Russian citizen and have a child from that marriage
✅ serve in the Russian military
✅ can obtain permanent residence directly
✅ participate in the state resettlement program for compatriots
✅ are a citizen of Kazakhstan, Moldova, or Ukraine
✅ graduated from a Russian university and are a citizen of a former Soviet republic
✅ qualify under a special presidential decree, etc.
