💬 С.В.Лавров: За три года, прошедшие со времени проведения предыдущего Конгресса в октябре 2021 года, ситуация на международной арене не стала проще.

«Коллективный Запад» во главе с США буквально «удесятерил» усилия по системному сдерживанию России и развязал против нашей страны полномасштабную гибридную агрессию с целью нанесения нам «стратегического поражения».

Вашингтон и его натовские ведомые откровенно заявляют о своем намерении отбросить Россию на обочину мирового развития.

Все потуги наших недоброжелателей обречены на провал.

Россия уверенно ведёт специальную военную операцию для обеспечения защиты своих законных интересов в области безопасности, недопущения превращения Украины во враждебное нам образование, находящееся под контролем НАТО, а самое главное для защиты русских людей Донбасса и Новороссии, для защиты их прав, которые провозглашены в Уставе ООН и которые растоптал киевский режим при поддержке Запада.

Гонение на Украинскую православную церковь – ещё одно тому свидетельство. Это тоже нарушение Устава ООН, который требует уважать права человека независимо от расы, пола, языка и религии.

Все цели специальной военной операции, поставленные Президентом России В.В.Путиным, будут обязательно достигнуты. Безопасность России, жизнь, честь, достоинство наших граждан и соотечественников, их право жить на земле предков, разговаривать на родном языке, хранить свою историю и духовно-нравственные ценности будут надёжно обеспечены.

Потерпели полное фиаско и попытки изолировать Россию на международной арене.

Государства Мирового большинства не идут на поводу у Запада и укрепляют отношения с нами в самых разных форматах и областях. Тому свидетельство и итоги саммита БРИКС в Казани под российским председательством. Народы Глобального Юга и Востока понимают, что суверенная, сильная Россия – это важнейший фактор формирования справедливого многополярного миропорядка, опирающегося не на словах, а на деле на принципы Устава ООН не выборочно, а во всей их совокупности и взаимосвязи. Такой миропорядок будет выражать интересы всего человечества, а не только горстки стран «золотого миллиарда».

Отдаём себе отчет, что ситуация в мире сказывается и на нашей с вами работе. Об этом говорится в послании Президента В.В.Путина. Координационные советы организаций соотечественников и другие соотечественные объединения в недружественных странах сталкиваются с серьёзным давлением, проявлениями русофобии, иных видов дискриминации, попытками «отменить» российскую культуру и вытеснить русский язык из общественной и даже повседневной жизни, расколоть мировое православие.

Перед лицом беспрецедентного давления вы продолжаете сохранять духовную, культурную и языковую связь с исторической Родиной, вносите вклад в укрепление наших позиций на международной арене. Представительный состав участников нынешнего Конгресса наглядно демонстрирует, что намерения разобщить Русский мир, кто бы их ни вынашивал, абсолютно бесперспективны.

Убедительным проявлением сплоченности российской диаспоры стали прошедшие в марте выборы Президента Российской Федерации, в ходе которых большинство наших граждан за рубежом поддержали В.В.Путина. Признательны за вашу помощь нашим загранучреждениям и активное участие в организации и проведении голосования.

Тема конгресса – «Вместе с Россией» – актуальна как никогда. Ситуация в мире требует дополнительного напряжения и сопряжения усилий.

⚡️ Statement by the Federation Council of the Federal Assembly of the Russian Federation on the necessity of ending the economic, commercial and financial embargo on Cuba imposed by the United States

✍️ The Federation Council of the Federal Assembly of the Russian Federation notes that the economic, commercial and financial embargo on the Republic of Cuba imposed by the United States (US) constitutes a clear violation of the generally recognised principles and norms of international law, including the Charter of the United Nations (UN).

The Senators of the Russian Federation emphasise that an overwhelming majority of UN member states have been supporting the legitimate demands by the people of Cuba to end the anti-Cuban sanctions policy by the United States. For more than 30 years now, they have been voting for adopting UN General Assembly resolutions on the necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba.

The Federation Council of the Federal Assembly of the Russian Federation calls for revoking the so-called Helms-Burton Act. Adopted by the United States on March 12, 1996, it violates the sovereign right of the people of Cuba and their foreign partners to freely promote mutually beneficial trade, economic and financial ties.

The Senators of the Russian Federation plead for immediately taking the Republic of Cuba off the list of states sponsoring terrorism after the US Department of State designated Cuba on this list in an illegal and arbitrary manner.

The Federation Council of the Federal Assembly of the Russian Federation stands for further strengthening and expanding bilateral ties with the National Assembly of People’s Power of the Republic of Cuba.

🤝 The Senators of the Russian Federation emphasise that Russia and Cuba have a tradition of proceeding in their relations from the principles of friendship, trust and mutual respect. In this context, they intend to keep supporting the people of Cuba and their legitimate demands to end the restrictions which were imposed by the United States against the Republic of Cuba in violation of international law.

❗️The Federation Council of the Federal Assembly of the Russian Federation proclaims the necessity of putting an unconditional end to the economic, commercial and financial embargo imposed by the United States against the Republic of Cuba, and calls on the Inter-Parliamentary Union, other international parliamentary organisations and foreign parliaments to advocate efforts aimed at fulfilling the corresponding UN General Assembly resolutions as quickly as possible.

Key talking points:

• The global balance of power is undergoing transformative changes, driven by the objective trends in the world economy where the influence of the states of the Global South and the Global East, and indeed the World Majority, is growing.

• The economic resurgence enables an increasing number of non-Western nations to consistently bolster their sovereignty and to pursue a nationally oriented agenda in both foreign and domestic policy.

• Following the start of the special military operation in Ukraine, Washington and its allies, as part of the hybrid war they are waging, have launched an aggressive sanctions campaign against Russia. In the past decade, more than 21,000 sanctions have been imposed on our country across various domains, including economy, finance, trade, investment, media, culture, sport, and broadly, people-to-people contacts. These neo-colonial practices of the West primarily impact the developing countries of Asia, Africa, and Latin America.

• The adverse effect of this campaign against the undesired is that the West is undermining itself. <...> Western capitals have conveniently forgotten principles such as fair competition, the inviolability of property, the presumption of innocence, among others.

• When economic pressure fails to sway truly sovereign nations, the West, led by the United States, resorts to threats, blackmail, and even the use of force.

• It is sad to state that the ruling elites in many European countries evidently see no future for themselves in a multipolar world and are looking instead to the overseas hegemon to save them.

• The West is never satisfied with what they have. The war they started against Russia in Europe wasn’t enough.

• NATO now plans to conduct “defensive” operations in the South China Sea and the Taiwan Strait which lie thousands of miles away from its shores. Any right-minded observer knows that this path will lead nowhere.

• The obsession [of the West] with controlling absolutely everything has led to a rash of tragedies in the Middle East.

• This year, yet another independent UN member — Yemen — came under an aggression of the West [Anglo-Saxons]. The Syrian Arab Republic is still reeling from the shock of American interference. The United States has effectively blocked all multilateral mechanisms aimed at promoting the Palestinian-Israeli settlement.

• The serious challenges facing the world call for a united effort based on equality, rather than submission to those who seek global dominance.

• Establishing direct contacts and horizontal ties among all regional integration entities and with #BRICS which already includes the key countries that are regional leaders, is a significant step towards multipolarity.

• Another area of focus is the de-dollarisation of the international financial and economic system. I wish to remind you that the share of national currencies in Russia's transactions with the #SCO and #EAEU countries has surpassed 90%, and with the BRICS nations, we are approaching 65%. This figure continues to grow.

🇺🇳 People often ask: what will multipolarity rely on in terms of international legal foundation? There’s no need to look for new principles; they are all there in the UN Charter 👉 #UNCharterIsOurRules.

The problem is that our Western partners have never fully respected these principles.

📄 The Russian Foreign Ministry has compiled and issued a report on the indigenous peoples rights situation in certain countries, focusing on the analysis of the situation with native population of the six member-states of the Arctic Council — Denmark, Canada, Norway, US, Finland, and Sweden, as well as in Australia, New Zealand and Japan.

The US, Canada, and their allies have recently been stepping up their activities at international platforms, in regional formats, and the media, trying to shift the focus from the vital problems of indigenous peoples in North America and the Western countries of the Arctic Region, as well as in Australia, New Zealand and Japan to the so-called “violations of indigenous peoples’ rights” in Russia and in a number of major developing countries.

❗️At the same time, practically all the above-mentioned countries have pursued, in one way or another, assimilation and discriminatory policy towards their aboriginal populations, which has created numerous socio-political and cultural problems. Nowadays, many countries develop mechanisms for coordination and cooperation with indigenous peoples.

There are common problems that indigenous peoples in various countries are confronted with:

• a gradual erosion of their traditional way of life as a result of earlier assimilation policies;

• violation of the indigenous peoples’ rights to lands of traditional inhabitance and natural resources;

• decay of the natural environment due to industrial development and certain countries’ overseas military activities;

• high unemployment and indigenous communities’ dependence on government subsidies.

The worst affected by these negative phenomena are the countries in the Arctic Region, where the above-mentioned problems are still relevant. As a result, there is a need for solutions, including those suggested by the international community, and this is the reason why these problems are covered in this separate report.

🇷🇺🇧🇾 This agenda was included in the first joint report on the human rights situation in certain countries, produced by the Russian Foreign Ministry and the Foreign Ministry of the Republic of Belarus, published in June 2024. The Russian Foreign Ministry’s annual reports on human rights issues also systematically address these subjects, including those related to the glorification of Nazism, the spread of neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance (the latest issue of that report was published in September, 2024).

⚡️ Russia's Foreign Ministry statement on elections in the United States of America

The victory of Donald Trump in the presidential election and his return to the White House after a four-year break obviously reflect Americans’ disappointment in the performance of the Biden administration and the election programme of the Democratic Party formulated by Vice-President Kamala Harris, who was hastily chosen to replace the incumbent President in the race.

Despite an overpowering propaganda campaign, which Democrats launched against Donald Trump based on the administrative resource and support from the liberal media, the Republican candidate, who relied on the experience of his previous presidency, highlighted issues that are of real interest to the electorate, namely, the economy and illegal migration, as a counterbalance to the White House’s globalist course.

In these circumstances, the ruling group was unable to use the chronically ill American “democracy,” a system, which is outdated, archaic and incompatible with the modern standards of direct, fair and transparent elections, to prevent Kamala Harris’s defeat.

At the same time, there is an obvious civil discord in the United States, whose electorate has split into almost equal halves. In fact, we are witnessing confrontation between Democratic and Republican states, and between the advocates of “progressive” and traditional values. It is possible that Donald Trump’s return will fuel internal tensions and bitterness between the confronting camps.

❗️ We have no illusions regarding the President-elect, who is well known in Russia, or the new Congress, where Republicans have reportedly won control. The US ruling political elite adheres to anti-Russia principles and the policy of “containing Moscow.” This line does not depend on changes in America’s domestic political barometer, no matter if it is Trump and his supporters’ “America above all” or the Democrats’ focus on a “rules-based world order.”

🇷🇺🇺🇸 Russia will interact with the new administration when it comes to the White House, firmly upholding Russia’s national interests and working to achieve all the goals of the special military operation.

Our conditions have not changed, and Washington is well aware of them.

About the history of the National Unity Day holiday

🗓️ National Unity Day was added to Russia’s calendar on November 4, 2005, to celebrate the people’s militia who liberated Moscow from Polish occupation in 1612.

The invaders were driven out of the Russian capital, which put an end to the lengthy period of the Time of Troubles and led to the election of a new tsar, Mikhail Romanov.

Today we will tell you about those tragic events and the heroism of the Russian people who did their utmost to save their homeland.

Ключевые тезисы:

• Декларации, заявления, обещания, какие-то сигналы, конечно, важны. С американской стороны они поступают по разным линиям и на всех уровнях, и это всё фиксируется. Но нужны действия, и оценки нами будут даваться по конкретным делам будущей администрации. 47-й теперь уже президент США стал известен, и он нам известен по его предыдущему хождению во власть. Я думаю, что некоторые посылы с его стороны относительно сверхбыстрого урегулирования ситуации на Украине – это не более, чем риторика, это не более, чем способ привлечь к себе дополнительное внимание на предвыборном отрезке.

• Понятно, что простого решения проблемы или проблем, связанных с происходящим на Украине и вокруг неё, быть не может. И путь, по которому мы предлагаем двигаться – он единственный реалистичный, был определён в ходе выступления президента в МИД 14 июня и в последующем неоднократно излагался и конкретизировался, включая выступление на «Валдае».

☝️ У нас нет конъюнктурных колебаний и нет постановки наших коренных интересов в зависимость от того, кто в конечном итоге находится в Овальном кабинете Белого дома. Об этом, кстати, достаточно определённо было сказано в заявлении МИД России, опубликованном на следующий день после выборов в США.

• К сожалению, приходится констатировать внешнеполитический эгоизм Вашингтона, его стремление поставить себе на службу любой инструментарий, в том числе в сфере контроля над вооружениями. На службу в том смысле, что такого рода договоры и соглашения, по их мнению, должны обеспечивать только и исключительно интересы Вашингтона. А когда речь идёт о сбалансированных и выверенных документах, от реализации которых выигрывает не только США, то тогда естественным образом возникает вопрос для мыслящих подобного рода категориями о целесообразности выхода из этих документов.

• Что касается ситуации по Украине, то обмен сигналами по закрытым каналам периодически проводится. Должен вам сказать, что позиция Вашингтона с точки зрения его убежденности в необходимости продолжать опаснейший эскалационный курс практически не меняется, несмотря на связанные с этим риски. Мы имеем буквально единичные эпизоды, когда подобный обмен сигналами приводил к неким результатам, с нашей точки зрения, важным, необходимым и положительным.
