President of Russia Vladimir Putin’s speech at the meeting with senior staff of the Russian Foreign Ministry
[excerpts]
The world is changing rapidly. More countries are striving to strengthen their sovereignty, self-sufficiency, and national and cultural identity. The countries of the Global South and East are gaining prominence. Since the Soviet times, we have always acknowledged the importance of these regions, but today the dynamics have completely shifted, and this is becoming increasingly evident.
This new political and economic reality now serves as the foundation for the emerging multipolar and multilateral world order, and this is an inevitable process.
The West not only undermined the world’s military-political stability by its actions. It has compromised and weakened the key market institutions by its sanctions and trade wars. Using the IMF and the World Bank and twisting the climate agenda, it has been restraining the development of the Global South.
Russia did not start the war in Ukraine. It was the Kiev regime that initiated hostilities. If we do not recognise the right of peoples to declare their independence, then this is indeed aggression. Those who have supported the Kiev regime’s war machine over the years are, therefore, accomplices to this aggression.
It is expected that the conference in Switzerland will avoid addressing the fundamental issues underlying the current crisis in international security and stability, including the true roots of the Ukrainian conflict. Despite efforts to present a seemingly respectable agenda, these critical matters are unlikely to be discussed.
It is impossible to reach a peaceful solution to the Ukraine crisis and to overall European security without Russia’s participation, without an honest and responsible dialogue with us.
Today, we are presenting another concrete and genuine peace proposal. If Kiev and Western capitals reject it again, as they have done before, then ultimately, it becomes their responsibility, both political and moral, for the ongoing bloodshed.
The essence of our proposal is not a temporary truce or ceasefire, as the West might prefer, to allow the Kiev regime to recover, rearm, and prepare for a new offensive. I repeat: we are not discussing freezing the conflict, but its definitive resolution.

🕯 June 22 marks the Day of Memory and Sorrow in Russia.
At dawn on June 2️⃣2️⃣, 1941, enemy aviation launched massive attacks on airfields, railway stations, Soviet naval bases and numerous cities along the entire western state border to a depth of up to 250-300 km.
This opened one of the most tragic chapters in our country’s history. The Great Patriotic War broke out.
Hitler had a lightning war in mind. Operation Barbarossa implied a crushing defeat of the Red Army and the defeat of the Soviet Union within a few months with the help of the hitherto faultless blitzkrieg tactics.
Romania, Italy and other countries joined Germany to form a united front against the Soviet Union.
However, the Red Army’s fierce resistance and the efforts of all Soviet people foiled the Third Reich’s plans.
🎙 The news about German invasion and the beginning of the war was announced over the radio. At noon on June 22 the People’s Commissar for Foreign Affairs V.Molotov addressed the Soviet citizens with a phrase that went down in history:
“Ours is a righteous cause. The enemy shall be defeated. Victory will be ours”.
The Great Patriotic War lasted 1418 days and nights and ended on May 9, 1945 with the victory of the Soviet Union and the complete rout of the Nazi bloc.
❗️ The Soviet people perished amounts to 40% of all human losses in WWII, i.e. 26.6 million people! Of them, more than 8.7 million died in combat, 7.42 million were intentionally exterminated by the Nazis in the occupied territories, and over 4.1 million died from the atrocious conditions of the occupation regime.
• Since 2009, the day marked by the Candle of Memory nationwide action. Candles are lit throughout Russia in the silence of the night in memory of all those who died during the Great Patriotic War protecting our peaceful life.
Since 2020, an annual nationwide minute of silence has been held at 12:15 Moscow time the exact time when the Soviet government announced Nazi Germany’s invasion.

❗️ Foreign Ministry statement on the terrorist attack at Sevastopol
On June 23, the Kiev regime, with support from the US and its satellites, committed yet another heinous terrorist crime against civilians in Russia by firing missiles at Sevastopol. For their terrorist attack, they specially chose a day – Holy Trinity Sunday – one of the most important holidays celebrated by the Russian Orthodox Church.
◼️ Four people were killed, including a two-year-old boy, who was playing on the municipal beach, and a nine-year-old girl. 151 people applied for medical assistance; 82 – 55 adults and 27 children – were hospitalised, many of them in a grave condition. All patients are receiving skilled medical aid.
According to the Defence Ministry of Russia, the attackers used US ATACMS operational missiles with cluster warheads for greater kill ability. All flight data was entered by US military crews based on US reconnaissance satellite inputs. A Global Hawk US reconnaissance drone was on duty off Crimea.
The Investigative Committee of Russia has promptly started an investigation into this crime. All those implicated in this and other terrorist attacks in the territory of the Russian Federation will incur inevitable punishment.
There is no doubt that the United States is involved in this ominous crime. <...> A response to this crime will inevitably follow.
☝️ The Western capitals continue to criminally hush up the Zelensky regime’s barbarous actions. There are no denouncements from international organisations either. The Russian Federation is again urging them to give a proper assessment to yet another outrage perpetrated by the Kiev regime and the West.
Russia expresses its sincere gratitude for the condolences conveyed by officials from friendly states and by members of the European and US public. The words of commiseration continue to come in.
🕯 We commiserate with Sevastopol, where a day of mourning has been announced today. We express condolences to the families and friends of the victims and wish an early recovery to the wounded.

⚡️The U.S. conceal data about infections fearing sanctions of the International Epizootic Bureau
💬 Chief of Nuclear, Chemical, and Biological Protection Troops of Armed Forces of Russian Federation Lieutenant General Igor Kirillov:
📑 Full text of Russian Defence Ministry's briefing on military-chemical activities of the United States and Ukraine
🔹 Russian Defence Ministry
💬 Chief of Nuclear, Chemical, and Biological Protection Troops of Armed Forces of Russian Federation Lieutenant General Igor Kirillov:
According to our estimates, the White House's concealment of the truth about the epiczootic situation stems from concerns about possible sanctions from the International Epizootic Bureau of Agricultural Exports, which could cause serious reputational and economic damage to the U.S. agricultural sector.
What Washington has to hide is the U.S. blocking of the verification mechanism under the Biological and Toxin Weapons Convention.
The White House's official statements of the U.S. willingness to move toward biological weapons control mechanism in practice result in rejection of any verification initiative and attempts to bring international verification tools under control.
One such tool is the UN Secretary-General's Mechanism for Investigation of Alleged Use of Chemical and Biological Weapons.
In this regard, I would like to mention the American non-profit organisation RAND, which is known for its research on the use of artificial intelligence to plan large-scale biological attacks.
On February 6, 2024, the organization published a report entitled "Attributing Biological Weapons Use." The document questions the effectiveness and credibility of the UN Secretary General's mechanism as it stands, and describes the leading role that the U.S. Department of Defense could play in investigating such incidents.
The authors point out that the mechanism's supporting operational readiness – the UN Office for Disarmament Affairs does not have international credibility. It is stressed that QUOTE: "...the U.S. can provide its own investigative file to the UN Secretary General, even if it does not participate directly..." END QUOTE. In fact, this means that it is possible for the U.S. to intervene in any incident involving UN Secretary-General.
Clearly, Washington aims to create its own instrument under its control to investigate outbreaks of infectious diseases and other bioincidents. The U.S. leading role in the Secretary-General's Mechanism will enable Western countries to identify perpetrators at their discretion, as was the case in the Organisation for the Prohibition of Chemical Weapons.
The practice of the OPCW's investigations of chemical accidents in Syria in 2018, when the main evidence was the testimony of West-sponsored White Helmets, suggests that such investigations will not be transparent and impartial in the future.
The Ministry of Defence of the Russian Federation will continue to work in this direction and will keep you informed.

West uses NGOs as vehicle to bring down whole societies
According to Maria Zakharova, Western NGOs no longer just "influence and lobby," just like the Syrian White Helmets organization
ST. PETERSBURG, July 26. /TASS/. Western non-governmental organizations (NGOs) are used as an instrument to destabilize countries around the world, Russian Foreign Ministry Spokeswoman Maria Zakharova said at the St. Petersburg International Legal Forum.
"For the collective West, these NGOs <...> are used to systematically destroy civilian societies in various countries, as a tool of influence on people and on civilian society. In this case, the civilian society is like the lungs, heart, or some other vital organ," she said.
According to Zakharova, Western NGOs no longer just "influence and lobby," just like the Syrian White Helmets organization. "This so-called NGO has indirectly affected us as well. Russia once again turned out to be involved in some accusations of supporting non-democratic regimes. We were labeled the most non-transparent, non-democratic, illegitimate. But the main blow was undoubtedly dealt to Syria," the diplomat pointed out.
