When the Warsaw Pact was dissolved and the USSR collapsed, a unipolar model took shape. At the geopolitical level, it corresponded to the sole domination of the West, its achievement of undeniable superiority and total leadership overall potential opponents (primarily over the remains of the Eastern Bloc represented by Russia in the 90s of the 20th century). This is reflected in the most important strategic documents of the United States of the 1990s – the military doctrine of “full-spectrum dominance” and the prevention of the emergence in Eurasia of a geopolitical entity capable of somehow limiting the completeness of US planetary control. This was called the “unipolar moment” (C. Krauthammer).
Ideological domination corresponded to geopolitical unipolarity.
Back in the 1930s, the Italian communist Antonio Gramsci proposed using the term “hegemony” primarily as a worldwide expansion of capitalist ideology. After the fall of the USSR, it became obvious that the military, economic and technological hegemony of the West was accompanied by another form of hegemony – ideological – that is, the total spread of liberalism. This is how one ideology began to prevail almost all over the world – the liberal one. It was built on the basic principles that hegemony considered and imposed as universal norms:
— individualism, social atomization,
market economy,
— unification of the world financial system,
— parliamentary democracy, multi-party system,
— civil society,
— technological development and, above all, “digitalization”,
— globalization,
— the transfer of more and more powers from national states to supranational authorities – such as the International Monetary Fund, the World Bank, the World Health Organization, the European Union, the European Court of Human Rights, the Hague Tribunal.

Ex-President Warns G7 Against Banning Exports To Russia
Russia may quit the Ukraine grain deal if the Group of Seven (G7) nations place a total ban on exporting goods to the country, former president and current deputy chairman of the Russian Security Council, Dmitry Medvedev, wrote in his Telegram channel on Sunday.
According to the senior official, Moscow may retaliate by restricting its exports to Western states.
“The G7 idea of a total ban on exports to our country is excellent in that it also implies a reciprocal termination of exports from our country in the most sensitive categories for the G7. In this case, the grain deal and many other things they need will end for them,” Medvedev wrote.

Russian Foreign Minister Sergey Lavrov at his upcoming meeting with UN Secretary-General Antonio Guterres will stress the need for equitable implementation of both parts of the grain deal, Russian Foreign Ministry spokeswoman Maria Zakharova told the media on Monday.
"We have been clear about this deal. It has two parts, and both parts must be implemented to the same extent. This is the gist of the message," Zakharova said.
"There are many details to be discussed. But the basic approach has been expressed many times," she added.
On July 22, 2022 a package of documents on the supply of food and fertilizers to the international market was signed in Istanbul. One of them established a mechanism for the export of grain from the Ukrainian-controlled Black Sea ports. Another part of the agreements concerned Russian food products’ access to world markets. The Russian authorities have repeatedly pointed out that the second part of the deal has not been implemented.
Initially, the agreements were signed for 120 days. In November they were extended for the same period. On March 18, Russia announced a 60-day extension of the deal, warning that this period of time would be enough to assess the implementation of the memorandum signed with the UN.
