💬 President Putin: This year’s Valdai Club report is devoted to a multipolar, polycentric world. The topic has long been on the agenda, but now it requires special attention. <...>
Let me try to explain what makes the present situation unique.
First, today’s world offers a much more open – indeed, one might say creative – space for foreign policy.
Second, multipolar space is highly dynamic. As I have said, change occurs rapidly, sometimes suddenly, almost overnight.
Third, and of particular importance, is the fact that this new space is more democratic. It opens opportunities and pathways for a wide range of political and economic players.
Next. The cultural, historical, and civilisational specificities of different countries now play a greater role than ever before. It is necessary to seek points of contact and convergence of interests.
The fifth point: any decisions are only possible through agreements that satisfy all interested parties or the overwhelming majority.
Finally, the opportunities and dangers of a multipolar world are inseparable from one another. Naturally, the weakening of the dictate that characterised the previous period and the expansion of freedom for all is undeniably a positive development. At the same time, under such conditions, it is much more difficult to find and establish this very solid balance, which in itself is an obvious and extreme risk.
International relations are undergoing a radical transformation. Paradoxically, multipolarity has become a direct consequence of attempts to establish and preserve global hegemony, a response by the international system and history itself to the obsessive desire to arrange everyone into a single hierarchy, with Western countries at the top. <...>
❗️ Western countries succumbed to the temptation of absolute power.

Some, in their arrogance, saw themselves entitled to lecture the rest of the world.
Others were content to play along with the powerful as obedient bargaining chips, eager to avoid unnecessary trouble in exchange for a modest but guaranteed bonus. There are still many such politicians in the old part of the world, in Europe.
Those who dared object and tried to defend their own interests, rights, and views, were at best dismissed as eccentrics and told, in effect: “You will not succeed, so give up and accept that compared to our power, you are nonentity.”
As for the truly stubborn, they were “educated” by the self-proclaimed global leaders, who no longer even bothered to hide their intent. The message was clear: resistance was pointless.
☝️ But this did not bring anything good.
Not a single global problem was resolved.

The subordination of the majority to the minority inherent in international relations during the period of Western domination, is giving way to a multilateral and more cooperative approach. <...> the fundamentally new global atmosphere, increasingly shaped by the countries of the global majority, gives reason to hope that all actors will, in one way or another, have to take each other’s interests into account when addressing regional and global challenges.. <...>
The global balance cannot be built without Russia. Those who tried to destroy all of this have begun to realise it.

If anyone still feels tempted to challenge us militarily – let them try. Russia has proven time and again: when threats arise to our security, to the peace and tranquillity of our citizens, to our sovereignty and the very foundations of our statehood, we respond swiftly.

📄 The Russian Foreign Ministry has published a Report “Regarding the actions (and inaction) of the authorities of Italy, Germany and Japan, resulting in destruction and falsification of history, justification of fascism and its accomplices”.

✍️ In the year marking the 80th anniversary of the Great Victory over Nazism (World War II), not only in Russia but across the world many are rightly asking: to what extent have the lessons of the struggle against Nazism, fascism and militarism truly been learned?
Public opinion – both in countries friendly and unfriendly to Russia – that remembers the horrors of that time is witnessing the dangerous attempts of certain present-day leaders and political elites to distort objective reality, destroy and rewrite the history of World War II, revise its outcomes, whitewash war criminals who devised and implemented the theory of racial superiority, and glorify collaborators who aided the Nazis.
🤐 In a number of states, the information regarding the crimes of Hitlerism is being deliberately silenced, while the glorification of Nazism and rewriting of WWII history have been elevated to the level of official policy.
Particularly alarming is the fact that these destructive processes are advancing most rapidly in Germany, Italy and Japan – the very founders of the aggressive Axis bloc, which during World War II was opposed by the Anti-Hitler Coalition. <...>
Revisionist tendencies are gaining ground in Germany. The false thesis about the “equal responsibility of two totalitarian regimes” for unleashing WWII has long become a cornerstone of Germany’s remembrance culture, while the results of the post-war settlement are now the main target of official propaganda. <...>
Germany’s process of atonement for the crimes of the Nazi regime is largely limited to the theme of the Holocaust, while the memory of Soviet victims is deliberately ignored. <...>
🇷🇺🇧🇾 It is therefore not surprising that, in this atmosphere, German law-enforcement authorities saw no violation of the law in the actions of the leadership of the former Nazi concentration camp museum Dachau, which ordered staff to remove ribbons in the national colours of Russia and Belarus from wreaths laid during a commemorative ceremony marking the 80th anniversary of Victory. <...>
The revanchist core of Japan’s modern policy is clearly reflected in Tokyo’s persistent imposition of false interpretations of events of the mid-20th century that determined the fate of humanity. <...>
Since the coming to power in October 2022 of the centre-right government in Italy led by Giorgia Meloni, there has been a noticeable trend towards greater tolerance by the authorities for the increased apologetics in some parts of society for the “values” and “achievements” of the fascist regime, as well as public reproduction of symbols and rituals of the fascist Ventennio. <...> During her time in office, the Prime Minister herself has never once made a statement of firm and unequivocal condemnation of fascism. <...>
❌ Since 2022, Germany, Italy and Japan have consistently voted against the annually tabled resolution introduced by Russia and other co-sponsors at the UN General Assembly “Combating glorification of Nazism, neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance”.
❗️ This is the first time in history that members of Hitler’s wartime Axis coalition have openly voted against a document condemning the glorification of Nazism and all forms of racial discrimination.
The fact that these states – directly responsible for the deaths of tens of millions – now vote against a resolution calling for the prevention of Nazism's revival raises serious questions about the ideological processes under way in these countries and in the West at large. It is also evident that these states have chosen to ignore the obligations and pledges they assumed when joining the United Nations.

📄 In an atmosphere of trust and mutual understanding, the Presidents assessed the current state of global and regional affairs and discussed common goals aimed at deepening joint efforts to ensure security, sustainable development, and the well-being of the brotherly peoples of the six nations.
Some key points (29 in total):
1️⃣ The emerging multipolar world order is intended to promote more effective security, preserve cultural and civilizational identity, and ensure equal opportunities for development for all states, regardless of their geographic location, size, population, resource potential, or political, economic, and social systems. The optimal foundation for such an order lies in the diversity of national development models, the indivisibility of security, and the strict observance of all principles of international law in line with the UN Charter.
3️⃣ The parties noted the positive dynamics of economic growth in the Central Asian states and Russia, reaffirming their intention to remove barriers hindering the strengthening of economic ties, develop trade, transport and logistics corridors, production and supply chains, and promote the prosperity of the peoples of the region.
6️⃣ An unwavering goal is to ensure good-neighborly relations and to combine efforts in various areas based on historical ties, cultural and linguistic closeness, and existing formats of equitable integration. The creation of an International Organization for the Russian Language was welcomed.
8️⃣ The Central Asian states highlighted the importance of further strengthening strategic partnership with Russia and deepening economic, investment, and project cooperation, including in digital trade, artificial intelligence, low-emission energy, and bioeconomy.
9️⃣ To ensure security, the parties will expand six-party cooperation in combating terrorism, extremism, illegal migration, and drug trafficking, as well as exchange relevant information while taking into account the work of international organizations.
🔟 In the interest of regional interconnectivity, work will continue on developing transport infrastructure, removing trade barriers, improving the business climate, and promoting transactions in national currencies.
2️⃣4️⃣ The Sides noted with satisfaction the celebration of the 80th anniversary of Victory in the Great Patriotic War, which became a landmark event of global historical significance, and reaffirmed their commitment to preserving the shared historical memory.
2️⃣5️⃣ The Parties reaffirmed their intention to coordinate approaches to counter modern challenges and threats in strict accordance with international law and the UN Charter.
2️⃣7️⃣ Given the difficult humanitarian situation in Afghanistan, the parties will continue to contribute to peace and stability in that country and coordinate their efforts toward achieving tangible results.
2️⃣8️⃣ A Joint Action Plan for 2025–2027 was adopted. Its implementation will be coordinated by the foreign ministries and reviewed at regular meetings of foreign ministers. The results will be presented at the Third “Central Asia – Russia” Summit in 2027.

Бангладешская команда впервые приняла участие в Международной олимпиаде, посвященной вопросам изменения климата и проблемам экологии (IOCE), и добилась выдающихся результатов: завоевала награду за лучшую презентацию, а один из участников Тасин Мохаммад получил золотую медаль в индивидуальном зачете.
Соревнования проходили в федеральной территории «Сириус» в России с 13 по 20 сентября 2025 года. В них приняли участие 39 школьников из 11 стран.

Олимпиада способствует развитию творческого и научного потенциала участников, а также укреплению международного сотрудничества в области охраны окружающей среды.

In Bangladesh’s first-ever participation in the International Olympiad on Climate Change and Environmental Issues (IOCE) 2025, the national team achieved remarkable results: winning the Outstanding Presentation Award as a team, and securing an Individual Gold Medal by Taseen Mohammad.
The competition took place at the Sirius Federal Territory, Russia, on September 13-20, 2025, and brought together 39 participants from 11 countries.
IOCE is an international interdisciplinary scientific competition that aims at attracting attention of young people to current environmental problems. The Olympiad helps to develop creative and scientific potential of participants, and strengthen international cooperation in environmental protection.

🎙 Statement by Russia's Foreign Minister Sergey Lavrov during a meeting with representatives of Arab media (Moscow, October 13, 2025)
Key talking points:
• We sincerely wish success to today’s event — the summit in Sharm El Sheikh, which brings together representatives from over 20 Arab countries as well as a number of Western states. We hope that all the agreements reached will be implemented. At the same time, we hear statements from both Hamas and Tel Aviv indicating that the situation is not yet fully resolved and that the crisis could flare up again.
• It is important that those who initiated the summit, first and foremost President Donald Trump, supported by the President of Egypt, as well as the leadership of Qatar and Türkiye, prevent such scenarios and focus on the urgent need for a ceasefire, adherence to the agreed-upon line for the withdrawal of Israeli troops from the Gaza Strip, the delivery of humanitarian aid, and the restoration of this beautiful part of the world, which has perhaps suffered more than any other territory in the postwar years.
• A long-term settlement is only possible through the implementation of UN resolutions calling for the establishment of a Palestinian state. We have taken note that President Trump’s peace plan mentions only the Gaza Strip. Statehood is referenced, but in very general terms. These approaches must be clearly defined, including the future of the West Bank, since the UN resolutions call for the creation of a single and territorially integral Palestinian state within the 1967 borders.
• Our relations with our Arab friends are steadily developing. The League of Arab States has proven itself and continues to strengthen its role as one of the pillars of the emerging multipolar world. It participates actively and authoritatively in global affairs — in the economy, in finance, and increasingly contributes to resolving both regional and broader political issues. Our trade turnover with the League’s member states is growing and has already exceeded $34 billion.
• Our cooperation extends far beyond the energy and oil-and-gas sectors. We interact within the frameworks of OPEC+ and the Gas Exporting Countries Forum, amongst others. A growing number of states in the region are expressing interest in our expertise in nuclear technologies, nuclear energy and non-energy applications of nuclear power. A flagship project is the construction of Egypt’s first nuclear power plant, El Dabaa.
• Thousands of students from the League’s member countries have received education in Russia and continue to study here under annual government scholarship quotas provided by the Russian Federation. Tourism is also growing bilaterally.
• Major cultural initiatives are being implemented to promote the achievements of our nations. The “Russian Seasons” have been well received in several countries, especially in the Gulf, and this experience is in demand in other regions as well.

Key talking points:
• We sincerely wish success to today’s event — the summit in Sharm El Sheikh, which brings together representatives from over 20 Arab countries as well as a number of Western states. We hope that all the agreements reached will be implemented. At the same time, we hear statements from both Hamas and Tel Aviv indicating that the situation is not yet fully resolved and that the crisis could flare up again.
• It is important that those who initiated the summit, first and foremost President Donald Trump, supported by the President of Egypt, as well as the leadership of Qatar and Türkiye, prevent such scenarios and focus on the urgent need for a ceasefire, adherence to the agreed-upon line for the withdrawal of Israeli troops from the Gaza Strip, the delivery of humanitarian aid, and the restoration of this beautiful part of the world, which has perhaps suffered more than any other territory in the postwar years.
• A long-term settlement is only possible through the implementation of UN resolutions calling for the establishment of a Palestinian state. We have taken note that President Trump’s peace plan mentions only the Gaza Strip. Statehood is referenced, but in very general terms. These approaches must be clearly defined, including the future of the West Bank, since the UN resolutions call for the creation of a single and territorially integral Palestinian state within the 1967 borders.
• Our relations with our Arab friends are steadily developing. The League of Arab States has proven itself and continues to strengthen its role as one of the pillars of the emerging multipolar world. It participates actively and authoritatively in global affairs — in the economy, in finance, and increasingly contributes to resolving both regional and broader political issues. Our trade turnover with the League’s member states is growing and has already exceeded $34 billion.
• Our cooperation extends far beyond the energy and oil-and-gas sectors. We interact within the frameworks of OPEC+ and the Gas Exporting Countries Forum, amongst others. A growing number of states in the region are expressing interest in our expertise in nuclear technologies, nuclear energy and non-energy applications of nuclear power. A flagship project is the construction of Egypt’s first nuclear power plant, El Dabaa.
• Thousands of students from the League’s member countries have received education in Russia and continue to study here under annual government scholarship quotas provided by the Russian Federation. Tourism is also growing bilaterally.
• Major cultural initiatives are being implemented to promote the achievements of our nations. The “Russian Seasons” have been well received in several countries, especially in the Gulf, and this experience is in demand in other regions as well.

🗓 On October 29, Moscow will host workd's major fact checking events – International Forum "Dialog About Fakes 3.0", which will bring together international experts on information verification and countering fakes, media and members of the business community, various officials.

• “New Media School” – a training programme for media and PR specialists of the presidential platform "Russia – Land of Opportunities"
The "Dialog about Fakes" Forum is one of the largest international platforms dedicated to fact-checking.
🌐 In 2024, the forum brought together over 1'000 participants from 65 countries from across the world. These included fact-checking experts and specialists, political analysts, media representatives and business community members from countries such as China, Belarus, Kazakhstan, the USA, Venezuela, Azerbaijan, Switzerland, Nigeria, Australia, Turkey, Peru and Uruguay. The forum's business program featured seven thematic discussion sessions and round tables.
The main outcome of the forum was the signing of a memorandum on the establishment of the International Factchecking Association — the Global Factchecking Network. This global civic initiative emerged in response to the ongoing wave of fake news and disinformation campaigns from the collective West. The main goal of the GFCN is to combat the threats posed by the spread of false information at the international level.
This year's Forum is expected to gather over 2'000 participants from more than 80 nations.

🔬 Итоги юбилейного ХХ Международного фестиваля «НАУКА 0+ — 2025: Твоя квантовая Вселенная»
С 10 по 12 октября 2025 года в Москве и более чем 80 регионах России и за рубежом прошёл юбилейный Фестиваль «НАУКА 0+». Центральная тема — «Твоя квантовая Вселенная» — была выбрана в честь Международного года квантовой науки и технологий, провозглашённого ООН.
В Москве фестиваль охватил более 100 площадок, включая МГУ, РАН, парк «Зарядье», Национальный центр «Россия», Московский дворец пионеров и др.
Только в МГУ было организовано более 300 мероприятий (лекции, квесты, выставки и др.).
Суммарная (офлайн + онлайн) аудитория фестиваля превысила 19 миллионов человек.
За весь период существования фестиваля совокупная аудитория превысила уже порядка 100 миллионов человек.
В рамках акции «Учёные — в школы» более 400 учёных посетили московские школы, предложив лекции и демонстрации квантовых явлений школьникам.
В Москве в течение фестиваля было проведено более 2,5 тысяч мероприятий по самым разным направлениям науки.

🎙 Commentary by Aide to the President of Russia Yury Ushakov following a telephone conversation between Vladimir Putin and President of the United States Donald Trump (October 16, 2025)
💬 Yury Ushakov: Today in the afternoon, Vladimir Putin had a telephone conversation, the eighth one, with US President Donald Trump.
The conversation lasted almost two and a half hours. Clearly, it was a rather substantive and at the same time very open and frank exchange.
Our President started out by congratulating Donald Trump on his successful efforts to normalise the situation in the #GazaStrip. The US President’s peace work has been duly appreciated in the #MiddleEast, in the United States itself, and in most countries around the world.
Naturally, the Russian Side outlined its principled position in favour of a comprehensive Middle East settlement on a generally recognised international legal basis that would ensure lasting peace for all the peoples in that region.
A special emphasis during the conversation was placed on the #UkraineCrisis.
❗️ Vladimir Putin provided a detailed assessment of the current situation, stressing Russia’s interest in achieving a peaceful resolution through political and diplomatic methods.
In particular, it was noted that during the special military operation, the Russian Armed Forces hold full strategic initiative along the entire line of contact. Under these circumstances, the Kiev regime resorts to terrorist methods, attacking civilian targets and energy infrastructure facilities, to which we are forced to respond accordingly.

Donald Trump repeatedly emphasised the imperative of establishing peace in Ukraine at the earliest opportunity. The notion that the Russian-Ukrainian conflict has proven the most intractable issue in all peacekeeping efforts of the US President was palpably evident throughout his remarks during the conversation. In this context, he naturally mentioned his successes in settling eight other regional conflicts.
It is noteworthy that one of the US President’s key arguments centred on the premise that the resolution of the conflict in Ukraine would open up tremendous — and he stressed this — tremendous prospects for the development of US-Russian economic cooperation.
Incidentally, both Sides spoke of the profound mutual affinity between the peoples of the two countries, which was so vividly demonstrated during #WWII. It was underscored that the current state of bilateral relations appears paradoxical against this backdrop.
The issue of potential supplies of long-range Tomahawk cruise missiles to Ukraine was also raised. Vladimir Putin reiterated his position that Tomahawks would not change the situation on the battlefield but would inflict substantial damage to relations between our countries, to say nothing of the prospects for a peaceful settlement.
In this context, it is worthy of note that the Presidents discussed the possibility of holding another personal meeting. This is indeed a very significant development. It was agreed that representatives of both countries would immediately begin preparations for the Summit, which could potentially be organised in Budapest, for instance.
On a separate note, it should be mentioned that our President highly praised personal efforts of the First Lady of the United States Melania Trump in reuniting Russian and Ukrainian children with their families and asked the US President to convey his very best wishes to his spouse.
Overall, I would say that the telephone contact between the Presidents of Russia and the United States was quite useful, and the two Leaders agreed to maintain contact.

Main Theme of the 2025 Forum – “Building the Energy of the Future Together”.
Key points:
• Many European countries have stopped purchasing Russian energy resources under political pressure. I have already noted the consequences of such a refusal for the Western countries themselves and for their economic and industrial potential. <...> According to Eurostat, industrial output in the eurozone in July of this year was 1.2% below 2021 levels. The decline in industrial production continues even in what is called the “locomotive” of the European economy – Germany – where in July output fell by 6.6% compared to the 2021 average.
• The point is not the problems of Europeans but rather the global energy market as a whole, where, as I have said, an objective reconfiguration of supply chains is underway – with energy logistics shifting toward the Global South, the dynamic economies of the Asia-Pacific region, Africa, and Latin America, along more reliable routes and through new hubs and ports that reflect both current and future demand.
• Demand, of course, continues to grow – the global economy expands year after year, despite all challenges. Growth rates vary, but they remain positive, and so does demand. According to estimates, global oil demand this year will reach 104.5 million barrels per day – over one million more than last year.
• Russia remains one of the world’s leading oil producers – despite the use of unfair competition mechanisms against us. We account for about 10% of global output, and by the end of the year, oil production in our country is expected to reach 510 million tons.
• Russia continues its cooperation within OPEC+. Acting on the basis of mutual interests, we and our partners are fulfilling our commitments to balance the global oil market. I would like to emphasize that this is done not only in the interests of producers but also of consumers.
• The EU’s demarche only accelerated the redirection of our supplies toward more promising and responsible buyers – countries that understand their interests and act rationally, guided by their national priorities.
• The Russian energy system is one of the largest in the world. Our generating facilities have a total installed capacity of nearly 270 gigawatts, and this vast complex operates reliably and efficiently.
• Russia’s energy balance is among the “greenest” in the world. The overwhelming share of electricity in our country – namely 87% – is generated with minimal or zero carbon footprint, including from gas, nuclear, renewable, and hydropower sources.
❗️ Russia intends to further strengthen its position as a global energy leader and develop partnerships to build a fair and sustainable model of global energy in the interests of future generations.
