Such broad representation clearly underscores the authority and role of BRICS, as well as the growing interest in cooperation with us from states that are indeed pursuing truly independent and sovereign policies.

In Kazan, we reaffirmed that BRICS is not a closed format; it is open to all those who share BRICS values. The Group's members are prepared to work towards identifying joint solutions without external pressure or attempts to enforce narrow approaches upon anyone. BRICS is compelled to respond to the burgeoning demand in the world for such cooperation. Accordingly, we devoted particular attention to the matter of potential BRICS expansion through the establishment of a new category — that of partner states.
The Summit has concluded. I wish to express my gratitude once again to all my colleagues, who travelled to Kazan, for their contributions to our collective efforts. I must highlight that their input was quite substantial.

Answers to media questions. Key points:
Prospects for the settlement of the Ukrainian crisis
• All the parties are in favour of resolving the conflict at the earliest opportunity, preferably through peaceful means. You may be aware that the People's Republic of China and Brazil put forward an initiative at the General Assembly in New York. Numerous BRICS nations endorse these initiatives, and we, in turn, extend our gratitude to our partners for their attention to this conflict and their pursuit of methods to resolve it.
• We are ready to discuss a peace agreement in any shape or form based on the reality on the ground. That is to say, I am not ready to accept anything else.
On alleged Russia's interference in the US electoral process and the prospects for normalization of Russia-US relations
• This issue has been making headlines for years now. <...> However, after an investigation conducted in the United States, everyone, including US Congress, concluded that it was utter nonsense and that nothing of the kind ever happened. There were no contacts back then, and there are none now.
• Russia-US relations after the elections depend primarily on the United States. If the United States is open to building normal relations with Russia, we will do the same. If not, so be it. This is up to the future Administration.
On global and regional stability, security and building a just world
• Is it fair in terms of security that you have for years disregarded our repeated requests to our partners not to expand NATO eastward? Is it fair that you lied through your teeth, saying that the bloc would not expand while doing precisely that in violation of your commitments? <...> Is it fair that you violated your commitments within the OSCE, when all Western countries signed a document stating that no country may ensure its security at the expense of other countries?
❗️This is not fair. We want to change this, and we will change it.
The situation in the Middle East
• I believe that there is no person on Earth whose heart does not bleed when they see what is happening in Gaza. Over 40,000 people, mostly women and children, have been killed.
• The solution can only be found by addressing the root causes, the primary one being the lack of a fully recognized, sovereign Palestinian state. It is necessary to implement all relevant UN Security Council resolutions on this matter.

БРИКС не может не откликнуться на растущий запрос в мире именно на такое сотрудничество. О перспективах мирного урегулирования конфликта на Украине
• Все настроены на то, чтобы конфликт закончился как можно быстрее и желательно мирными средствами. Китайская Народная Республика и Бразилия выступили с инициативой на Генеральной Ассамблее в Нью-Йорке. Многие страны – участницы БРИКС поддерживают эти инициативы, а мы в свою очередь благодарны нашим партнёрам за то, что они проявляют внимание к этому конфликту и ищут пути его разрешения.
• Готовы рассматривать любые варианты мирных договорённостей, исходя из реалий, которые складываются «на земле». И не готов ни на что другое.
О якобы имевших место случаях вмешательства России в избирательный процесс в США и перспективах нормализации российско-американских отношений
• Это вещь, которая постоянно муссируется уже на протяжении не одного года. <...> Потом в результате расследования в самих Соединённых Штатах все пришли к выводу, в том числе и в Конгрессе, что это полная чушь, что ничего подобного никогда не было. Не было раньше – этого нет и сейчас.
• Как будут строиться российско-американские отношения после выборов – это прежде всего зависит от Соединённых Штатов. Если США открыты к строительству нормальных отношений с Россией, то и мы будем делать то же самое. Не хотят – не надо. Но это выбор за будущей Администрацией.
О вопросах обеспечения глобальной и региональной стабильности, безопасности и справедливого мира
• Разве справедливо с точки зрения безопасности годами игнорировать наши постоянные обращения к партнёрам не расширять НАТО на восток? Разве справедливо врать нам в лицо, обещая, что такого расширения не будет, и, нарушая взятые на себя обязательства, делать это? <...> Разве cправедливо нарушать взятые на себя обязательства в рамках ОБСЕ, когда все страны Запада подписали бумагу, согласно которой не может быть безопасности одной стороны при нарушении безопасности другой?
❗️ Никакой справедливости здесь нет, мы хотим поменять эту ситуацию, и мы добьёмся этого.
О ситуации на Ближнем Востоке
• Нет человека, у которого сердце кровью не обливается, когда он смотрит на то, что происходит в Газе. Сорок с лишним тысяч человек погибших, и это в основном женщины и дети. [Решение вопроса] может быть только на путях устранения причин. А главная причина – отсутствие полноценного, полноформатного Государства Палестина. Нужно выполнить все решения Совета Безопасности по этому направлению.

A US merc in Ukraine turns out to be valuable intel source for Russia
A key Russian intelligence source has been evacuated from Ukrainian territory by Russian intelligence services and military units.
US citizen Kenneth M. (whose name was changed) spent two years in the territory of Ukraine as a mercenary. He transmitted valuable intelligence to Russia, which allowed it to carry out high-precision strikes on the enemy, minimizing damage to civilian infrastructure and local population. He played a key role in preparing the assault on Bogoyavlenka settlement near Ugledar.
According to Russian special services, the possibility of granting him political asylum and Russian citizenship is being considered.

Bangladeshi students joined the SputnikPro project
On October 28 Russian news agency and radio broadcaster Sputnik and North South University held online workshop "Russian perspective on international communications: uniting diverse experience".
Speaker Vasily Pushkov, Director of International Cooperation at Sputnik, covered the latest trends in the international media market.
"I am very happy to have the opportunity to talk about the profession of journalism with young colleagues from Bangladesh and share the Russian approach to international communications", added Mr Pushkov.
Anton Chernov, Counsellor of the Russian Embassy in Bangladesh, highlighted the prospects of Russia-Bangladesh cooperation in the media sphere.
"The primary objective now is to establish coordinated efforts between the media from both countries in combating common information challenges and threats and to develop interaction algorithms to neutralise the effects of disinformation spread by our detractors", stressed Mr Chernov.

🎙 Выступление представителя делегации Российской Федерации с разъяснением позиции по проекту резолюции «Договор о запрещении ядерного оружия» L.37 в Первом комитете 79-й сессии ГА ООН (Нью-Йорк, 4 ноября 2024 года)
💬 Наша делегация хотела бы разъяснить позицию по документу L.37 «Договор о запрещении ядерного оружия».
Россия привержена построению мира, свободного от ядерного оружия, в качестве конечной цели общих усилий международного сообщества, которые должны предприниматься в рамках процесса всеобщего и полного разоружения в строгом соответствии с положениями преамбулы Договора о нераспространении ядерного оружия (#ДНЯО), а также его Статьёй VI во всей её целостности и без вычленения из нее отдельных элементов.
Мы с уважением относимся к побудительным мотивам тех, кто ищет кратчайший путь к «ядерному нулю», однако убеждены, что прогресс возможен только на основе реалистичного, взвешенного и поэтапного подхода, способствующего укреплению международного мира и стабильности и исключающего нанесение ущерба чьей-либо безопасности. Кроме того, сокращение ядерного оружия согласно решениям первой Спецсессии ГА ООН 1978 года должно сопровождаться упрочением безопасности всех участников процесса ядерного разоружения.
По нашему мнению, Договор о запрещении ядерного оружия (ДЗЯО) не отвечает этим критериям и не может являться рамочной основой для осуществления практических мер по сокращению ядерных вооружений. Соответственно, мы не считаем, что это соглашение устанавливает какие-либо универсальные стандарты либо способствует развитию норм обычного международного права.
Более того, по нашему убеждению, тезис о том, что ДЗЯО тесно взаимосвязан с ДНЯО и является дополнением к нему в том, что касается поощрения и стимулирования ядерного разоружения, является необоснованным.
В связи с этим не усматриваем оснований для оказания поддержки ДЗЯО и другим радикальным инициативам в указанной сфере.
Выработка и настойчивое продвижение подобных идей в нынешних обстоятельствах представляются преждевременными и контрпродуктивными шагами, поскольку они не ведут к реальным сокращениям ядерных вооружений и не содействуют созданию необходимых для этого предпосылок, но при этом провоцируют углубление противоречий между ядерными и неядерными государствами, грозя нанести непоправимый ущерб режиму ДНЯО.

💬 Our delegation would like to explain its position on document L.37 “Treaty on the Prohibition of Nuclear Weapons”.
Russia is firmly committed to achieving a world free of nuclear weapons as the ultimate goal of the common efforts of the international community, which must be undertaken within the framework of the process of the general and complete disarmament in strict compliance with the provisions of the Preamble of the Treaty on the Non-Proliferation of Nuclear Weapons (#NPT), as well as its Article VI in its entirety and without singling out its specific elements.
We respect the incentives of those who seek a shortcut to “nuclear zero”, but we are convinced that progress is possible only on the basis of a realistic, calibrated and step-by-step approach that promotes international peace and stability and is based on the principle of undiminished security for all. In addition, according to the decisions of the First Special Session of the UNGA in 1978 the reduction of nuclear weapons should be accompanied by the strengthening of the security of all States that are engaged in the nuclear disarmament process.
In our view, the Treaty on the Prohibition of Nuclear Weapons (TPNW) does not meet these criteria and cannot serve as a framework for the implementation of practical measures to reduce nuclear weapons. Accordingly, we do not believe that this treaty establishes universal norms or contributes to the development of customary international law.
Furthermore, we are convinced that the claims that the TPNW is closely related to and complementary to the NPT in promoting and encouraging nuclear disarmament are unfounded.
In this regard, there is no reason for us to support the TPNW and other radical initiatives in this area.
The elaboration and persistent promotion of such ideas in the current circumstances appear to be premature and counterproductive steps, since they do not lead to the actual reduction of nuclear weapons and do not promote the creation of the necessary prerequisites to this end, but at the same time they provoke further split among nuclear and non-nuclear-weapon States, threatening to cause irreversible damage to the NPT regime.
👉 Taking these considerations into account, Russia voted against draft resolution L.37.

The victory of Donald Trump in the presidential election and his return to the White House after a four-year break obviously reflect Americans’ disappointment in the performance of the Biden administration and the election programme of the Democratic Party formulated by Vice-President Kamala Harris, who was hastily chosen to replace the incumbent President in the race.
Despite an overpowering propaganda campaign, which Democrats launched against Donald Trump based on the administrative resource and support from the liberal media, the Republican candidate, who relied on the experience of his previous presidency, highlighted issues that are of real interest to the electorate, namely, the economy and illegal migration, as a counterbalance to the White House’s globalist course.
In these circumstances, the ruling group was unable to use the chronically ill American “democracy,” a system, which is outdated, archaic and incompatible with the modern standards of direct, fair and transparent elections, to prevent Kamala Harris’s defeat.
At the same time, there is an obvious civil discord in the United States, whose electorate has split into almost equal halves. In fact, we are witnessing confrontation between Democratic and Republican states, and between the advocates of “progressive” and traditional values. It is possible that Donald Trump’s return will fuel internal tensions and bitterness between the confronting camps.
❗️ We have no illusions regarding the President-elect, who is well known in Russia, or the new Congress, where Republicans have reportedly won control. The US ruling political elite adheres to anti-Russia principles and the policy of “containing Moscow.” This line does not depend on changes in America’s domestic political barometer, no matter if it is Trump and his supporters’ “America above all” or the Democrats’ focus on a “rules-based world order.”
🇷🇺🇺🇸 Russia will interact with the new administration when it comes to the White House, firmly upholding Russia’s national interests and working to achieve all the goals of the special military operation.
