✍️ I welcome you on the occasion of the opening of the Russia-ASEAN Business Forum.
The current forum, which has brought together leading representatives of the business communities of our country and #ASEAN member states in Kazan, the hospitable capital of Tatarstan, is of special importance.
2026 marks the 35th anniversary of Russia-ASEAN relations. Over these years, we have accumulated solid experience in multifaceted cooperation, established sustainable ties – including between the ASEAN Business Advisory Council and the Russia-ASEAN Business Council – and laid a good foundation for the future.
Today, new tasks stand before us. Among them are the active introduction of digital products based on artificial intelligence and the development of sustainable digital platforms.
Significant opportunities are opening up in energy and food security, the exchange of advanced technologies, cooperation in peaceful nuclear energy, transport and logistics. Importantly, our partners in the Shanghai Cooperation Organisation, the Eurasian Economic Union and other associations, whose representatives are present at the forum, are working in the same areas.
I am confident that the decisions of the Russia-ASEAN Summit will provide opportunities to further promote mutually beneficial trade, investment and industrial cooperation, expand direct dialogue between business communities and thereby contribute to the socioeconomic development of our states.

On the sidelines of the Russia-ASEAN summit in Kazan, the President of Russia held a meeting with President of the Republic of the Philippines Ferdinand Marcos
Your country is chairing ASEAN this year, and we are particularly pleased that it is on your shift, as it were, that we are celebrating the 35th anniversary of relations between our country and the Association. This anniversary summit marks an important milestone in the development of Russia's strategic partnership with ASEAN.

The programme was built around four key areas:
🔹 developing cooperation in IT and AI;
🔹 international trade, food security, and logistics;
🔹 cooperation between the EAEU and ASEAN;
🔹 traditional spiritual and moral values.
"The Business Forum has laid the foundation for a major and influential international discussion platform for a substantive and professional exchange on the main avenues of trade, economic, and investment cooperation between Russia and ASEAN states, as well as interaction within the EAEU–ASEAN partnership,"
stressed Anton Kobyakov, Advisor to the President of Russia.

According to Vietnamese Minister of Justice Thanh Tung Hoang, alongside materials on the history of legal reforms and the development of the country's modern legal system, the exhibition also features handicrafts that reflect its rich traditions. This provides a more holistic view of Vietnam and offers a glimpse into its culture and people.
"We aim to help our Russian colleagues gain a deeper understanding of Vietnam and its people through the lens of a legal system that combines the rigor of the law with respect for humanistic values,"
he emphasized.
Russian Minister of Justice Konstantin Chuychenko also noted the combination of fidelity to tradition and a readiness for modernization within Vietnam's legal system.
"International law rests not on treaty texts, but on trust and mutual respect between sovereign states. Russia-Vietnam relations are the perfect illustration of this point,"
the minister said.

The head of Vietnam's Ministry of Justice thanked the Ministry of Justice of the Russian Federation and the SPILF organizing committee for inviting Vietnam to participate in the forum as a guest country.
Speaking at the plenary session, Hoang Thanh Tung noted that for Vietnam, international law is not merely a framework that imposes obligations.
"One can say with confidence that for Vietnam, international law in the past was a tool for protecting independence, sovereignty and the right of the nation to self-determination. In the present, it is the foundation for cooperation, integration, reforms and development, and in the future it will continue to serve as a common language of dialogue, trust and responsibility among equal states,"
stated Vietnam's Minister of Justice.

⚖️ Minister of Justice of Vietnam Hoang Thanh Tung announced this at the Meeting of Ministers of Justice Chaired by Minister of Justice of Russia Konstantin Chuychenko at SPILF 2026.
According to Minister, in November 2025, the National Assembly of Vietnam passed two significant laws: one on the extradition and transfer of persons serving custodial sentences, and another on mutual legal assistance in criminal matters.

“Individual states cannot effectively counter the threats posed by transnational crime on their own. In this context, international cooperation in the field of criminal law is attracting increasing interest from states.
This is especially true in view of the growing needs for collecting evidence and documents, verifying information, and conducting procedural actions for the purposes of investigation, prosecution, and trial in criminal cases.”
