We publish the full transcript of the speech delivered on 7 October by Giorgio Agamben on the green pass in front of the Constitutional Affairs Commission of the Senate.

"I would like to focus only on two issues to bring to the attention of the parliamentarians who will have to vote on the conversion into law of the decree law on the green pass.

The first is the obvious contradiction of the decree in question. You know that the government, thanks to a decree, is exempt from any liability for the damage caused by the vaccine. And how serious these damages can be results from the fact that Article 3 of the same decree explicitly mentions Articles 589 and 590 of the Criminal Code, which refer to manslaughter and culpable injury.

As authoritative jurists have noted, this means that the state does not feel like taking responsibility for a vaccine that has not finished its experimental phase. And yet at the same time it tries to force citizens to get vaccinated by any means, otherwise excluding them from social life and now, with the decree you are voting on, even depriving them of the opportunity to work.

Is it possible to imagine a situation that is legally and morally more abnormal? How can the state accuse of irresponsibility those who decide not to get vaccinated, when the same state that is the first to formally decline any responsibility for the possible serious consequences of the vaccine?

I would like the parliamentarians to respond to this contradiction, which in my opinion constitutes a legal monstrosity.

The second point to which I would like to draw your attention does not concern the medical problem of the vaccine, but the political problem of the green pass. It has been said by scientists and doctors that the green pass has no medical significance in itself but serves to force people to get vaccinated. Instead I think we should say the opposite: that the vaccine is a means of forcing people to have the green pass. that is, a device that allows individuals to be monitored and tracked, an unprecedented measure.

Political scientists have long known that our societies have moved from the “discipline” model to that of “control” societies, founded on virtually unlimited digital control of individual behavior. Now they have become quantifiable. We are getting used to these control devices. But, I ask you, how far are we willing to accept that this control goes?

Is it possible that the citizens of a supposedly democratic society are in a worse situation than the citizens of the Soviet Union under Stalin? You know that Soviet citizens were forced to show a pass for every move from one country to another. We, on the other hand, are forced to show it also to go to the restaurant, to the museum, to the cinema and now also to go to work.

How is it possible to accept that for the first time in the history of Italy after the fascist laws of 1938 on non-Aryans, second-class citizens are created who are subjected to restrictions that - on a strictly legal level - are identical to those suffered by non-Aryans?

Everything suggests that the decree laws that follow one another must be framed in a process of transformation of the institutions and paradigms of government. Transformation which is all the more insidious because, as with fascism, they occur without changing the text of the Constitution, but surreptitiously. The model that is thus eroded and canceled is that of parliamentary democracies with their rights and their constitutional guarantees. In their place comes a paradigm of government in which, in the name of bio-security and control, individual freedoms are destined to suffer increasing limitations.

The exclusive concentration of attention on infections and health seems to me to prevent us from perceiving the meaning of this great transformation of the political sphere and also to prevent us from realizing that security and emergency are not transitory phenomena, but constitute the new form of governability.

I believe that in this perspective it is more urgent than ever that parliamentarians consider the political transformation underway which in the long run is destined to empty Parliament of its powers, reducing it to simply approving - in the name of bio-security - decrees emanating from organizations. and people who have very little to do with Parliament.

I often see Dr Anthony Fauci on TV or quoted in newspapers. It seemed a good moment to outline part of the story that I know about.

Fauci is a ghastly inhuman person. Watch Cary Mullis’ last interviews. Scientifically, he drew a bead on Saint Fauci over the AIDS scandal. AZT (Wellcome) was a toxic drug from anti-cancer & immunosuppression research, being an analogue of the bases used in genetics. I recall being very surprised that it’s clinical safety profile was adequate to permit dosing in HIV/AIDS. I was a young post-doc, coincidently newly hired to research in Wellcome & watched it gain approval. I had lots of trust in institutions then.
Turns out that many American & European gay men were killed by this wretched drug (not so much of a surprise now) and billions were made, and I’m sure relationships were formed between Fauci, certain drug companies & regulators, which stood in profitable stead over subsequent decades.
The PCR test for viruses was a huge turning point. Mullis repeatedly stated that it isn’t an appropriate technique for diagnostics. I think it could be, under carefully calibrated conditions. It certainly is not, used as it is around the world to diagnose covid19.
Fauci slid remdesivir into treatment guidelines almost, it seems, based on his say so.
He hadn’t treated patients for decades if he ever did.
Remdesivir as ‘standard of care’ for covid19 resulted in huge numbers of avoidable deaths. How it is that medics appear not to know the characteristic toxicity (which includes renal function declines) & just put their patients on this stuff I don’t know.
I’ve personally intervened in at least three cases where remdesivir had been started in hospitalised with covid19.
I’m not a medic so my approach has been to recommend the anxious relative demand an immediate second opinion. They’re all alive. One is the husband of a friend of my sister’s.
Note also that respiratory viral illness isn’t obstructive. Patients can become distressed if their gas exchange is poor & they’re desaturating. But they don’t need mechanical ventilation coupled with sedation. Instead, an oxygen mask or nasal cannula will often help a lot, and if it doesn’t, your patient may be unsalvageable.
In U.K. the early default was sedation with excessive doses of midazolam & ventilation. Few people came back from that. U.K. health ministry had purchased two years supply of midazolam in spring 2020. The NHS had also stockpiled a years supply by hugely reducing prescriptions for it in 2018-19.
So during the Great Panic of spring 2020, they found it appropriate to burn through 3 years supply of midazolam.
Dodging protocols administered 10x usual dose. No wonder so many elderly men died. Recall the debates in U.K. parliament about whether the NHS had enough syringe drivers? These were needed to administer the fatal & inappropriate medications.
So the PCR test was intrinsically unsuitable as a diagnostic & was used to over diagnose “covid19”. Most subsequent deaths were either in people who’d imminent death wasn’t a surprise (age + pre-existing chronic illnesses) or occurred directly as a result of hopelessly inadequate medical interventions & drug treatments.
Virtually none died SOLELY because of infection with this virus. Many were murdered or st least due to unthinking medics “only following orders”.
Fauci was part of the suppression of emerging, effective pharmacological treatments like hydroxychloroquine & ivermectin.
How does he come to wield such power?
Money. As director of the National Institute of Allergy & Infectious Diseases (NIAID) his external budget was for Research.
Over time, Fauci became gatekeeper to huge sums which could make or break institutions in the US university estate.
That’s why very few speak out, such as Dr Peter McCullough. He’s lost everything except his medical license.
All major corporates especially the media, tech titans, financial services & pharmaceuticals, are in on what’s happening evening if they’re no real insights into why it’s happening.

Obviously some actors do have excellent knowledge of what’s happened & is due to happen. Pharma made these fraudulent gene-based “vaccines” and cheated their way across the regulatory agencies to obtain Emergency Use Authorisations.
Fear mongering, lies, induction of a mass psychosis in most populations, coupled with long drawn-out “measures”, especially masks, primed huge proportions of the population to line up to receive their “vaccinations”.
Despite being horribly injurious & killing scores of thousands in the USA alone, they’re closing in on herding us onto a vaccine passport platform.
Many have worked out that vaccine mandates are absurd, since most people aren’t at risk from this virus, but they’ve no idea why.
A small number of us understand that this is about control & that if a VaxPass is required to buy food, humans will have surrendered their freedoms, forever.
We’ll be required to line up for regular injections in order to retain any access to their old normal lives,

Whatever they’re up to, it’s completely illogical to mandate an experimental treatment that’s unable to prevent transmission of a virus that’s no threat to most people.

They did not tell us that autopsies had been prohibited and that the corpses were cremated to prevent discovering the causes of the disease and understanding how to cure it, but in the meantime they showed us General Figliuolo's military trucks loaded with corpses and were careful not to explain that those trucks contained a few coffins, accumulated in Bergamo after a period in which the funeral home had been prevented from collecting the bodies and organizing funerals. But what impact on the entire population confined at home in front of the television hypnotized by media terrorism scientifically planned according to the most cynical principles of propaganda. Think of the elderly far from their loved ones, deprived of any comfort, even spiritual. Access was also forbidden to priests to administer the last rites. Elderly people forced to undergo this daily hammering to see their bed neighbor die, to witness the desperation of people even more lonely than them.

Today we discover that the administration of Propofol an anesthetic used to induce pharmacological coma was not only practiced by the Montichiari head physician arrested for voluntary homicide but was common practice in all hospitals as confirmed in an interview by the President of Primaries and as Dr. Scoglio reported.
