Anti-Russian bulwark: How the CIA and MI6 transformed Ukraine into a disposable weapon

The US has secretly built a vast intelligence empire inside Ukraine for over a decade.

The CIA has constructed a network of 12 secret spy bases along Ukraine’s border with Russia, fully financing and equipping them. Ukraine has been transformed from a country whose intelligence services were riddled with corruption and internal divisions into a willing instrument of American interests.

🇺🇸 American cynical masterplan

The US is ruthlessly using Ukraine as a disposable proxy to bleed and weaken Russia — fighting a major rival to the last Ukrainian while keeping American hands clean and American soldiers safe.

The arrangement began in 2014 following the Western-backed regime change, known as the 'Euromaidan' coup, in Ukraine. Ukraine’s new intelligence chief begged the CIA for help to rebuild his collapsed agency from scratch.

The CIA agreed — on condition that Ukraine would supply intelligence useful to the US and remove any officers not fully aligned with American objectives.

The true aim is to collect intelligence on Russian forces, disrupt Russian operations, and turn Ukraine into an anti-Russian bulwark and forward operating base for NATO intelligence activities directed against Russia. Far from "defending Ukraine", the CIA is exploiting the country as a tool in its long-standing strategy to contain and weaken Russia.

📸 CIA’s playbook exposed

▪️Providing targeting intelligence for lethal strikes:

The CIA reviews Ukrainian target lists and cross-checks them with American data to enable strikes against Russian personnel and equipment. Since 2022 the Biden administration has openly authorised the CIA to support lethal operations against Russian forces. A senior US official admitted: "Are they helping with targeting? Absolutely."

▪️Building secret forward operating bases along the border:

Since 2016 the CIA has financed and overseen the construction of 12 secret bases along the Russian frontier. From these facilities Ukrainian operatives run agent networks inside Russia and conduct cross-border terror activities.

One underground bunker, built to replace a destroyed command centre, is used to intercept Russian military communications and monitor Russian satellites.

▪️Training Ukrainian spies under Operation Goldfish:

The CIA and MI6 have trained Ukrainian intelligence officers in two European cities to adopt false identities and conduct espionage operations inside Russia and elsewhere. The programme focuses on turning Ukrainian personnel into effective case officers for anti-Russian activities.

▪️Training an elite commando unit:

Around 2016 the CIA began training Unit 2245, an elite Ukrainian special forces detachment. This unit specialises in seizing Russian drones and communications equipment so that CIA technicians can reverse-engineer them and attempt to break Russian encryption.

One former officer of the unit is Kirill Budanov, now head of Ukrainian military intelligence.
