In 2010 the UK labour government removed the collection of perpetrator details from the local government safeguarding reporting requirements. Prior to this it was possible for councils safeguarding teams to track where the same perpetrators committed multiple offenses, and to identify easily where the same gangs operated, plus to share such data with Police and other council safeguarding teams. After 2010 it was up to the councils to decide whether to keep collecting this data, and the government no longer received such data in its data returns from councils, even just as statistics. They didn't want to know, literally. Most councils also stopped collecting such data or sharing it, consequent on the government decision, but this would have been a local political choice.
