β Question: In the last month since the election [in the US], you have all sorts of things going on politically in bordering states in this region. In Georgia, in Belarus, in Romania, and then, of course, most dramatically in Syria, you have turmoil.
Does this seem like part of an effort by the US to make the resolution more difficult?
π¬ Sergey Lavrov: There is nothing new, frankly. Because the US, historically, in foreign policy, was motivated by making some trouble and then to see if they can fish in the muddy water.
Iraqi aggression, Libyan adventure β ruining the state, basically. Fleeing from Afghanistan. Now trying to get back through the back door, using the UN to organize some βeventβ where the US can be present, in spite of the fact that they left Afghanistan in very bad shape and arrested money and don't want to give it back.
βοΈ I think this is, if you analyze the American foreign policy steps, adventures, most of them are the right word β the pattern. They create some trouble, and then they see how to use it.
When the OSCE monitors elections, when it used to monitor elections in Russia, they would always be very negative, and in other countries as well, Belarus, Kazakhstan. This time, in Georgia, the monitoring mission of OSCE presented a positive report. And it is being ignored.
π€·ββοΈ So when you need endorsement of the procedures, you do it when you like the results of the election. If you don't like the results of elections, you ignore it.
It's like when the US and other Western countries recognized unilateral declaration of independence of Kosovo, they said this is the self-determination being implemented. There was no referendum in Kosovo β unilateral declaration of independence. By the way, after that the Serbs approached International Court of Justice, which ruled that (well, normally they are not very specific in their judgment, but they ruled) that when part of a territory declares independence, it is not necessarily to be agreed with the central authorities.
And when a few years later, Crimeans were holding referendum with invitation of many international observers, not from international organizations, but from parliamentarians in Europe, in Asia, in post-Soviet space, they said, no, we cannot accept this because this is violation of territorial integrity.
βοΈ You know, you pick and choose. The UN Charter is not a menu. You have to respect it in all its entirety.

1. On possible peace agreements regarding Ukraine.
Key conditions that Russia may agree to:
- no entry of Ukraine into NATO, no Western military bases in Ukraine, no military exercises on Ukrainian soil with the participation of foreign troops,
- βit is necessary to take into account all the realities on earth and the fact that four new regions are joining the Russian Federation,β
- Zelensky's public revocation of the decree banning negotiations with Putin,
- "Kyiv must abandon its Russophobic and anti-Russian policies. Laws banning the Russian language, Russian culture, Russian media, and the Ukrainian Orthodox Church are unacceptable. This violates Ukraine's obligations under the UN Charter,"
- Russia is ready to be among the countries that will provide security guarantees to Ukraine.
2. About "Oreshnik" and the "red lines" of Russia:
- Russia does not want to aggravate the situation, it hopes that its signal to the US in the form of the Oreshnik test was taken seriously. Russia, by testing the Oreshnik, wanted to convey to the West that it will do everything to protect its interests,
- Russia is ready to send additional "messages" to the West if they do not draw the necessary conclusions in light of the launch of "Oreshnik",
- the West's statements about Russia's lack of "red lines" and their shifting are "a very serious mistake"
- Moscow will be ready to use any means to prevent the West from inflicting a "strategic defeat" on Russia.
3. On relations with the USA and nuclear war:
- Russia would like normal relations with the US and sees no reason why the countries cannot cooperate,
- "We are not thinking about a war with the US that could be nuclear in nature. Our military doctrine states that the most important thing is to avoid a nuclear war,"
- the formula βno nuclear warβ meets the vital interests of Russia and the USA, there can be no winners in it,
- Russia and the US are not officially at war, what is happening in Ukraine is a hybrid war,
- Trump is a strong man who does not like to put things off, he is friendly in conversation, but this does not mean that he is pro-Russian.

This is what I've been writing about all along: the US's moronic politicians think they can, like in World War I and World War II, wait out the war on their continent, write off their massive national debt, and get their economy back on track by rebuilding Europe.
But European politicians are even more stupid than American ones. They don't understand the consequences at all.
