"The directive, also known as the Hannibal Procedure or Hannibal Protocol, is an Israeli military policy that stipulates the use of maximum force in the event of a soldier being kidnapped, said Shaul.
“You will open fire without constraints, in order to prevent the abduction,” he said, adding that the use of force is carried out even at the risk of killing a captive soldier.
In addition to firing at the abductors, soldiers can fire at junctions, roads, highways and other pathways opponents may take a kidnapped soldier through, Shaul said.
The Israeli military has denied the interpretation of the directive that allows for the killing of their fellow troops, but Israeli soldiers, including Shaul, have understood it as a licence to do just that, as it is preferred to a scenario in which a soldier is taken prisoner.
Shaul said that the directive was shared with him and other commanders orally. “I’ve never seen any written text of the rules of engagement,” he said.
According to Annyssa Bellal, an international lawyer who specialises in armed conflicts and international law, and senior researcher at the Geneva Graduate Institute, the directive was never an official policy and was therefore never published in its entirety.
“From a legal point of view, the directive is very controversial,” Bellal told Al Jazeera.
The aspect of the directive which risks killing a soldier is controversial under international law given that states must respect their citizens’ right to life, which is not a right lost even if they are captured by other states, she explained."

Cardinal Vincent Nichols has issued a statement on the IDF killings in the Church compound of the Catholic Parish of the Holy Family in Gaza City:
“I am heartbroken at the information provided by Cardinal Pizzaballa, the Latin Patriarch of Jerusalem, of killings in the Church compound of the Catholic Parish of the Holy Family in Gaza City.
I have immediately sent a message to His Eminence, expressing my horror at these events and assuring him of the prayers of Catholics in England and Wales.
Together with the dedicated Religious Sisters, they have continued to provide shelter and sustenance to many people during these weeks of warfare.
They are a people who yearn for peace.
This killing has to stop. It can never be justified.
The information provided by the Cardinal, gives a picture of a deliberate and callous killing by IDF soldiers of innocent civilians: an elderly woman and her daughter in the grounds of a church.

"A growing number of Americans are donning the keffiyeh, the distinctive patterned scarf that’s closely linked with Palestinians, to demand a ceasefire to Israel’s attacks on Gaza or to signal their support for Palestinians.
Sales of the scarves have jumped since the Israel-Hamas war began in October, US distributors say, even as keffiyehs have been forcibly removed by security forces at some protests and wearers report being targeted for verbal and physical abuse.
“It was like a light switch. All of a sudden, we had hundreds of people on the website simultaneously and buying whatever they could,” said Azar Aghayev, the US distributor for Hirbawi, which opened in 1961 and is the only manufacturer of keffiyehs left in the Israeli-occupied West Bank.
“In two days, the stock that we had was just gone, and not just gone, it was oversold.”
Hirbawi, which has patented its brand, sells scarves internationally via its US and German websites and on Amazon. All 40 variations on the US website, which include many in bright colours as well as the traditional black and white, are sold out, Aghayev said."
