Prior to introduction of user fees in 1994, Health Canada was solely funded by tax dollars - therefore accountable to the public. On May 27, 2021, Dr. Patrick Phillips was asked if the data in Canada's adverse event system can be trusted. He replied "absolutely not" and suggested the VAERS system may be more reliable. 15,985 having occurred in long-term care facilities (including 32 staff) with neglect/privation being key, if not primary factors.
That leaves 15,856 deaths WITH Covid in population of over 38 million.
Prior to "pandemic" - the flu was identified as one of top ten causes of death in Canada.
